The Iowa Association of County Conservation Boards (IACCB) is a nonprofit organization assisting member county conservation boards in areas of board member education, public relations, and legislation. The association's main purposes are to promote the objectives and supplement the activities of conservation boards, exchange information, assist boards and members in program development and provide a unified voice in the legislature. The IACCB is governed by a nine-member board elected by member counties.
Who County Conservation Boards are...
Conservation boards are local natural resource management and outdoor recreation agencies whose responsibilities are the following: to acquire, develop, maintain and make available public museums, parks, preserves, parkways, playgrounds, recreation centers, forests, wildlife and other conservation areas, to encourage the orderly development and conservation of natural resources and to provide adequate programs of public recreation. Conservation boards also help educate local residents about the natural world in which we live, and administer roadside vegetation management programs. County conservation boards have been created in all of Iowa's 99 counties and are governed by Chapter 350 of the Code of Iowa. When traveling, look for the "Arrowhead" transportation directional sign which will direct you to one of these fine areas.

Teacher Education Programs The College of Education at The University of Iowa offers two major teacher preparation programs based on baccalaureate degrees. Elementary education is a College of Liberal Arts and Sciences major leading to either a Bachelor of Arts or a Bachelor of Science degree. The secondary education programs combine a specific liberal arts and sciences academic major with teacher preparation course work leading to a Bachelor of Arts or a Bachelor of Science degree. The college also provides numerous specialized elementary (including early childhood) and secondary teaching endorsement programs. Preparation for special education teaching is offered primarily at the graduate level. In addition, a new undergraduate multicategorical resource program is available for elementary education students admitted to this program. A limited number of undergraduate special education courses are open to all students who are interested in this area, to those from other teacher education programs, and to those planning to pursue graduate degrees in special education. Undergraduate students admitted to a teacher education program (TEP) must complete all College of Liberal Arts and Sciences General Education requirements for the Bachelor of Arts or Bachelor of Science. The quantitative or formal reasoning component must be satisfied with a college-level mathematics course.

1-800-332-8488, Ext. 6714 (Cannon elected president of the Iowa Organization of Area Education Agency Boards) Cedar Rapids....Dr. Lynne Cannon, president of the Grant Wood AEA Board of Directors, has been elected President of the Iowa Organization of Area Education Agency Boards. Dr. Cannon will begin her term as Governing Board president effective July 1, 2002.
Cannon has been actively involved in learning disabilities issues for many years. She has served on the Grant Wood AEA Board since 1980, and was elected president of the agency's board in 1989. She joined the Learning Disabilities Association in 1970, and over the years, she has served in many capacities in that organization, including as its national president and as editor of the national LDA newsletter, Newsbriefs for the last 13 years.
Lynne Cannon has also served on many educational boards, including the Iowa City Community School District, the State Task Force on Special Education Funding, and the Special Education Advisory panel. She served on and chaired the National Joint Committee on Learning Disabilities and has been actively involved in the Learning Disabilities Association of Iowa for 30 years.
Lynne is a chemist by training and recently retired from the University of Iowa Department of Chemistry in July 2001. For 14 years of her tenure at the university, she served as Director of Undergraduate Labs in the Department of Chemistry.

State Action for Education Leadership Project
The State Action for Education Leadership Project is part of the Wallace-Reader's Digest Funds' larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state. Fifteen states have been awarded three-year implementation grants: Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia. The project is guided by a National Consortium comprised of the five state-based organizations whose members have primary responsibility for state education policy: the CCSSO, the National Conference of State Legislatures , the National Governors' Association , the National Association of State Boards of Education and the Education Commission of the States . In addition to enabling education leadership reforms in states receiving grants, the project benefits all states through research and findings produced and published by the National Consortium.

Since 1993, Iowa has experienced great economic times. During this same period, schools have not been able to reap the benefits of our state's strong economy. Other, however, have. For example, since 1993 the Iowa Legislature has
  • Restored health to the state budget. Cash reserve and economic emergency funds are fully funded.
  • Returned tax money into taxpayers' pockets.
  • Shifted property tax burden away from property tax under the name of educational spending. (A $2.9 billion shift from property tax identified as education spending since 1998!)
  • Decreased the number of citizens dependent upon welfare.
  • Meanwhile, the programs necessary to educate Iowa's changing populations have not been adequately funded.
Although the education community recognizes the increasing needs of Iowa's children, tight budget constraints make it impossible to address them without sacrificing other necessary programs. Parents are demanding, and students deserve more quality programs, not fewer. If these needs are not met our top quality programs will have to be weakened in order to meet other critical needs. As a result, out entire educational system will be eroded.

of Iowa's education crisis
The following are from messages Iowa teachers sent Senate Democratic Leader Mike Gronstal. "I have never written to a representative in my life. I am fifty-three. I have taught for thirty-two years. I have an MA plus 21 hours of education. What could be done to convince me to stay in education for another ten years? "I do have some answers to this question. Smaller class sizes, NO. More time to teach, NO. I have children. I have bills. I have dreams. Do not give the money to the school districts and let administrators or school boards members decide how to disburse it. This will only lead to more hoops to jump through or more work. I need money directly put into my bank account. That's it in a nutshell. "Personally, I have become cynical. Many others in Iowa schools are. Truthfully speaking, nothing significant is going to happen. Actions speak louder than words. Let us see what my take home amount is next year. Iowa deserves what Iowa pays for. If the pay is 35th in the nation, then... Oh, we had best not go there."
Clear Lake "I am a tech coordinator and not on the salary schedule. I have little to gain from teacher pay legislation personally. BUT please understand that 25+ years in education has made me more than aware of the rhetoric vs. the action when it comes to teacher pay.

E-Mail This Story Print This Story Vision Iowa Boards Hand Out More Money Ames And Ottumwa Making Presentations DES MOINES, 3:27 p.m. CDT August 8, 2001 The Vision Iowa board is giving more projects funding at it's Wednesday meeting. Davenport will receive $20 million. The board is also hearing from Ames, Newton and Ottumwa. Officials in Newton want to develop a racetrack, while Ames is seeking a nature area and Ottumwa wants to do a riverfront development. Also at the meeting, a review panel voted to approve a grant of nearly $144,000 to Maquoketa for a fine arts center. Local officials will have to come up with $250,000. The panel also voted to open negotiations with Mason City over a $1.5 million plan to develop a performing arts center named after composer Meredith Willson. Officials from Ames and Ottumwa are expected to make presentations at the meeting. Newton officials will also go before the board. They are asking for funding for the proposed Iowa Motor Speedway.

In a 1993 joint-state effort to improve early childhood education, the Nebraska and Iowa State Departments of Education developed The Primary Program: Growing and Learning in the Heartland , a document which outlines a programmatic framework intended to inform the education of young children from birth through age 8 with a focus on the kindergarten/primary level. Participation is not state-mandated.
