The ERIC database contains bibliographic records of research reports, conference papers, teaching guides, books, and journal articles relating to the practice of education.     Approximately one-half of the entries in the ERIC database (or 430,000 citations) relate to education documents. Identified by unique ED numbers, ERIC documents include a wide variety of resources such as teaching guides, research reports, bibliographies, issue papers, instructional materials, and test and evaluation instruments. This database allows you to search the ERIC database plus provides the full text of approximately 80% of the ERIC documents indexed after 1996 (ED 385 672 and higher).     The U.S. Department of Education maintains 10 regional offices throughout the country. These offices represent the Department's programs and interests on a regional basis. The Secretary's Regional Representative (SRR) and staff conduct Departmental business on a myriad of issues in their assigned states. The following offices have representatives in each regional office:
    • The Office of Postsecondary Education (OPE) handles questions related to student financial assistance programs.
    • The Office of Special Education and Rehabilitative Services (OSERS) assists constituents with rehabilitative services.
    • The Office for Civil Rights (OCR) responds to questions about and reviews complaints related to civil rights issues.
    • The Office of the Inspector General (OIG) investigates potential violations of law and conducts audits on Department-funded programs.
    • The Office of Management (OM) has personnel offices or representatives in each of the regional offices.

    Cycle Three: The following six "general" projects were funded in the third (FY 1992-94) cycle:
    • Satellite Educational Resources Consortium (SERC) , also a grantee in cycle one, expanded its use of technology through five new initiatives including increasing interactivity between students and on-air teachers through computer networking; expanding opportunities in mathematics and science for middle schools; enriching teacher support using distance learning technologies; creating a series of national forums involving school policymakers; and strengthening the linkages between state departments, public television entities, local schools, institutions of higher education, teacher training institutions, telecommunications companies, and other distance learning providers.
    • Educational Service District 101 (ESD 101) served a predominately rural and remote area. The project served two populations of adults and youth with special needs those with limited English proficiency and persons who are functionally ill-prepared for the workplace. ESD 101 chose as its mission to enable students to achieve world class standards in the core subject areas by providing (a) quality instructional programming for various grade levels as well as adults, including workplace basics and skills; (b) inservice courses and teleconferences for teachers, administrators, board members, and parents; (c) technical and information support to schools; and (d) an effective evaluation plan that examined student performance and other issues.

    Dr. Larry Kasperbauer was born April 30, 1936 to John and Clara Kasperbauer in Manning, Iowa. Larry and his wife, the former Carmen Torres Artero, reside in Dededo. Their children and their spouses are Kevin and Angela Humphreys, Karen and Tom Perez, Brian and Cathy Brown, Steven and Carmen Ulloa, and Teresa and Jason Sakazaki. Their grandchildren are Sean, Alisa, Christopher, Mishel, Ryan, Carey, Lawrence, Kaitlyn, Thomas, Caressa, Michael, Steven, Katheryn, David, Kenneth, Daniel, Lauren, Aleksander and Jonathan. They also have two great granddaughters Kameren and Alanna.
    Larry is Guam's second "Senator Kasperbauer," his wife Carmen is a former senator having served in the Fifteenth and Sixteenth Guam Legislatures.
    Guam has been home to Senator Larry Kasperbauer for over 35 years. During this time Larry has developed a distinguished record of accomplishments in education, business and service organizations throughout our community. His membership in the Twenty-fourth Guam Legislature adds another chapter to a career dedicated to public service, one he fully appreciates as being entrusted by the people for the common good.
    Espousing early in life that "Education is the Way," Senator Kasperbauer continued his formal education past the doctoral level. While at Iowa State University, he received his Bachelors of Science in Agricultural Education, his Masters in School Administration and Supervision and his Doctor of Philosophy degree in Rural Sociology. He continued with postdoctoral study in Gerontology at the University of Missouri, Colombia and the University of Southern California. At the University of Minnesota he studied Public Policy Education and Social Research Methods.

    REAP Conservation Education The first $350,000 of each annual appropriation goes for conservation education. Emphasis for this money is on assistance to teachers and naturalists for continuing conservation education stipends and on grants for preparing conservation education materials. The Department of Natural Resources administers this program, with assistance from the Conservation Education Board. This Board is comprised of representatives from Department of Education, Department of Natural Resources, Iowa Association of County Conservation Boards, Iowa Association of Naturalists, and Iowa Conservation Education Council. Funds are distributed on a competitive grant basis. Applications are accepted twice a year - May 15th and November 1st.
