Two key issues are addressed by this plan of work: 1) risk management and 2) financial management The first issue is risk management. The 1996 farm legislation shifted additional risk from the federal government to the farmer. Thus there is a growing need and demand for risk management tools and alternatives in the agricultural sector. Simultaneously, structural changes in agriculture are driving integration of the food supply chains in the sector. New risk management alternatives, including insurance programs and contractual arrangements, have been and are being developed. These alternatives provide farmers with new tools but also complex decisions in selecting risk management tools and appropriate marketing strategies. To remain competitive in agriculture, Iowa producers must manage their risk effectively and efficiently. The second issue is financial management. Effective financial management is a key component in attaining a profitable, sustainable, and competitive agricultural sector. Agricultural producers and agribusinesses face severe multi-year financial stresses, and closely-related structural issues of a longer-term nature. Financial pressures in the agricultural sector have adverse impacts on non-farm businesses, families, and the ability of communities to provide educational, medical and other essential services. Net income differences between the high and low one-third of producers show that potential gains from improved financial management are possible.

Alternate Energy Revolving Loan Program
The basic intent of the Alternate Energy Revolving Loan Program (AERLP) is to encourage the development of alternate energy production facilities and small hydroelectric facilities within the State of Iowa. The Iowa Energy Center (IEC) was chosen to establish guidelines and administer the program. The AERLP provides low interest loans to individuals and organizations who want to build alternate energy production facilities in Iowa. The loan program is open to all individuals or organizations with the exception of utilities that are not required to be rate regulated. The energy production facility must be located in Iowa. The loans are not available for refinancing existing loans. As structured, interested parties submit a technical application to the IEC which provides specific technical, operational, and cost details about the planned alternate energy production facility. All submissions received during a given application cycle are reviewed and ranked. Those applications receiving the highest ranking are selected to receive loans, subject to the amount of funds currently available in the program. Applications must be received by June 30 and December 31 of each year. All applications received during a given cycle will be reviewed at the close of that cycle.

This office has been informed that an insurance agent licensed in Florida, is selling or attempting to sell surety bonds and other lines of insurance to contractors for Federal government contracts illegally. He is using a surety company name very similar to a Treasury approved surety company, but changing the spelling of it slightly (i.e. Amercian vs. American). Federal bond-approving officers are advised to verify the authenticity of any bond written by Amercian Contractors Indemnity Company or by American Contractors Indemnity Company by contacting Frank M. State Curriculum/Program: Money Management for Youth
Program Relevance : Many youth go from piggy banks to credit cards with little or no resource management eduction in-between. Youth need educational programs and resources to learn basic principles of resource management they will use for the remainder of their life. Program Quality : A wide variety of research-based programs are available for use by Arkansas Extension professionals in the area of resource management for youth audiences. Curriculum are available for pre-school through high school aged youth. Additional programs are designed for parents to use when teaching basic financial management principles to their children. The curricula includes a wide variety of teaching methods, which include traditional 4-H project books, as well as programs for school enrichment, day camps, pre-school, and after school programs. A Money 2000 newsletter which targets older youth also is available. County Extension Agents may adapt all of these programs for their particular county situations. Program Accomplishments : Money $ense for Kids, a five session day-camp, has been used in 12 counties and reached 204 youth. Local support and recognition was increased by including local financial institution representatives in planning and conducting these camps. Results from the day-camp evaluations indicated that:

The Child and Family Services curriculum is designed for those students who want to become employed in broadly defined community programs or in the helping services with employment opportunities in public and private agencies. Students may choose between five options within this curriculum: child programs, youth programs, family programs, adult programs, and advocacy/policy. The child services option leads to careers in community programs for infants, children and parents; child life programs; child care resource and referral; Y programs; prevention education. Career options may also be individually defined by the student. Early Childhood Education The curriculum in Early Childhood Education (ECE) is jointly administered by the Department of Human Development and Family Studies in the College of Family and Consumer Sciences and the Department of Curriculum and Instruction in the College of Education. The ECE curriculum requires a strong foundation in child and family development in addition to coursework in both preprimary and primary education curricula. Students complete a student teaching experience in both preschool and primary (kindergarten through third grade) classroom settings. Successful completion of the program enables students to seek an Iowa teaching license for prekindergarten - third grade.
