Although supporters of national standards may be disappointed, the debate about them is effectively over. It is just as well. In the halls of Congress the national standards debate had become divisive, even bitter; unhappily, it quickly descended into ideological posturing.
When Republican Lamar Alexander had proposed national standards Democrats were derisive. Republicans returned the favor several years later when Democrat Richard Riley endorsed them. Indeed, an unholy coalition of conservative Republicans and liberal, big-city Democrats defeated Riley’s proposal. It fell to education pundit Chester Finn to offer a convincing explanation: “Republicans oppose any proposal with the word “national” in it, Democrats oppose anything with the word “standards” in it.”
It is clear that de jure national standards – that is to say, federal government standards – are not in the cards. But even if standards won’t be “federalized” in the near future, they are quietly going national as the century draws to a close. They are doing so for two reasons: first, in the realm of education at least, there is more that unites Americans than divides them, Congressional posturing notwithstanding. Second, high technology is playing a significant role.
What unites Americans? As Gallup and Public Agenda Foundation polls reveal, Americans share a common vision of what school should offer: at minimum, English, math, science and social science. To be sure this vision is not highly intellectual. It is not clear, for example, that Americans value learning for its own sake. To the contrary, we are a pragmatic people and (to quote Henry Steele Commanger) expect of education what we expect of religion: “that it be practical and pay dividends.” Above all, schooling should be useful.

Each year the Central States Association of the International Association of Industrial Accident Boards and Commissions hosts a convention for its members and interested parties. While the primary focus of the convention is for workers' compensation jurisdiction, there is invaluable information imparted for any one involved in the workers' compensation industry. 256.12 Sharing instructors and services.
The director, when necessary to realize the purposes of this chapter, shall approve the enrollment in public schools for specified courses of students who also are enrolled in private schools, when the courses in which they seek enrollment are not available to them in their private schools, provided the students have satisfactorily completed prerequisite courses, if any, or have otherwise shown equivalent competence through testing. Courses made available to students in this manner shall be considered as compliance by the private schools in which the students are enrolled with any standards or laws requiring private schools to offer or teach the courses. Students enrolled in nonpublic schools who receive services pursuant to this subsection shall be weighted at the level provided for in section 256B.9, subsection 1.

    IOWA PLANS CHANGES FOR SPECIAL ED RULES
    September 17, 1999 Iowa's State Board of Education recently announced several changes it plans to make in its Chapter 41 "Special Education" rules to bring the state into compliance with the 1997 Individuals with Disabilities Education Act. Like other states, Iowa says its proposals incorporate the language of IDEA '97 "to the maximum extent possible." As reported, federal funds allocated to states for implementing IDEA '97 hinge on the state's compliance with new provisions in the law. The states must demonstrate such compliance, which is subject to review by the U.S. Department of Education, before federal funds will be released.
