Background Resource: The Israeli-Palestinian Conflict
By Yifat Susskind, Associate Director
1948: The Origins of the Israeli-Palestinian Conflict
  • As in Ireland, India and Cyprus, British colonial "divide and rule" tactics culminated in November 1947 in the partition of Palestine into two newly independent states one Palestinian Arab and one Jewish. UN Resolution 181 allotted Jews, who were less than one-third of the population and owned only 8% of the land, 56% of the territory of Palestine. Palestinians saw the partition plan as a grave injustice, especially since most Jews in Palestine were recent arrivals. Fighting broke out between Jewish forces and local Palestinian militias. In May 1948, the British evacuated Palestine, and Israel declared independence. Several adjacent Arab countries declared war against the new state. During the war, Israeli forces destroyed over 500 Palestinian villages and captured 78% of historic Palestine.

E-mail: israelpalestine@afsc.org 29 March 2002 URGENT CALL TO WORLD CIVIL SOCIETY:
BREAK THE CONSPIRACY OF SILENCE, ACT BEFORE IT IS TOO LATE We, the undersigned, believe that a full-scale Israeli offensive throughout the Occupied Palestinian Territories (OPT) is imminent and that such an unprecedented attack demands from global civil society an unprecedented response. For this reason, we urge global civil society - including human rights organisations, solidarity groups, and individuals - to take immediate direct action to stop Israel's all-out war against the Palestinian people and its 35-year belligerent military occupation of the Gaza strip and West Bank, including east Jerusalem. Today, Israeli occupying forces invaded the compound of PNA President Yasser Arafat in Ramallah as part of a systematic and longstanding campaign to undermine, humiliate, and destroy the Palestinian political leadership. Israeli troops have also seized complete control of Ramallah and imposed a total curfew. At the same time, Israeli officials have begun a massive military build-up, including the mobilization of 10,000 army reservists, in preparation for an openly declared war throughout the OPT that promises to be widespread, prolonged, and bloody.

Israeli-Palestinian-International Civil Society Partnership A meeting organized at the Foreign and Commonwealth office, March 22-24 2002 Main Conclusions A Civil Society Partnership The participants (hereafter known as the London group) want to contribute to building an Israel-Palestine civil society movement or partnership. This movement will include the different communities in the region and abroad: Palestinians in Israel, Palestine and elsewhere; Jewish communities in different parts of the world; and people of all sorts who want to be part of the movement. The goal of the movement is to end the violence and to build trust among individuals and communities in the region. Even if a peace agreement is reached by the politicians, it cannot be implemented if there is no trust. And if civil society succeeds in beginning to build trust, then politicians will be forced to reach an agreement. The movement is based on equality and mutual solidarity. In the past, Israeli and international peace movements have tended to be one-sided; movements, which expressed solidarity with Palestinians. Today, Israelis need Palestinian help in ending the suicide bombers; just as Palestinians need Israeli help in ending the occupation. International civil society needs the help of both Israelis and Palestinians in ending terrorism and the war on terrorism.

    Glyn Morgan
Half course (fall term). Hours to be arranged.
Examines some of the philosophical and political issues raised by human rights. The philosophical questions discussed include: do human rights need a philosophical justification? Are human rights "ethnocentric"? Can philosophical arguments help us identify a list of human rights? Political questions include: what is the status of human rights with respect to constitutional and legal rights? What role should human rights play in an ethical foreign policy? Is the modern nation state a guarantor or a predator of human rights?

    Eva Bellin
Half course (spring term). Th., 2-4. EXAM GROUP: 16, 17 Studies contemporary responses to the classic dilemma of church-state separation in modern democracies. Focuses on such flash points as the politics of veiling in France; abortion in Ireland; personal status in Israel; education and prayer in the U.S., and free speech in Iran. Analyzes the political and ideological underpinnings of diverse approaches to the church-state relationship from official secularism and the "non-establishment" of religion to "equal protection" and the state in the service of faith.
