Completely Compliant A Fun Loving Auditor For over nine years, Jim Williams has served in various supervisory and management positions within the student loan industry at organizations that range from servicers to secondary markets and even a brief stint at a guaranty agency. Jim loves to laugh and have a good time, but can be serious when he needs to be. Jim grew up in Dillsburg, PA. In high school, he was nominated as the most valuable player on the tennis team and played the trumpet in the band. After graduation in 1984, Jim married his wife, Lois, and moved to State College, PA where he attended Pennsylvania State University. Jim stated, "Nothing like getting all those major life stresses over with at one time!" In 1988, he received a Bachelor of Science degree in Accounting with an additional concentration in Finance. Before graduation, Jim began working for a defense contractor, but in early 1989, Jim was laid off when the company was sold. After evaluating their options, Jim and Lois decided to move to the Winston-Salem area . Jim began his student loan career in February of 1990 with Wachovia Student Financial Services (now AMS Servicing Group) in the telephone unit. He was quickly promoted to various positions within the company from collections, to customer service, to forms group leader, and finally to the compliance department. Simultaneously, Jim began to pursue a Masters degree at Wake Forest University. He said, "After being laid off, I fell into a gap between having too much experience but not enough education." In December of 1992, Jim received a Masters of Business Administration in Operations Management.

THE BOARD OF EDUCATION OF COVINGTON, KENTUCKY MINUTES – REGULAR MEETING January 30 7:00 P.M.
The Board of Education of Covington, Kentucky met in special session on Thursday, January 30, 2003 at the Administration Building, 25 East Seventh Street, Covington, Kentucky. Mr. James C. Vogt, Board Chair, called the meeting to order at 7:00 p.m. Roll call showed the following members present: Mr. William M. Fitzgerald, Mrs. Glenda Huff, Mr. Col Owens, Mr. Jim Vogt and Mrs. Rita Wilson. Mr. Vogt led the Invocation. Mrs. Huff led the Pledge of Allegiance. Mr. Vogt welcomed everyone to the meeting and commented that the Board of Education serves the public and community. He encouraged everyone to participate. Mr. Vogt recognized Mr. Fitzgerald who served as Board Chair for the past two years. Mr. Vogt wants to foster communication and consensus among the Board, building a strong team; a board superintendent team. Mrs. Glenda Huff presented Mrs. Linda Foxx, Teacher, Chapman Academic Vocational Technical School, the December Certified Employee of the Month Award. Mr. Fitzgerald presented Ms. Shonda Dunn, Coordinator Youth Service Center, Holmes Junior High School, the December Classified Employee of the Month Award. Ms. Dunn was not able to attend the meeting, but accepted the award through a letter read by Mr. Bill Weathers, Director Community Relations.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

Applications of assistive technology in the classroom open a new world of possibilities in the education of the student with a disability. By adapting a students environment, such as augmentative communication, adapted computers assisted pointing, writing devices and daily living tools, a student is able to take full advantage of the educational environment in ways that were never before imagined. Increasing awareness of these new tools and their potential by educators, reinforced by informed parents and federal legislation, is paving the way for the Kentucky Education Reform Act(KERA) goal of self-sufficiency for every student. By federal law, every student with a disability is entitled to "a free and appropriate education" in the "least restrictive environment." In addition, special education and related services must meet the individual needs of each identified student. To determine a student's needs and ensure that they are met, an Individual Education Program (IEP) is developed by a team which includes the special education teacher, the regular education teacher parents and often the student. Services listed in the IEP are to be provided by the school at no cost to the parents. The IEP process is the means for providing the assistive technology students may need to receive an appropriate education. The Education for the Handicapped Act (EHA) was reauthorized in 1990 as the Individuals with Disabilities Education Act (IDEA, P.L. 101-476), and as amended in 1997 which now specifically addresses the inclusion of assistive technology in the IEP. The regulations stipulate that:

Frankfort, KY-Gail and John Minger, whose son Michael was killed by an arson fire in his Murray State University residence hall two years ago, will at a Tuesday public hearing call for improvements in proposed campus crime reporting regulations for Kentucky colleges and universities. Earlier this year Gail Minger persuaded the legislature to enact the "Michael Minger Act" which requires public and private schools to maintain a public crime log, make timely warnings about campus dangers, notify the state fire marshal of all fires, and compile annual campus crime statistics. She was spurred to action after finding out that information about an earlier arson in her son's residence hall was hidden from students, keeping them from taking steps to protect themselves. "It is unfortunate that educated men and women in these high offices, that are to be examples for our youth, have chosen to hide, cover-up, and withhold reports of criminal activity," said Gail Minger. "The Universities want to put forth an image to the public of a safe environment in order to attract students to their campus. That is why we need strict, clear regulations for the Michael Minger Act." The Mingers will ask the Council on Postsecondary Education to amend proposed regulations implementing the Minger Act to ensure that information is withheld from the crime log in only the most limited circumstances, and to provide for strict enforcement of the reporting obligations.

NOTICES:
The auxiliary (small) lock on Meldahl Dam on the Ohio River (mile marker 436, 35 miles southeast of Cincinnati) is closed for repairs until early October 2002 (US Army Corps of Engineers). All traffic is required to use the main lock. If there is no towboat or barge traffic, recreational boats should experience minimal wait at the main lock. If towboat and barge traffic is busy, recreational boats will be locked through as soon as possible.
The is open for daytime fishing (Federal Energy Regulatory Commission). No boating areas above and below the dam are still in effect due to dangerous waters.
A security zone spans Mile Marker 119 to 119.8 of the Ohio River encompassing 200 feet from the West Virginia shoreline near the PPG Plant in Natrium, WV. Boating through or anchoring in the security zone is prohibited (US Coast Guard). Ohio River Boating Operating Regulations Law Enforcement Contacts Special Provisions The Ohio River is considered to be "federal waters" and boaters need to comply with all U.S. Coast Guard requirements. When operating on the river all State of Ohio watercraft laws are in effect.
