The AEAs work as educational partners with public and accredited, private schools. Agency staff members, school staff and families work together to help all children reach their potential. As intermediate agencies, AEAs offer the kinds of services that can be most efficiently and economically provided on a regional or cooperative basis among school districts. The Iowa system is widely regarded as one of the foremost regional service systems in the country. AEA programs and services fall into nine areas (below) that are defined by state AEA accreditation standards. Specific programs are outlined in each agency's Comprehensive Improvement Plan.

Statewide Directives The Iowa General Assembly formed the Child Development Coordinating Council (CDCC) in 1988 to promote child development services to young children and families at-risk. CDCC administers $4.6 million to establish quality child development programs in 57 sites, including Head Start, public schools, and nonprofit centers. Parent education and support programs have been established in 12 sites. The cross-agency council ensures the development, delivery, and promotion of high-quality, family-centered early childhood services for all of Iowa's children and families. The Iowa Day Care Advisory Committee has identified program and funding streams across agencies to enable subcommittees to make more informed policy decisions and has forged a much closer link between the agencies of education, health, and human services. Local Efforts Iowa's education standards require the board of education in each LEA to "adopt a plan for the efficient and effective use of technology in the instructional program." This plan "shall provide for the understanding and use of current technology by staff and students and shall include a procedure to review the district's utilization of technology as a teaching and learning tool." Technical assistance in the development of these plans is generally provided by the educational services and media personnel of Iowa's intermediate education agency, the AEA Area Education Agency. State Efforts At the state level, the following efforts are being made:
  • The State Board of Education's "strategic plan" includes an objective addressing "instructional technology," which declares that "the power of technology will be harnessed in Iowa schools and community colleges to help students learn."
  • The Department of Education has appointed a technology commission to develop "a clear and compelling vision for using technology to transform the education system at the building, district, area and state levels to support the teaching and learning process." This commission will conduct policy and practice analyses and provide a forum for addressing issues in technology.
