Education and Training Services
As a Division of the Iowa department of Education, Iowa DVRS continues to serve students with disabilities at all levels of secondary and post secondary education, partnering with education professionals throughout Iowa. Transition from High School for Students with Disabilities Experience has shown that approximately 30% of our client referrals for vocational rehabilitation services are from secondary schools in Iowa. Therefore, counselors are assigned to every public and private high school in the state to ensure awareness of our services and to ensure our readiness to provide services to potential clients. DVRS encourages parents and educators to refer students for services. DVRS works with the Department of Education, school districts, area education agencies and community colleges in establishing programs for students with disabilities transitioning from high school to post secondary education or to work.

Transition Alliance Program (TAP) In 1998, DVRS launched the Iowa Transition Alliance Program, a joint effort of Iowa high schools/area education agencies, community colleges and Iowa DVRS. The program is designed to meet the needs of at-risk students with disabilities, who neither plan to go on to post-secondary education or who do not need extensive long-term support services such as supported employment.

Community Colleges
Ted Stilwell, director; Iowa State Department of Education, Grimes State Office Building, Des Moines 50319; 515/281-5294 The Iowa 61st General Assembly in 1965 approved legislation permitting the development of a statewide system of postsecondary educational institutions, identified as merged area schools, operated under the direction of the State Board of Education. The boards of education of county school systems were authorized to plan for the merger of county school systems, or parts thereof, to develop a merged area. Each merged area was required to have a minimum of 4,000 public and private pupils in grades nine through twelve. The merged areas were authorized to develop area schools as either area colleges or area vocational schools. The legislation permitting the development of the two-year colleges provided a procedure whereby the public junior colleges operated by local public school districts could be integrated into the community colleges. There were 16 public junior colleges operating in Iowa at the time the community colleges were organized. The first public junior college in Iowa, Mason City Junior College, was organized in 1918. All 16 public junior colleges merged with these new institutions. The Department of Education was to direct the operations of the development of merged area schools as either community colleges or area vocational schools (Chapter 280A of the Code of Iowa ). A number of these merged area schools were formed from or later combined with existing public junior colleges. Merged area schools were also referred to as "area vocational or technical schools"" or "community colleges," depending on their primary mission.

The mission of the Iowa Braille and Sight Saving School (IBSSS) is to provide direct educational services to children and youth with visual impairments in the state of Iowa as well as to serve a leadership and resource role in statewide efforts to meet the needs of all children with visual impairments in the state. This role is carried out through cooperative efforts with all appropriate state agencies, area education agencies, and local education agencies. It is recognized that the mission of the Iowa Braille and Sight Saving School is a part of the continuum of services in the state delivery system. Consistent with all appropriate sections of the Code of Iowa and the policies of the Board of Regents of the state of Iowa, the educational mission of the Iowa Braille and Sight Saving School is to provide an appropriate individual education program for children and youth with visual impairments who require the comprehensive programs provided by the school, whether enrolled as residential students or as part of the outreach program of the school. The educational programs of the Iowa Braille and Sight Saving School will be consistent with the Philosophy, reflected in federal and state legislation, that disabled and nondisabled children and youth be educated together to the greatest extent possible. IBSSS assumes responsibility for providing an education for the visually impaired, including those with additional challenges, for whom the comprehensive educational programs of the school are most appropriate. The programs at the school are consistent with the philosophy of a continuum of services to disabled children and youth as mandated by federal and state law.

The provisions of sections 714.17 to 714.22 shall not apply to trade or vocational schools if they meet either of the following conditions: File a bond or a bond is filed on their behalf by a parent corporation with the director of the department of education as required by section 714.18. File an annual sworn statement, or such statement is filed on their behalf by a parent corporation, certified by a certified public accountant, showing all assets and liabilities of the trade or vocational school and the assets of any parent corporation. The statement shall show the trade or vocational school's net worth, or the net worth of the parent corporation, to be not less than five times the amount of the bond required by section 714.18. If a parent corporation files the statement or its net worth is included in the statement to comply with this subsection, the parent corporation shall appoint a registered agent and otherwise is subject to section 714.18, subsection 2 and is liable for the breach of any contract or agreement with students as well as liable for any fraud in connection with the contract or agreement or for any violation of section 714.16 by the trade or vocational school or any of its agents or salespersons.

