Supreme Court Issues Historic Judgment Affirming Collective Rights of Palestinian Minority in Israel Adalah News Update 26 July 2002 Yesterday, the Supreme Court issued a historic 92-page decision on a petition filed in June 1999 by Adalah and the Association for Civil Rights in Israel (ACRI), against the mixed Arab-Jewish cities of Tel Aviv-Jaffa, Ramle, Lod, Akka, and Natserat Illit. The petition demanded that these municipalities add Arabic to all traffic, warning and other informational signs in their jurisdictions. In the petition, Adalah Staff Attorney Jamil Dakwar and ACRI Staff Attorneys Yousuf Jabareen and Auni Bana argued that Arabic is an official language of the State and that as such, according to the right to equality, the mixed cities must include Arabic on public signs. In support of their arguments, the petitioners also cited the right to dignity, protected by the Israeli Basic Law: Human Dignity and Liberty; and the right of Palestinian citizens of Israel, as a national minority, to preserve their culture, based on Article 27 of the International Covenant on Civil and Political Rights. The Attorney General, who joined the case as a respondent, argued that although Arabic is the second official language of the State, Hebrew is the primary, leading language. As such, the Attorney General claimed, no obligation should be placed on the cities to use Arabic on public signs; rather, the use of Arabic should be left to the discretion of each city. Report on International Religious Freedom Israel Section I. Freedom of Religion Israel has no constitution; however, the law provides for freedom of worship, and the Government generally respects this right in practice. The Government recognizes 5 religions, including 10 Christian groups. Each religion recognized by the Government has its own religious court system, which has considerable authority over issues of personal status. Government recognition is limited to religions present in the country before 1948. Approximately 80 percent of citizens are Jewish (with a significant secular majority), while approximately 16 percent are Muslims, 2 percent are Christians, and 1.5 percent are Druze. The non-Jewish population is concentrated in the north, east-central, and southern parts of the country. The population includes small but growing numbers of adherents of nonrecognized evangelical Christian groups and members of other faiths, such as Jehovah's Witnesses. The overwhelming majority of non-Jewish citizens are Arabs and they are subject to various forms of discrimination. It is not clear that whatever discrepancies exist in the treatment of various communities in Israeli society are based on religion per se. Israeli Arabs and other non-Jewish Israelis are, in fact, free to practice their religions. The Government does not provide Israeli Arabs, who constitute 20 percent of the population, with the same quality of education, housing, employment opportunities, and social services as Jews. In addition, government spending and financial support are proportionally far lower in predominantly non-Jewish areas than in Jewish areas. We have never known who the author was. It was used with permission from a site no longer in existence. ) There seems to be little doubt that the peace process is coming to a dead end. Oslo proved to be no choice to the Israelis. Israel is not willing to give up any real concession. The government of Israel is very clear on its position concerning the independent Palestinian state. The answer that Palestinians get from the Israeli governments and the majority of the Israeli is a definite "no for a Palestinian state." At the same time, it does not appear that Palestinians will reconcile and live in ghettos surrounded by Jewish settlements. Autonomy does not provide groups with real independence and the pride derived from that independence as a sovereign country. Autonomy will hinder Palestinians from attaining the civil rights and dignity. So, it will not work in the future. Israelis realise this fact. My proposal is not unique indeed. It was originally presented by a group of Palestinian and Israeli people back in 1987, few months prior to the Intifada. The Palestinian street reaction was very angry. The Israeli government gave no comments on the proposal. But since I came to the United States, I have seen more and more Palestinians and Israelis who are willing to accept the proposal as a solution to the Arab Israeli conflict.

Organizers with the A.N.S.W.E.R. Coalition, which called the rally, said today's action launched a national campaign, the high point of which will be the convergence at the White House of thousands on Saturday, April 20. Other demonstrations in the region included Patterson and Jersey City, New Jersey, in front of the Israeli Mission to the UN and in Brooklyn, New York. Thousands marched through midtown Manhattan from Times Square to the Israeli consulate. Friday's Times Square rally - endorsed by a wide spectrum of organizations, including Arab and Muslim groups, anti-globalization activists, students, and civil rights organizations (see below for endorsers) - ends a week of massive pro-Palestinian demonstrations throughout the Middle East, that have been joined in by rallies across the U.S., which have been organized by a variety of groups and coalitions, including in Los Angeles, Boston, San Francisco, Philadelphia, Washington DC (one initiated by the American Arab Anti-Discrimination Committee and another by Black Voices for Peace), and many more.
