BCCL Finance Directors’ Forum President of Latvia Visits Britain BY STEPHEN NASH HM AMBASSADOR TO LATVIA The Latvian President, Mrs. Vaira Vike-Freiberga, together with Dr. Imants Freibergs, visited London from 25th October - 1st November. It was an honour for me to accompany her. Two social events were specifically angled on trade and investment,- a breakfast at the Mansion House, hosted by the Lord Mayor of London, Alderman Clive Martin, and a dinner hosted by Lord Janner. There was discussion of opportunities for British businessmen in a variety of sectors of the Latvian economy, including banking, financial services, tourism, hotels, property, ferry services, pipelines and computer software.

    MEMORANDUM OF THE FAMILIES OF THE "DISAPPEARED" IN ALGERIA Introduction The issue of enforced disappearances in Algeria continues to be a matter of grave concern for human rights defenders and for the families of the "disappeared". Over the last ten years, several thousand Algerians men and women from various sections of the population have "disappeared" after having been taken away by members of the security forces. Despite the fear of reprisals, despite intimidation, death threats and repression, the families of the "disappeared" have come together to take action – as have many human rights defenders, lawyers and non-governmental organisations – to try and find out what has happened to their loved ones. They have launched campaigns at both the national and international level. Campaigning in Algeria The families of the "disappeared" first began their collective action by visiting police stations, gendarmerie and military barracks, prisons and detention centres. Together with lawyers known for their commitment to human rights in Algeria, the families launched the first public actions of the families of the "disappeared" before the parliamentary elections in October 1997, demonstrating in front of the International Press Centre.

Denmark Generaly it is the danish goverment that have the responsiblity for all social welfare. They provide grants and cheap loans for students, all danes have a right ro be treated at a hospital, cheap daycare for children etc. The Student unions aprove this, and are generaly saticfied with this agreement, but are allways trying to make life easier for students. There are som minor organisations beside the states welfare programs and the student unions, who also tries to make life better forstudents, by different forms of counselling and guidance. Finland Student health care regarding to university students is organised by the Finnish Student Health Service. It is a foundation established by students and now operated by students, the state and the cities in which the universities reside. Social security and study grants are organised by the state via Social Insurance Institution. The practical work concerning study grants is taken care of by study grants boards in universities. Student housing is seen as an important part of housing policy, and has some independent legislation as its basis. There are different student housing institutions, but generally they offer somewhat affordable accommodation among general city structure. The student unions offer variable welfare services, but mostly leisure activities. They take part in public discussion concerning student- and other issues locally and nationally.

    August 24, 1994. I make arrangements with Family Hotel Services in Tallinn for a room in Riga and another in Vilnius, five days apiece. Then I go to the Chinese restaurant next door for lunch, before hitting the road to Latvia. Family Hotel Services like their competitor, Bed and Breakfast is a Baltic service that hooks up travelers with people who rent out rooms in their homes. The average rate is US$10 per night. I'm staying in more expensive places, US$15, because these homes have certain advantages; they speak English, or the are near the city center, or they have a secure place where I can park my car. Of the US$15, the family sees US$7. Breakfast is extra. Now why is it so inexpensive? Because, to the families who rent out their rooms, US$7 is a lot of money. In Estonia, the average monthly income is US$145. In Latvia, it's about US$160. In Lithuania, it's US$80. Latvians actually seem to be the poorest because prices there are typically three or four times higher than in Estonia or Lithuania. This is mostly the result of high import tariffs and value-added taxes. The Chinese restaurant, one of only a couple in Tallinn, is probably only in business for lack of competition. The restaurant is clean and the service is adequate, but the food is bland and heavy with oil. After a spring roll and a greasy plate of noodles, I'm off to Riga.
