Many of us have been shocked and disturbed by the countless reports recently of children and adolescents committing increasingly violent crimes, including vicious murders, with no apparent remorse. FOR IMMEDIATE RELEASE AEA's Provide Transition Assistance into the Real-World for Students with Disabilities Summertime is the traditional time for recent high school graduates to begin searching for that all-important first job. But what if that recent student is a young adult who has had some sort of learning disability? What kind of future do these individuals face? The Iowa Area Education Agency (AEA) system helps students and their families to prepare students for this all-important transition from life as a student to the adult world. According to Greg York, Transition Consultant for Heartland AEA, "Entering the adult world as a student with physical or learning disabilities is a daunting process. For students with milder disabilities, there are many good entry-level jobs open, but I see kids bounce around from entry-level to entry-level job, and they have trouble moving up the ladder." According to data available from the Iowa Department of Education, one out of approximately every seven students in Iowa schools receives some form of assistance for learning or physical disabilities, which means a significant portion of each year's graduating class has needed some extra assistance in successfully completing their education.

OVERVIEW
"Dubuquers like their beer..." was the headline that was generated by the local newspaper in response to the Healthy Dubuque 2000 survey data. This headline has been interpreted in two ways by local community members:
  • Dubuque County residents have a higher incidence for consuming alcohol, and;
  • High drinking rates could be considered a source of pride in the community.
The data from the Healthy Dubuque 2000 survey confirms the high incidence of alcohol consumption in comparison to State and national normative data. While an arguable point, task force members felt that high drinking rates are a reflection of the cultural norms of our community. Therefore, in order to change the alcohol consumption rates, our paradigms regarding alcohol consumption also need to change. According to the Centers for Disease Control and Prevention (CDC), alcohol is responsible for more than 100,000 deaths per year and is the leading cause of death for persons under age 21. The Robert Wood Johnson Foundation reports that in 1990, alcohol abuse cost the nation an estimated $99 billion. This cost includes the expense of treating substance abuse, the productivity loss caused by premature death and inability to perform usual activities, and costs related to crime, destruction of property and other losses. It also includes special conditions such as fetal alcohol syndrome. Based upon the figures in the Robert Wood Johnson report, the cost for alcohol abuse in Iowa is $1,081,749,366 or $387 per person per year.

A Challenging IDEA: Including Special Needs Students
Innovative programs are preparing mathematics and science teachers nationwide to meet new regulations that require them to accommodate students with disabilities in their classrooms.
by Joan Seidman Welsh Acute teacher shortages in science, mathematics, and special education have had school districts scrambling to fill vacancies. At the same time, the population of students with disabilities continues to grow. From 1990 to 1995, the number of students served under the Individuals with Disabilities Education Act, or IDEA ( http://www.ed.gov/offices/OSERS/IDEA In March of this year, final federal regulations for IDEA were published, and all states had to comply with them by October 1. As a result, many more students with disabilities have been moved out of self-contained special education environments into general education classrooms. This practice demands that teachers be knowledgeable not only in their subject areas, but also in strategies and methods for accommodating children with special needs.

    WASHINGTON - The Supreme Court debated Wednesday how much nursing care schools must provide to disabled students, a significant issue for special education. An Iowa school district's lawyer argued it should not have to pay for a quadriplegic boy's all-day care.
    Such continuous care should be considered medical treatment that public school districts need not provide to disabled children, Susan L. Seitz contended for the Cedar Rapids Community School District.
    "A nurse just for you? Certainly there can be a line drawn there to say that's medical" and the school shouldn't have to pay for it, she said.
    Douglas R. Oelschlaeger, a lawyer for 16-year-old Garret Frey, said schools cannot avoid providing care simply by arguing it is too expensive.
    "Not having enough nurses shouldn't be considered when you define what is or is not a medical service" that a school need not fund, Oelschlaeger argued.

    Bella Higdon sees it all the time: experienced teachers who are full of ideas on how to help special-needs children in their regular classrooms but don't know what to do for students who are intellectually gifted. ''It's like night and day,'' said Higdon, a professor of elementary and special education at Middle Tennessee State University who also conducts seminars for working teachers. ''They can't come up with ideas. … It's much more difficult to differentiate the instruction on the upper-bound than on the lower levels.'' About 60 teachers are learning to do just that during a privately funded two-week academy for teachers now being held at MTSU. The Jennings and Rebecca Jones Academy for Teachers of the Gifted — named for the Rutherford County couple who fund it — is the only statewide program of its kind, Higdon said. The teachers, who stay in MTSU dormitories, spent the first week learning the theory of gifted education, including common characteristics of gifted children and how to adapt lesson plans to challenge highly intelligent students.
