Reform of the Criminal Code , Cruelty to Animals Sections Reform of the Criminal Code of Canada , Cruelty to Animals Sections
The Cruelty to Animals sections (444-447) of the Criminal Code of Canada were originally written in 1892. Amendments since then have been minor. The Canadian Federation of Humane Societies first sought reform of the Criminal Code in 1983, when it submitted a brief to the Honourable Mark MacGuigan, then Minister of Justice. Ten years later CFHS submitted a 65-page brief to Justice Minister Pierre Blais and began discussions with Departmental officials. Early after her appointment as Justice Minister in 1997, Anne McLellan announced her support for reform of the cruelty to animals sections of the Criminal Code , saying, "I cannot understand the mentality of an individual who would take advantage of another living being or thing that cannot defend itself." ( Ottawa Citizen , December 1, 1997) In September 1998 the Department of Justice issued a public consultation paper, Crimes Against Animals, which examined key issues in the

This chapter outlines some criminal law issues and focuses on misdemeanors, for which punishments are relatively less severe than for felonies. Felonies are covered in the Chapter, along with white collar crimes, the rights of persons accused of crimes, and the rights of crime victims. This chapter also discusses driving-while-intoxicated violations. Domestic abuse is covered in the Family Law Chapter. Criminal procedure is covered in the Process of a Lawsuit Chapter, and private causes of action that result from criminal conduct are covered in the Personal Injury Law Chapters.
    Criminal Codes
Criminal law defines conduct that is prohibited by the government and the range of penalties that can be imposed for violating these prohibitions. Persons who violate criminal laws incur penalties ranging from fines to imprisonment or, in some states such as Texas, execution. Punishment for committing a misdemeanor may include jail time and/or a fine. Punishment for an infraction does not include jail time. The law also allows authorities to seize property connected with the commission of a crime. For example, a person charged with violating laws connected with controlled substances must forfeit the substances as well as the raw materials used to make the drugs, vehicles and property used to further the crime, and any money or other proceeds from the sale of the controlled substances.

In addition to the overall program objectives, there is particular emphasis in the first year on developing analytical skills (for example, in the reading and understanding of judicial opinions), a sense of the role of legal institutions in our society, and essential writing skills.
Each course in the first-year curriculum shares these goals in addition to conveying substantive knowledge about a particular area of the law. The writing program is described in greater detail below.
One of the distinctive benefits of legal education at The University of Iowa is the first-year "small-section" program which integrates training in basic lawyering skills into substantive courses taught by regular, full-time faculty. The program's purposes include giving careful attention to development of each student's skills in legal analysis, argument, research, and writing. The small section guidelines are found in section II. B., intra
In the fall semester (or summer for May entrants), the entering class is divided into sections of approximately 30 students. In the spring (or fall for May entrants), each section contains approximately 20 students. The subject matter of the small-section courses varies from year to year, but has included virtually every course in the first-year curriculum.

June 1, 1998 Santiago, Chile - Under one of the most restrictive abortion laws in the world, Chilean women are being prosecuted for obtaining or inducing their own abortions, according to a report released today by the Center for Reproductive Law and Policy in New York and the Open Forum on Reproductive Health and Rights in Santiago. The report, Despite the fact that undergoing or performing an abortion is illegal, the per capita number of abortions in Chile remains one of the highest in Latin America. Despite the fact that undergoing or performing an abortion is illegal, the per capita number of abortions in Chile remains one of the highest in Latin America. During the mid-1980s and early 90s, 57% of women who had abortions and whose cases were reviewed for this report spent time in prison, the study concludes. Thirty-six percent of those imprisoned were held for more than two weeks.
The Center for Reproductive Rights and the Open Forum on Reproductive Health and Rights assert that the restrictive abortion law violates women's reproductive rights, including their right to health, their right to liberty and security, as well as potentially their right to life. Sixty percent of women in this study who were accused of obtaining abortions had no defense counsel at all, in violation of the right of a criminal defendant to be afforded an attorney.
