"Criteria for determining if content standards were clear, rigorous and of quality and criteria to determine if students were achieving at high levels had to be established during the 1997-98 school year. This criteria will assist school districts in self-assessing their own standards and student achievement results. It will also assist the Department in their team reviews of the 280.12/280.18 reports. The criteria selected by the Department is based on criteria suggested by the Chief State School Officers. Iowa Teacher Spends 56 Years in Kindergarten
For 56 years, Drucilla Straub has been hugging and encouraging Des Moines (Iowa) kindergarten students. Many still keep in touch with her, and two told Education World how much they had enjoyed her class. The Des Moines Board of Education recently honored Straub. Drucilla Straub's teaching career spans the era of the Cleavers to the Simpson family. Although much has changed since she first started teaching kindergarten in Des Moines, Iowa, 56 years ago, Straub, 75, said that today's five- and six-year-olds have many of the same concerns youngsters did half a century ago. "Children are basically the same, then and now," Straub told Education World. "They worry about who will pick them up and whether that person will be on time. There are still some who cry when their mothers leave. They want to be noticed; They want to feel secure and loved. That's what they wanted in 1945, and that's what they want now." Another thing that has not changed is Straub's approach to teaching she said she still believes in letting students know she is there to support them and supplies plenty of hugs and encouraging words. "I just tell them I want to be their very best friend," she said.

Governor Branstad served four consecutive four-year terms as the chief executive of the state of Iowa. He completed his term of office in January of 1999. While in office, Governor Branstad made education a top priority of his administration. In addition to his efforts in restoring Iowa's economic stature, he emphasized the need for all children in the state to receive the highest quality education, no matter what their ability and circumstances of birth. He led the effort that built a statewide fiber optics network to provide distance learning opportunities to every school district, college and university in the state of Iowa. His leadership capabilities have been recognized through his chairmanship of the National Governors Association (NGA) (1989), and of the Republican Governors Association (1997), and his leadership in education is exemplified by his chairmanship of the Education Commission of the States (1998). As NGA chairman, he led the historic 1989 education summit in Charlottesville, Va. With the support of President Bush, the summit called for the development of performance-based National Education Goals. Those goals were subsequently adopted by the NGA in 1990. Governor Branstad has had careers as a farmer and an attorney and served his country with the U.S. Army from 1969-1971. He is a native of Leland, Iowa, and he and his wife, Chris, have three grown children.

THE IOWA CIVICS PROJECT
Rationale: Public Interest Institute believes that Iowa youth need a course in the rights and duties of citizens, and hopes that the Iowa Civics Project will contribute to the development of civic pride and responsibility in our youth. Goals: The students will gain an understanding of the role of government in Iowa by:
  • Understanding the constitutional foundation and structure of government in Iowa. Recognizing the powers and processes of each of the branches of state government. Recognizing the role of county, city, and school governments; and how they set policy. Identifying the major services provided by state and local governments. Identifying the major sources of revenue for state and local governments. Understanding the role of the political process in electing public officials at each level of government. Demonstrating the knowledge, skills, and leadership qualities necessary to become effective Iowa citizens. Understanding and recognizing that freedoms are accompanied by responsibilities and that citizens in a free society are obliged to exercise their freedoms with respect to the freedoms of other.

Chairmen of Research and Medical Advisory Boards named to chairman emeritus positions
William W. Monafo, M.D. , chairman of Shriners Hospitals' Research Advisory Board, and Reginald R. Cooper, M.D. , chairman of the hospitals' Medical Advisory Board, have each been named chairman emeritus of their respective advisory board. In addition, they have been named emeritus members of both boards. During the Shriners Hospitals Boards of Directors and Trustees November meeting, members passed changes to the hospital regulations concerning terms of office for chairmen of the Research and Medical Advisory Boards and membership on both boards. As a result, Monafo and Cooper, both long-time advisory board members, will have to relinquish their chairman and board member status at year-end 2001. John D. VerMaas, chairman and president of the Board of Trustees of Shriners Hospitals, said the effective date of their chairmen emeriti appointments is January 1, 2002.

... Tell us about your week NEA and the American Legion were distressed that 25 percent of the country's World War I draftees were illiterate and 29 percent were physically unfit. Both groups in 1919 met to generate public support for education. The conventions of both organizations subsequently adopted resolutions of support for a national effort to raise public awareness of the importance of education. In 1921, the NEA Representative Assembly in Des Moines, Iowa, called for designation of one week each year to spotlight education. In its resolution, NEA called for: "An educational week . . . observed in all communities annually for the purpose of informing the public of the accomplishments and needs of the public schools and to secure the cooperation and support of the public in meeting those needs." Earliest observances featured a different theme for each day of AEW. This changed in 1929 as cosponsors decided to select a single theme that reflected the current national concern.
