    INTERNATIONAL LAW FIRM SELECTS EQUANT FOR WORLDWIDE NETWORK SERVICES
    ATLANTA (27 January 2000) Gide Loyrette Nouel, a leading French business law firm, has signed a $2.8 million contract with Equant (NYSE: ENT) (Paris Bourse: EQU) to provide its worldwide law offices with high-speed network services. This agreement is part of an overhaul of Gide's entire IT system. The company launched a "Knowledge Management" process that includes implementing Elite, an integrated business software package that will run across the Equant network. "In our decentralised environment, it is particularly important to have everything within arm's reach on a laptop: whether applications to support project management activity or access to analytical data," said Pascal Richon, the firm's managing director. "We found that only Equant could guarantee the high levels of availability and security we require, from Paris and Bucharest to Shanghai and St. Petersburg. It was important that our offices be able to quickly and easily access our headquarters databases in Paris so that we can provide a seamless service to our worldwide clients." The agreement includes Equant LAN Access and Remote LAN Access Services via Frame Relay. Ten offices will be linked in the first phase. The service also includes ISDN backup lines as well as redundant fixed links with major offices.

    Progress against torture worldwide June 2002 is the 15th anniversary of the worldwide treaty that bans torture. The UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment details the steps that states which agree to the treaty must take to prohibit and prevent torture. They must make torture a crime in their own laws, prosecute alleged perpetrators and must not forcibly send anyone to a country where they might face torture. A 10-member Committee against Torture regularly reviews the progress states have made, and can consider individual complaints and allegations of widespread and systematic torture in states which agree to it doing so. AI interviewed the Chairman of the Committee, Professor Peter Burns: Only 129 of the 189 UN member states have ratified the Convention against Torture. Why do states ratify other international treaties but not the Convention?

    It is a question to which no definitive answer is yet possible. At the very least, however, there are disturbing signs that we could be at a turning point. In the United States, the era of rights began with the Supreme Court's decision in May 1954 in Brown v. Board of Education George E.C. Hayes, left, Thurgood Marshall, center, and James M. Nabrit, the lawyers who led the fight before the U.S. Supreme Court for abolition of segregation in public schools, descend the court steps in Washington, D.C., on May 17, 1954. The Supreme Court ruled that segregation is unconstitutional. (AP Photo) In the past two decades, there has been a substantial decline in judicial receptiveness to claims of rights. Certain rights have been badly battered under the assault from twin forces: the war on crime and the war on drugs. Increased racial profiling, diminishing protection against search and seizure, grossly inadequate legal representation of indigent criminal defendants, more frequent use of the death penalty and a four-fold increase in incarceration have been among the consequences. Thus far, however, there has not been a significant erosion of political freedom. The rights of Americans to speak, assemble and protest seem well established. And, before September 11, there was no sign of a resurrection of the system of political surveillance.