To establish a civil rights commission to eliminate unfair and discriminatory practices in public accommodations, employment, apprenticeship programs, on-the-job training programs, and vocational schools and to permit the study of discrimination in housing.
The Iowa Civil Rights Act of 1965 was enacted by the Sixty-First General Assembly. It became effective on May 6, 1965, after approval by the Secretary of State on April 29, 1965.
The Act provides for the proscription of unfair or discriminatory practices in three areas: (1) employment, (2) public accommodations and (3) intimidation and discriminatory aid. The basic structure of the Act is such that all complaints are first sought to be settled by methods of conciliation, education and persuasion. If these methods fail to gain compliance with the law in a case where probable cause has been found to exist, then the matter can be brought to public hearing by the Commission. Subpoena powers are available to the Commission for the public hearings. Also, based upon Commission findings at the hearings, orders may be issued by the Commission to assure compliance. These orders may be backed up by orders of the Iowa courts.

216.3 Commission appointed. The Iowa state civil rights commission shall consist of seven members appointed by the governor subject to confirmation by the senate. Appointments shall be made to provide geographical area representation insofar as practicable. No more than four members of the commission shall belong to the same political party. Members appointed to the commission shall serve for four-year staggered terms beginning and ending as provided by section 69.19. Vacancies on the commission shall be filled by the governor by appointment for the unexpired part of the term of the vacancy. Any commissioner may be removed from office by the governor for cause. The governor subject to confirmation by the senate shall appoint a director who shall serve as the executive officer of the commission.
Confirmation, 216.4 Compensation and expenses-rules. Commissioners shall be paid a per diem as specified in section 7E.6 and shall be reimbursed for actual and necessary expenses incurred while on official commission business. All per diem and expense moneys paid to commissioners shall be paid from funds appropriated to the commission. The commission shall adopt, amend or rescind rules as necessary for the conduct of its meetings. A quorum shall consist of four commissioners.

There has never been a period in Jerda Garey's life when she wasn't learning, challenging herself, or giving a caring boost to someone to pursue their dreams through education. Driven early in life by a desire to bolster the fortunes - both human and economic of her rural, ranching area of McCook, Neb., Garey has made a career out of building programs teaching technical and vocational skills to anyone willing to consume the knowledge she has to share.
While co-managing the family's farm/ranch, Garey worked to complete her master's degree, helped create a nursery school based a community need, and training high school students the life skills embodied in the curriculums of family and consumer sciences. Upon earning her master's, she joined McCook Community College and spent the next 20 years developing a program in family and consumer sciences, eventually also serving as division chair for vocational education at the college to dean of the community services (establishing the community education programs of the college).
She even became involved in a pilot program called Nebraska Community Builders Academy that sought ways to bring better paying job opportunities to her rural area. She also served stints as local Chamber of Commerce president, president of the Kiwanis Club, and volunteer worker for several political and civic organizations.

Iowa has received a special U.S. Department of Education Star Schools grant that includes additional funding for Iowa schools with connections to the Iowa Communications Network (ICN). The overall goals of the grant are to utilize technology and telecommunications to improve instruction in content areas such as mathematics, science, foreign languages, literacy skills and vocational education. In particular, funds from this grant are designed to support use of Star Schools sponsored programs and activities such as interactive video experiences and computer-based software. These grants are NOT competitive. Each Iowa public school district and nonpublic school which is currently connected to the ICN or plans to be connected during the ICN Part III build-out process is eligible to receive funds.   • Title I grants, the largest federal education activity for pre-K through grade 12, helps districts close the achievement gap between high- and low-poverty schools by targeting resources based on the number of children in poverty.
