The Great Seal of the State of Iowa
The Great Seal of Iowa pictures a citizen soldier standing in a wheat field surrounded by farming and industrial tools, with the Mississippi River in the background. An eagle overhead bears the state motto.
State Flower: Wild Rose
The 26th Iowa General Assembly designated the wild rose as the official state flower in 1897. It was chosen for the honor because it was one of the decorations used on the silver service which the state presented to the battleship USS Iowa that same year. Although no particular species of the flower was designated by the General Assembly, the wild prairie rose (rosa pratincola) is most often cited as the official flower. Wild roses are found throughout the state and bloom from June through late summer. The flower, in varying shades of pink, is set off by many yellow stamens in the center.
State Bird: Eastern Goldfinch
The Iowa General Assembly designated the eastern goldfinch, also known as the American goldfinch and the wild canary, as the official state bird in 1933. It was chosen as the state bird because it is commonly found in Iowa and often stays through the winter. Seeds from dandelions, sunflowers, ragweed and evening primrose are the main source of food for the eastern goldfinch (carduelis tristis). In late July or early August, goldfinches build their nests from plant materials and line them with thistledown. The pale blue-white eggs of the eastern goldfinch hatch after two weeks and then, following two to three more weeks, the young birds leave the nest. The top of a male's head is topped with black and their bright yellow body also has black wings and tail. The female has a dull olive-yellow body with a brown tail and wings. The male goldfinch acquires the same dull plumage in the winter months.

To meet the needs of individuals, businesses, organizations and communities, Iowa Valley Continuing Education offers classes, workshops and seminars throughout the four-county area. Many programs and services fall into the categories of health careers, general interest, fitness and recreation, computers, professional development and/or relicensure, college preparatory, and home and family. Business and industrial training and retraining programs are offered in Marshalltown and Iowa Falls, or on-site for businesses needing employee training. Quality management and computer training are timely and popular areas, as are workplace literacy and technology. Relicensure/recertification programs are taught for realtors, insurance salespersons, child care providers, food service and law enforcement personnel, cosmetologists, health professionals, and funeral directors. Career Development Programs, for adults with disabilities, are also under the auspices of IVCE. ECC and MCC students are invited to become lifelong learners via Iowa Valley Continuing Education, which provides a variety of opportunities through non-credit courses, seminars, workshops and other community education and community service activities. Beef Teaching Center
A Welcome from the Herdsman, The Beef Teaching Center continues to strive for excellence in cattle production and hands-on teaching. The center is directed by Dr. Gene Rouse and Marshall Ruble, Herdsman. The herd has both spring and fall calving programs. An additional farm located north of Algona managed by Mike Hansen propogates more calves under the same genetic scheme with environmental differences used as an additional teaching tool. Purebred calves are born in the spring primarily March and April. Angus and Simmental breeds comprise the purebred herds. Last January an Angus pen of three yearling bulls from the center was shown in Denver CO. at the National Western Stock Show. This was a first for ISU! The bulls placed third in their class, but more importantly were well accepted by the western ranchers. Two of the bulls now reside in Holyoke CO. At our 2000 Iowa Beef Expo both Simmental and Angus cattle were sold and shown. Our Zinger sired red Simmental bull was sold to Alberta, Canada and our Destiny sired heifer was the second high selling open heifer. Our Angus entry was a division winner in the show and was the fourth high selling female. The purebred herds allow us to have a student managed production sale every other year. The next one is scheduled for January 2001. We also have an annual private treaty bull sale each spring. The surplus spring calves and fall born crossbred calves are fed retained ownership at the Ames unit. The cattle are used in 9 undergraduate classes, judging contests, ICA events and competitions, ultrasound training and certification, artificial insemination schools, and other beef promotion and educational training.

As modern technology shrinks our world, learning to communicate effectively in another language and within another culture becomes essential to developing international understanding and cooperation. Foreign language study goes far in strengthening the links of the global community. For this reason, the Department of Foreign Languages and Literatures strives to offer students the opportunity to master a foreign language within the context of its unique culture.
Undergraduate students may earn a bachelor of arts degree in French, German, Russian Studies, and Spanish. Minors are available in each of these languages as well as in Chinese Studies, Classical Studies, Latin, and Portuguese. Elementary and intermediate language instruction is offered in Italian, Classical Greek and via distance learning in Czech, Polish, and Serbo-Croatian. A major in Classical Studies or Latin is also available through the Interdisciplinary Studies Program. Graduate minors are available in French, German, Latin, Russian Studies, and Spanish, and they provide an opportunity for graduate students to receive language training that will complement work in their major course of study.

PARADIGM SHIFT: INTERPRETING NATIONAL TRENDS AT THE STATE LEVEL
This fundamentally different way of thinking involves a shift from seeking the causes and solutions to learning and emotional/behavioral problems in inferred internal states of the individual, to an examination of behavioral discrepancies from typical or expected patterns of behavior (problem definition). These discrepancies are resolved through changes in the social and instructional environment, based on the application of principles of instructional design and behavior change. Problems involve a mismatch between current behaviors and expectations. Problem solutions entail a redirection toward improved academic competencies and heightened social/behavioral performance. In Iowa, we have sought to implement this model of service delivery at the state level.

Alternative High Schools At Risk
Iowa's alternative high schools are on the verge of closure or radical downsizing. How did this happen and what can we do about it? Part One: Drawing down state dollars to expand alternative schools
In recent years, school districts have been working with community colleges to develop alternative high school programs. Schools received additional state funds-"supplementary weighting" for these students because of the state's interest in encouraging sharing and subsidizing transportation costs. One-third of Iowa's school districts annually received a $6.2 million in state aid to serve more than 3,000 alternative high school students using this funding source. Part Two: Total cut-off in state aid threatened
A total cutoff in state funding for alternative high schools was threatened when an attorney general's opinion found that "supplementary weighting" did not apply to school district agreements with community colleges. School districts asked the legislature to support their successful work with alternative high schools. During the 1999 session, House and Senate Democrats supported a funding phase in that would spread state support to all schools while cushioning the loss of state funds to those districts which had been benefiting from "supplementary
