PHILIP CARLSON/The Capital-Journal An order from President Bush put America's military on the highest alert Tuesday, causing bases in Kansas to lock down. The actions, which were triggered by a series of apparent terrorist acts in New York City and Washington D.C., caused Fort Riley, Fort Leavenworth, Forbes Field in Topeka and McConnell Air Force Base in Wichita to limit access to the bases. The Department of Defense ordered all U.S. military installations to their peak threat condition, meaning only essential personnel with valid identification were allowed on the bases. "They will continue monitoring the situation until whatever threat they perceive has been abated," said Steve Larson, a spokesman for the Kansas adjutant general. Maj. Gen. Gregory B. Gardner, the Kansas adjutant general, is in charge of the Kansas Air National Guard, the Kansas Army National Guard and the Kansas Division of Emergency Management. Gardner's office is located in the State Defense Building on S.W. Topeka Boulevard.

AFSC NOW Central Regional News Spring 1999 Is Military Training Happening in Your Schools? In February, the Wichita Peace and Justice Center (WPJC) invited Harold Jordan, AFSC Coordinator for the National Youth and Militarism Program , to assist them in opposing military campaigns in the schools. (The National AFSC relationship with Wichita educators began in 1994.) The Junior Reserve Officer Training Corps (JROTC) exists in all nine of Wichita's high schools and now in five middle schools through a new disguise, the Middle School Leadership Program (MSLP). In two of the middle schools, MSLP is part of the required curriculum; it is part of the "rotation" for sixth and seventh graders, along with physical education, music, etc. (it is an elective for eighth graders). MSLP is run by the local JROTC program director, a retired military officer who is paid by the school district to coordinate JROTC activities and public relations. Students use excerpts from high school Army JROTC textbooks, and instructors are considered regular teachers, paid fully by the local district. Individuals with previous military experience are recruited specifically for these positions and must be approved by the JROTC coordinator. Yet JROTC officials maintain that the MSLP is not a military program.

Congress ordered the school-to-military cooperation as part of No Child Left Behind, the education overhaul that President Bush championed last year. The law, which went into effect in July, also requires high school administrators to let military recruiters onto their campuses. The terms apply to any school, public or private, that gets federal money under the Elementary and Secondary Education Act. The only schools exempted are private ones with religious objections to military service, such as those run by Quakers. The requirements are welcome news at the Pentagon, but some school administrators aren't happy about them. Schools that refuse to obey risk losing federal education money.

Leavenworth's Home Page In March 1827, the Adjutant General's Office in Washington, D.C. ordered Colonel Henry Leavenworth to set up a permanent camp near the junction of the Missouri and Little Platte Rivers. Colonel Leavenworth moved up the Missouri River with four companies of infantry and, on 8 May 1827, found a suitable area for a permanent camp. While waiting for official site confirmation, he started a tent camp. Small log and bark huts soon followed, built along what is now Scott Avenue, south of the Post Chapel. Permanent construction began around the Main Parade Area the following year. In September 1827, the site was approved and called Cantonment Leavenworth. Records show the strength of the camp as 14 officers and 174 enlisted men. Thus began one of the most important Army posts west of the Mississippi River. From here a branch of the Oregon Trail led up the steep hills away from the Missouri River. The huge corrals and supply yards for a branch of the Santa Fe Trail sprang up in this area. From here, traders and wagon trains began their long journeys to the West. When the Indian migration began in the 1830s, the post became the center of activities for Indian agents and found itself keeping peace among the tribes. The name of the post was changed to Fort Leavenworth in 1832. When the Mexican War broke out, the fort was used to outfit troops moving to the south. The post, under the command of General Philip Kearny, was the headquarters for the Army of the West. The 1850s were times of turmoil and bitter animosities in the United States. States' rights and slavery were the issues of the day when the territory around Fort Leavenworth opened for settlement in 1854. The town of Leavenworth was established in that year. At the beginning of the Civil War, the Army set up Camp Lincoln at Fort Leavenworth to muster men into the service, train them, and assign them to units for combat duty.

The decreased enrollment and lack of finances had taken its toll. For four years the campus was unused except the use of the administration building by the Aledo High School while Northside School was under construction. Then, in 1924, the buildings were taken over by a military school, and were occupied by that institution for nearly fifty years. Fire had destroyed the buildings of the Kansas Military Academy at Oswego, Kansas, in March, 1924, and Col. Clyde R. Terry, its owner, needed a place to relocate. On May 28, 2000 the December group and others will gather again, but this time to show the public some of the rich history that Military Brats have experienced and to thank the City of Wichita for the generous donation of 5 acres of land for the Museum and Archives.

It has renewed my sense of national pride and helped me to realize the sacrifice that so many Americans have made for the freedom that I so often take for granted. When I first joined, I did it mostly for selfish reasons, reasons such as physical fitness (I couldn't even do one push up or sit up!!) and finanical assistance for school. However, my motives have changed since being in the program. I am here to serve my country, lead soldiers and maintain the freedom we have because after all...freedom ain't free...
