Instructional Resources and Technology Services The communication age, according to David Thornburg, is here (Betts, 1994). The prevailing evidence supporting Thornburg's assertion is the vast interest and growth of the Internet and the concurrent interest among K-12 educators in integrating this computer network into school life. Evidence of this keen interest can be found in the many Internet articles in the popular and professional literature, the rapid growth of commercial Internet vendors, and in communities developing and expanding community networks to provide citizens access to the Internet. Schools, it seems, always get mentioned when the issue of Internet arises. America Online has numerous features for teachers and students and cable and phone companies tell us, via sophisticated ads, that the future is with them. And here in Iowa we have the Iowa Communications Network, a fiber-optic communication network that hopefully will allow K-12 schools greater Internet access. Amidst this great array of potential resources are the educators of Iowa. Many of whom are exploring how they can utilize the Internet in their schools. As educators meet the challenge of providing Internet access to students and staff, a variety of questions and concerns naturally arise. Because the use of the Internet often becomes a community project, questions and concerns should be addressed by the educational communityincluding Area Education Agencies (AEAs), parents, PTAs, and the Iowa Department of Education, as well as the community at largeincluding public libraries and businesses.

  • Just 13% of Iowa elementary schools offered students the opportunity to study a foreign language in the 1998-99 school year. In the 1997-98 school year, 25% of the elementary schools in midwestern states offered foreign language study and, nationally, 31% did.
    Iowa elementary schools offering a foreign language decreased 2% from 1991 to 1999
    introductory exposure to the language
    , while more U.S. programs focus on language proficiency as a goal.
    Iowa schools are more than two times less likely to continue teaching the language/s taught in the elementary school in junior high/middle school as U.S. programs.
    The percentage of elementary schools in Iowa and the nation that teach French and German has decreased markedly and the percentage that teach the less commonly-taught languages also has decreased.
    Spanish is the language most taught in Iowa and the nation.
    No Iowa elementary school reported offering Spanish for Spanish speakers, in spite of a marked increase of Hispanics in the state, while U.S. programs reported an increase in this program type.

U.S. Department of Education, Center for International Education The National K-12 Foreign Language Resource Center was established at Iowa State University with a grant from the U.S. Department of Education in 1994. One of nine National Language Resource Centers, this Center is unique in its commitment to the improvement of foreign language education in grades kindergarten through twelve (K-12) through professional development of K-12 foreign language teachers. The Center is a collaborative effort between Iowa State University, the Center for Applied Linguistics, and various foreign language educators around the country. The Center provides professional support to foreign language educators through on-going research projects, occasional papers, and national summer institutes with long-term follow-up. The University of Northern Iowa (in conjunction with Iowa State University and the University of Iowa in some years) has been conducting annual public surveys for the Iowa Department of Management (IDOM) since 1995. Until this year, the primary sponsor was the Council for Human Investment (CHI), a citizen/legislator group facilitated by DOM, but this year the sponsor is the Department of Management itself since the CHI was not authorized to continue by the 2000 General Assembly.
In addition to the K-12 schools focus, the 2000 Survey assessed public awareness and ratings of characteristics of the executive branch of state government. The 2000 Survey adds a data point to the tracking of these issues which began in 1997.

    Drake University DES MOINES, IowaMany schools nationwide have been complaining of a shortage of teachers for their schools. Some communities are so desperate for good teachers they have started to look overseas to recruit teachers. Iowa faces the problem, too, but is trying hard to solve the situation. Brenda Easter, director of special programs for the Iowa College Student Aid Comission, said the shortage is a result of the significant number of teachers nearing retirement age. "In the next five years, most of the 'baby boom' generation will be getting ready to go on retirement," Easter said. "So until we have enough teachers to replace them when they leave, there will be a tremendous shortage of teachers in the schools." Easter said to combat the situation, the Iowa Department of Education came up with a teacher forgivable loan plan. She said, "This loan is targeted specifically for Iowa residents who are presently in eligible Iowa colleges/universities, and they must be able to teach in an Iowa shortage area." This loan was intended to ensure there will be teachers in Iowa schools in the areas that need them the most. The shortage areas in Iowa consist of nine areas under special education, such as K-12 behavior disorders, K-12 mental disabilities and K-6 learning disabilities. It also consists of 11 areas under regular education, such as K-12 counselor, 7-12 health and K-12 principal. Students who are eligible and participate in this program can have 100 percent of their loan forgiven provided they teach in one of the shortage areas for five years. For each year of the five-year service obligation fulfilled, 20 percent of the forgivable loan is deducted.
