If it is determined that a student is having difficulties in school, the following procedure is followed in the Ames Community School District:
  • the teacher contacts the parent(s) or guardian(s).
  • the student is referred to the Building Assistance Team (BAT).
  • interventions are determined that may be used in the regular classroom.
  • the Team may be approached several times for more interventions that may be tried. If interventions do not provide for successful experiences for the student, then the student is considered for full and individual evaluation for special education. The following steps are taken:
  • the parent(s) or guardian(s) consent to an assessment.
  • a staffing with the parent(s) or guardian(s) is held to share information and data gathered to determine eligibility for special education.
  • parent(s) or guardian(s) give written consent to place the student in the special education program.
  • an individual education plan is written with the parent(s) or guardian(s).
  • the student is the placed in the special education program.

    By ANJETTA McQUEEN AP Education Writer WASHINGTON (AP) The school district in Cedar Rapids, Iowa, had already overspent its special education budget by $1 million when the Supreme Court ruled it had to pay for one-on-one nursing for a student adding $30,000 a year. Garret Frey, the 16-year-old sophomore on a ventilator because of an accident that left him paralyzed, isn't the issue, said Superintendent Lew Finch. The case is really about the federal government creating rules requiring schools to educate children with disabilities, but not sending enough money to ensure they can afford it. If schools don't get more help, they may need to raise local taxes, Finch said. "This might be the case that opens a lot of eyes." Special education is one of the most emotional issues schools face, and one of their fastest-growing costs. States have long fought with local schools and the Education Department over costs. Now Republicans and Democrats in Congress are debating how much the federal government should help. Nearly 6 million children receive special education instruction and services costing $60 billion, about $5 billion of that from the federal government. About $55 billion comes from states and local districts, which follow strict rules stemming from the 1975 federal law covering special education.

    Courier Correspondent WATERLOO - Going from high school to college can be a transition when students must work on being a self-advocate. This is especially true if students have specific needs or a disability. For some students, Hawkeye Community College offers a smaller atmosphere that can ease this transition, allow students to earn a degree or prepare them to move on to a large university. Recent HCC graduate Vicky Buss is a full-time student continuing her education this fall at the University of Northern Iowa. She graduated in May with an associate in arts degree and plans to become an elementary teacher. Buss wants to help teach children with disabilities, something she feels is worth going back to school for since she has Attention Deficit Disorder (ADD) herself. ADD, according to the Drake Institute of Behavioral Medicine, is "an underactivation of the brain that results in impulsive and hyperactive behavior with an inability to concentrate and process information, regardless of intelligence level." "When I first started I knew I had a learning disorder but never seeked help," said Buss. "I talked to counselors and they told me to notarize it so I could get help, but I was stubborn. I was going to do it on my own."

    You Are Not Alone: For Parents When They Learn That Their Child Has a Disability
    by Patricia McGill Smith If you have recently learned that your child is developmentally delayed or has a disability (which may or may not be completely defined), this message may be for you. It is written from the personal perspective of a parent who has shared this experience and all that goes with it. Many things can be done to help yourself through this period of trauma. That is what this paper is all about. In order to talk about some of the good things that can happen to alleviate the anxiety, let us first take a look at some of the reactions that occur.
    Common Reactions
    On learning that their child may have a disability, most parents react in ways that have been shared by all parents before them who have also been faced with this disappointment and this enormous challenge. One of the first reactions is
