the Occupied Territories Human Rights in Palestine
Human Rights abuses are rampant in Israel. Until recently, torture was legal and the security forces routinely tortured political detainees, most of whom were never charged with any crimes. Methods include violent shaking of detainees, restraining in very painful conditions, sensory deprivation, sounding of loud music for prolonged periods and others. Several prisoners have died as a consequence of torture. It's hoped that a recent Supreme Court decision outlawing this practice, however, will finally put an end to this widely condemned practice. Israeli forces continue to arbitrarily detained hundreds of Palestinians on "security" grounds. Hundreds are put under administrative detention, without being charged or sentenced, in violation of internationally protected due process rights. Some are kept in prison for years without ever being charged. Hundreds more are sent to prison for political reasons following trials that do not comply with international due process standards. Often the main evidence against prisoners are confessions extracted through torture. Detainees are regularly denied visits from their lawyers or family members. Dozens of Lebanese are also being held in administrative detention in Israeli-controlled Southern Lebanon. This includes men, women and children. Some have been in prison for over ten years without charges. The Israeli Supreme Court

Volunteering Description:
As a part of the HRA's United Nations/International Advocacy Program, the EU Advocacy project's objective is to raise awareness within the European community with regards to the discrimination faced by the Palestinian Arab minority in Israel since the foundation of the State of Israel. The project was launched in March 2000, coinciding with the entering into force of the EU-Israeli Association Agreement. This document, signed in 1995 in the context of the partnership between the European Union and Mediterranean countries, has notably broadened the relationship between the EU and Israel in both political and economic terms. However, its essential Article 2 states: "Relations between the Parties, as well as the provisions of the Agreement itself, shall be based on respect for human rights and democratic principles, which guides their internal and international policy and constitutes an essential element of this Agreement". The core aim of the EU Advocacy Project is to provide first hand information about the different forms of discrimination faced by the Palestinian Arab minority in Israel, through the establishment of contacts with various organisations and institutions, among them EU bodies in Brussels, universities, NGOs both in Europe and in Israel, EU representatives and diplomats based in Israel and the local and international media. For these purposes, the staff of the EU Advocacy Project frequently visit the EU bodies in Brussels, organise and attend seminars and conferences on related topics, and strengthen existing links with Arab communities in Europe. Why are rights an issue?
Palestinians are the largest single refugee group in the world. This section looks at how, over fifty years, Palestinians have been denied the rights given to other refugee populations. This, along with the continued occupation of the West Bank and Gaza by Israel, has contributed to the growing frustrations of Palestinians and to the second Intifada. In 1949 the United Nations Relief and Works Agency (UNRWA) was created to carry out relief programmes for Palestinian refugees. Unlike the UNPCC, UNRWA was not empowered to guarantee the safety, security or legal and human rights of the refugees. However, since Palestinian refugees had a UN agency exclusively devoted to their relief, they were not covered by the 1951 Convention on Refugees. This loophole means that Palestinians have been denied the access to the protection that is offered to other refugee groups.

Human Rights Watch has long defended the right of refugees and exiles to return to their homes. We have upheld this right both when international borders were settled - Guatemala, El Salvador, Honduras, Malawi, Burma, Mauritania - and when they were in dispute - Bosnia, Croatia, Kosovo, East Timor, Ethiopia/Eritrea. Human Rights Watch similarly urges that this right be recognized for all displaced people in the Middle East, regardless of religion or nationality. In the case of the Middle East peace agreement currently being negotiated, the agreement should recognize this right for Palestinian refugees and exiles from territory located in what is now Israel or in what is likely to be a future state of Palestine. Recognition should accord with the following principles: The right is held not only by those who fled a territory initially but also by their descendants, so long as they have maintained appropriate links with the relevant territory. The right persists even when sovereignty over the territory is contested or has changed hands. If a former home no longer exists or is occupied by an innocent third party, return should be permitted to the vicinity of the former home. As in the case of all displaced people, those unable to return to a former home because it is occupied or has been destroyed, or those who have lost property, are entitled to compensation. However, compensation is not a substitute for the

[April 4, 2002] Unarmed Palestinian and Israeli children, women, and men are dying in great numbers. Violations of medical neutrality are occurring on almost a daily basis. The killing and targeting of unarmed civilians are atrocities and violations of human rights whether committed in war, occupation, or peace. This intensifying crisis requires that physicians and other health professionals of integrity in the region and throughout the world join to defend and uphold health and human rights in Israel, Gaza and the West Bank. The Israeli, Palestinian, and international medical communities should demand that the Israeli Defense Forces cease shelling and firing upon non-combatants, denying them access to food, water and essential supplies and assaulting medical facilities, personnel and transport all protected under international humanitarian law. They should proclaim loudly that suicide bombings against Israeli civilians come to an end. They should make demands of the international community to take affirmative steps toward protecting the rights of Palestinians within their own state and of Israelis to live within secure borders.

The Presidential Election in Zimbabwe will take place on 8 and 9th March 2002. During election campaigns over the last two years, violations of human and democratic rights have been well documented. Furthermore, attacks on the judiciary, the media and civil society have been consistently recorded over the last two years. The international community has, throughout this time, tried to keep a dialogue open, and to influence positive changes in the policy of the government of Zimbabwe, to enable its citizens to elect the president of their choice, in an environment that is free and fair. Despite repeated assurances and pledges, including the signing of the Abuja Accord, the Zimbabwean government shows no convincing indication of complying with the basic human and democratic rights needed for a free and fair election. On the contrary, a new Public Order and Security Bill will undermine basic civil rights such as the rights to freedom of association, expression and speech, eg: making criticism of the president an imprisonable criminal offence.
