The first meeting of the Community Education Schools Committee is held in April 1972. In September of the same year a survey about community attitudes toward community education is conducted, followed by an extensive house-to-house survey the following summer. The Iowa Legislature passes the "Iowa Community Education Act." This law defines community education as the establishment of education, recreational, cultural and other community services and programs with the community school serving as the center for such activity. Cooperation among community agencies and groups is seen as essential to the process. The Community Education Schools Committee asks the Board for a commitment to the philosophy of community education.

No Child Left Behind (ESEA) On Jan. 8, 2002, President George W. Bush signed into law the revised Elementary and Secondary Education Act (ESEA), also called the No Child Left Behind Act of 2001. This law represents the most significant change in federal education policy in a generation. IASB fully supports the underlying goals of the federal law that reinforces current Iowa law and practice: Every child must achieve at a high level; professional development is imperative to raising achievement; and schools must be accountable for results in student learning. These are laudable goals that align well with the goals of Iowa school boards and the mission of IASB. Iowa school districts that have committed themselves to setting high standards for students, developing varied and meaningful assessments, and providing teachers with meaningful professional development will be well-positioned to ensure that "no child is left behind." While IASB supports the goals of the new federal law, a few issues do cause concern:

TEAMS , a bilingual career ladder program, funded by the office of Bilingual Education and Minority Language Affairs, enables successful completion of elementary teacher education for adults whose native language is other than English. This five year project delivers an undergraduate degree for bilingual adults who are currently working as para-professionals in schools or who have recently graduated from high school. Why TEAMS? Iowa schools have experienced a significant increase in the number of students learning English as a second language. Schools across the state are requesting help in meeting the needs of students, whose native language is other than English, in order to provide cost-effective instruction while sustaining the students' academic progress. Teachers report limited academic progress and poor performance on standardized tests for students whose first language is other than English, even though they have been provided instruction in English reading and writing.
