Teacher Education Courses and Programs
All students who are recommended by Iowa State University for teacher licensure must meet the requirements of the teacher education program and be recommended by the College of Education. An undergraduate seeking a bachelor's degree must be enrolled in the department in which he or she plans to major and must meet the graduation requirements of that department and the college in which it is located. Students already holding a bachelor's degree should consult with the coordinator of the area in which they plan to specialize so that an individualized program of study can be developed. In addition to the teaching specialty program listed below, minors are offered in educational computing, athletic coaching and health studies

Plan. The goal was to insure a common baseline of equipment in all schools, including multi-media networked computers at all classroom teaching stations, computer labs, school media centers, and administrative offices. All computers feature Internet access, e-mail, and Microsoft Office tools. The successful completion of this multi-year plan was made possible with funds from the state and a local voter-approved Instructional Support Levy. Other 2000-01 technology achievements include:
  • Upgraded to Windows 2000 operating system. Increased the capacity of the district's WAN (Wide Area Network). Served over 1,400 staff members in 225 technology training classes.

  • Online purchasing for schools and office supplies was extended throughout the district for true just-in-time delivery. Schools benefit from faster deliveries, broader selection, and better pricing. Special Services changed the system for identifying students who receive special education services. The old system labeled students according to their specific disability while the new system is label-free at the mild and moderate disability levels and simply identifies students as "entitled." Curriculum facilitators in math, science, language arts, and social studies continued to work with teachers, emphasizing "best practices" and the use of content standards in instruction and testing.

No shortcuts to good teaching The Iowa Legislature has approved a controversial "alternative licensure" bill which would allow virtually anyone to become a teacher after taking only a few extra courses and bypassing the all-important student teaching experience. That, says ISEA President Jolene Franken, is the wrong way to go. "Research shows that the quality of teachers has the single biggest impact on how well students achieve." In fact, a recent study, "Does Teacher Certification Matter? Evaluating the Evidence", concluded that persons who complete a full teacher education program and who are fully licensed/certificated have a greater impact on student achievement than those who become teachers through alternative routes. "If the state of Iowa is truly concerned about improving student achievement and ensuring quality education for Iowa's students, then you must work to attract and keep the best teachers," she explained. "It takes more than content knowledge and a couple of college courses to be a teacher. Great teachers must also have a firm grasp of teaching techniques and an understanding of learning styles and that can only be mastered over time and only after much practice and reflection." While a number of states offer some form of an alternate route for achieving teacher certification/licensure, most are contingent on the individual completing an approved program.

    Alternative Approaches to Training Teachers
    Looking at teacher supply and demand numbers without considering quality is dangerous. One obvious negative impact of teacher shortages is unfilled teaching positions. But perhaps a more hidden negative impact is the positions that are filled with ineffective teachers. Although the states involved in this project did not identify quality of teacher preparation as a high priority for research, they did say more information was needed across the region about alternative routes to preparation.

    Iowa Teacher of the Year
    Shares Expertise with BVU Gail Wortmann, general physical science instructor at the Buena Vista University Ottumwa Center and anatomy and physiology teacher at Ottumwa High School, was recently chosen as the 2000-2001 Iowa State Education Association's Iowa Teacher of the Year. Wortmann, who received this top educational honor for her work in the K-12 educational system, has been an instructor at the BVU Ottumwa Center since 1984, and credits her contact with the BVU Center as one of the reasons for her professional growth during the past seventeen years. "I have always enjoyed several science disciplines," says Wortmann, "but I only teach in the life sciences area at OHS. The BVU classes allow me to keep current in the physical and earth sciences. That was immensely helpful when I took the Assessment Center tests for my National Board Certification two years ago." Throughout her 27 years of teaching, Wortmann has won several professional honors. She earned National Board Certification last year, won the Presidential Award for Excellence in Science and Mathematics in 1997, and from 300 applicants nationwide was selected as a "pioneer mentor" to other teachers across the country in using technology in the classroom. Wortmann is the second Center instructor in the past three years to earn Iowa Teacher of the Year. Jan Mitchell, a communications instructor at the Marshalltown Center, was chosen as the Iowa Department of Education's Teacher of the Year in 1997 and recently received the Distinguished Service Award from the Iowa Council of Teachers of English and Language Arts.

    TEXT: Teacher certification is the education system's process for assuring that public school teachers possess minimum qualifications. Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements. Some states have developed their own standards for the approval of individual teacher preparation programs; however, the most commonly used standards are those which have been developed by the National Association of State Directors of Teacher Education and Certification (NASDTEC) and have been in the process of almost constant revision for the past 35 years.

    Baron, Barbara The concept of teacher testing has gained wide acceptance, as reflected in its extension to 48 states. All but Alaska and Iowa are in the process of, or have already implemented some form of mandatory teacher testing, as of April 1987 (Rudner, 1987). The limitations of state procedures, i.e., different standards, approaches and requirements (McCaleb, 1987), combined with significant improvement in evaluation techniques have led to the call for a system of national assessment. The Carnegie Forum on Education and the Economy, convened for the purpose of improving education and teaching, responded to the need for national criteria by launching the National Board for Professional Teaching Standards in 1987. Changes initiated by the Board are expected to transform teaching (albeit gradually) from an undervalued, underpaid profession to one enjoying higher standards, better salaries, and prestige. Teacher education, in the process, would be enhanced as pedagogical institutions consider, and respond to the requirements of a national criterion. WHAT WILL NATIONAL CERTIFICATION MEAN?

    • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
    • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.

Young Intermediate, is among four finalists who will be honored along with the 2001 Iowa Teacher of the Year by Governor Tom Vilsack on Monday, March 19. Margaret Van Fossen, Bilingual Teacher at Williams Intermediate, also was nominated for the Iowa Teacher of the Year Award. These two Davenport district teachers will be honored with 2001 Iowa Teacher of the Year Gail Wortmann of Ottumwa High School, the three other finalists for the state teacher award, and other nominees from across Iowa. The other finalists besides Huffaker Hall are Ernest Schiller of Donnellson, Hector Ibarra of West Branch, and Margaret Sadgepour Kramer of North Cedar. Last year, Huffaker Hall also achieved National Board Certification, the teaching profession’s highest standard, from the National Board for Professional Teaching Standards. National Board Certification is achieved by teachers who choose to go through a rigorous process in which they are assessed on: their knowledge of subject matter, their ability to effectively teach their subjects to students, and their ability to manage and measure student learning.
