Certification Process for Non-Public Schools Last updated on Monday, March 10, 2003
This page describes the voluntary certification process of the Kentucky Board of Education for non-public schools in Kentucky. Any private, parochial or church schools, wishing to pursue Certification from the Kentucky Board of Education (KBE) will comply with the follow the process. PART I describes the process available to non-public schools serving students preschool through the 12th grades. This does not apply to schools that serve students who are only in preschool or preschool and kindergarten or a stand-alone kindergarten. PART II describes the process available to preschools, preschools and kindergartens and stand-alone kindergartens. PART I 1. Contact one of the accrediting agencies recognized by the KBE and the Kentucky Non-Public School Commission (KNPSC) and make the necessary arrangement to complete the required process to become accredited. (For a list of the recognized accrediting agencies, contact the KNPSC at (859) 283-6230.) 2. After successfully engaging in the accreditation process, contact the KNPSC and initiate the process to have the Commission present the school to the KBE for either one-year Interim Certification for schools that are in the process of completing accreditation or for the applicable Full Certification as defined by the recognized accrediting agency.

Regulations on Kentucky Teaching Certificates
The Regulation on Kentucky Teaching Certificates - 704 KAR 20:670 - went into effect for teacher education candidates admitted to a Teacher Education program beginning January 1, 1998:
  • The issuance of teaching certificates for each grade level is being revised by the Kentucky Department of Education. The content in some teaching fields is being revised by the Kentucky Department of Education.

Kentucky’s Preparation of Nondegreed Career/Technical Teachers
Certification Process All new nondegreed industrial education, health and personal service occupation, and public service teacher applicants must successfully complete the appropriate written tests prior to initial Kentucky certification. Each applicant without a teacher preparation degree must successfully complete the following:
  • Comprehensive Test of Basic Skills (CTBS) for communication skills and general knowledge — grade level equivalency is 10th grade;
  • Specialty test in the occupational area for which certification is to be granted. Specialty tests are identified as follows: Industrial education — the Teacher Occupational Competency Test (TOCT) if one corresponding to the teaching specialty is available; or if not, the test developed by the Kentucky Department for Technical Education (KDATE) corresponding to the teaching specialty.
  • Health occupations — the appropriate state or national examination, where one exists; or, if not, the KDATE-developed test corresponding to the teaching specialty.
  • Public service — the corresponding KDATE-developed test.

    Title II / TQ Efforts
    Kentucky defined three goals for their teacher quality enhancement:
    Objective 1: Create a new teacher assessment and support system.
    Objective 2: Develop a Kentucky Teacher Academy System.
    Objective 3: Create a teacher supply, demand, and quality data system.
    Although Kentucky did not receive Title II monies, it has made progress in areas related to new and experienced teacher assessment and support, teacher preparation, and certification. Since 1985, the Kentucky Teacher Internship Program (KTIP) has supported new teachers through a mentoring committee. This committee includes the principal, a resource teacher, and a teacher educator from a college or university that is assigned to each new teacher. The committee meets with the new teacher four times annually and completes individual observations. Additionally, the resource teacher spends fifty hours of out-of-class time with the new teacher. The resource teacher receives a stipend of $1,400. The new teacher must complete the teacher preparation tests and the KTIP to receive a professional certificate. New Teacher Standards for Preparation and Certification have been benchmarked to provide more detailed information concerning novice strengths and improvement needs. These benchmarks will be implemented during the 2001-2002 year. Experienced Teacher Standards are to be benchmarked for use in evaluation. Web training will be available in 2002.

    The Division of Education and Human Services is dedicated to the fulfillment of the University's mission statement which specifically addresses the need for preparing minority students for careers in education and human services. Baccalaureate programs leading to teacher certification in the fields of Art, Biology, Birth to Primary, Elementary Education, English, History, Mathematics, Music, Physical Education, and Social Studies are offered. Teaching minors and endorsements also are available. Coursework leading to the baccalaureate degree is offered in the fields of Child Development and Family Relations, which prepares students to teach in preschool programs and to work in related agencies, and in Apparel Retail Marketing (ARM) for careers in fashion and the retail industry. Additional programs are available for students interested in careers in Physical Education, Recreation, Sports Management, and Athletic Training.     The Departments mission is to prepare special education personnel and rehabilitation counselors to provide the best educational and rehabilitation services to individuals with disabilities directly, through collaboration with other professionals and agencies, and through research. The Department subscribes to the concept of the teacher and rehabilitation counselor as an informed and reflective decision maker who collects and analyzes data regarding the person with disabilities, the pertinent variables, and the effectiveness of the interventions.     Graduate Programs in Special Education
    The Department of Teaching and Learning in the College of Education and Human Development offers programs of study leading to the master of education degree in special education. Students may pursue a master's degree in special education with a concentration in learning and behavior disorders, learning disabilities, mental retardation, moderate and severe disabilities, several behavior disorders or vision impairment. Non-degree rank I and rank II programs are also available for students to pursue expanded professional careers in teaching and related areas.
    M.Ed. in Special Education
    This master of education degree in special education is designed for candidates whose professional goals are in areas other than teaching or whose goals are in the area of early childhood/special education, specifically comprehensive-care centers, institutions, clinics, day care centers, preschools and community programs. The program requires a minimum of 33 credit hours of graduate course work, with at least 18 hours at the 600-level or above.     which was prepared by Stephen Clements, an assistant professor in the Department of Educational Policy Studies and Evaluation at the University of Kentucky, outlines mounting national evidence of the importance of teacher quality to student performance. "As social research has repeatedly demonstrated, the socioeconomic status of children’s parents has the greatest impact on their achievement levels," Dr. Clements reports. "This study reaffirms that perennial conclusion but finds teacher quality is only slightly less influential in its impact on achievement." For example, the report cites a National Commission for Teaching and America’s Future (NCTAF) study which found that home and family factors explained 49 percent of the variance in student achievement on grade 3 to 5 math test scores while teacher qualifications explained 43 percent of the variance. Kentucky teachers, according to the report, have significantly higher levels of graduate education than the national average, score above state and national averages on the ACT college admissions test, and, on average, have higher grade point averages than required by the colleges of education they enter. Graduates of Kentucky teacher training programs also score at the national average on "core" knowledge and skills and in a number of disciplines, but they lag behind the national average in as many as a dozen disciplines.

    published 2000 Because teacher shortages are predicted, alternative routes to certification now offered by the Kentucky Education Professional Standards Board (EPSB) may become increasingly important. One possible route is based on exceptional work experience. The EPSB approved the first application for this alternative route to certification in July 1998 and has since approved another 21 applications. Approved applicants are issued a provisional certificate upon satisfactory completion of the Kentucky Teacher Internship Program. They are required to have: 10 years of exceptional work experience in the area for which certification is sought a bachelor’s degree with a minimum grade point average (GPA) of 2.5 on a 4.0 scale an offer of employment at the secondary level (grades 9-12) in a school district an application for certification, submitted jointly to the EPSB by the applicant and the hiring school district. A recent EPSB review of this route to certification, including interviews with the 22 teachers approved and their supervisors, found that 13 or 59 percent are men, who are usually outnumbered three to one in the field. On average, these newly certified teachers are 45 years old, and have an undergraduate GPA of 3.0. The majority, 16 of the 22, hold a master’s degree or higher; one has a doctorate.

    National Board Certification (NBC) is an advanced teaching credential and a challenging professional development experience offered by the National Board of Professional Teaching Standards (NBPTS).
