Introduction
Publishers and distributors in the United Kingdom and the Republic of Ireland have a legal obligation to send one copy of each of their publications to the Legal Deposit Office of the British Library within one month of publication. The principle that a national printed archive should be maintained by a legal requirement to deposit has been well established for almost four centuries and has great advantages for authors and publishers:
  • Publications deposited with the British Library are made available to users in its various reading rooms, are preserved for the benefit of future generations, and become part of the national heritage. Publications are recorded in the British Library Public Catalogue (BLPC) , which is accessible on the World Wide Web, and which will remain an essential research tool for generations to come.

Introduction The Republic of Kazakhstan (until 10.12.1991 – Kazakhskaia Sovietskaia Sotsialisticheskaia Respublika) was founded on the territory of the former Soviet Union. Having decided to solve the complicated problems of the deep transformation of its legal system, previously based on socialist principles, Kazakhstan followed the way of other democratic countries based on the principles of the rule of law. The official record of these main ideas was embedded in a political document Declaration of the State Sovereignty of Kazakh SSR, adopted on October 25, 1990. Later, another legal act – the Constitutional Law from December 16, 1991 “On the Independence of the Republic of Kazakhstan“ confirmed the new State’s proclamation. The new Constitution of the Independent Kazakhstan has being elaborated simultaneously and was adopted by the Supreme Soviet of the Republic of Kazakhstan on January 28, 1993. Prepared under the pressure of domestic political conditions, the Constitution showed a contradictory character. On one hand, it was a compromise with the former Soviet Constitution. On the other hand, it contained revolutionary provisions related to the principles of the rule of law.

Intervention in Internal Conflicts: Legal and Political Conundrums Chantal de Jonge Oudraat Full Text (PDF format) SUMMARY In March 1999, the United States led NATO air strikes over Yugoslavia. In May 2000, 500 UN peacekeepers were taken hostage in Sierra Leone. These are two of the most recent cases that have reignited the debate on whether and if so, how, outside powers should intervene in humanitarian crises. In this paper, Chantal de Jonge Oudraat looks at some of the legal, political and operational stumbling blocks to intervention. The current system, whereby the UN Security Council determines whether a situation warrants military intervention, is an insufficient guarantee that the United Nations will intervene when the next atrocity occurs. De Jonge Oudraat argues for the development of a legal framework, which would regulate unilateral interventions for humanitarian purposes. Intervention has also been constrained by domestic and international political factors. For example, while public opinion will often call upon governments to do "something" when faced with humanitarian atrocities, policy makers-US policy makers in particular-will often be wary to send troops abroad. They fear backlash when the first body bags come in. These conflicting domestic pressures will push policy makers to adopt half measures. Finally, de Jonge Oudraat argues that for interventions to be effective, six conditions need to be fulfilled, including the need for widespread international support and for clear objectives on goals and targets.

The Legal Status of Palestine Under International Law

By Paul J.I.M. de Waart Table of Contents Introductory remarks In close consultation with the Arab Thought Forum in East Jerusalem and the International Center for Peace in the Middle East in Tel Aviv, the Netherlands Organisation for International Cooperation NOVIB sent a special fact-finding mission to the Palestinian Occupied Territories in February 1988 in order to inquire needs for emergency assistance, to which the 1987 intifada might have given rise. The mission was also asked to consider structural aspects of the situation, including the role of international law in bringing about a lasting peaceful solution of the protracted Israeli-Palestinian conflict. As a member of the NOVIB mission I submitted to that end an informal paper on international law as a framework for a peaceful solution of the dispute between Arab states and Israel as a basis for discussion with Israelis and Palestinians. The discussions revealed at the time a remarkably new sense of realism on both sides, i.e. the acceptance of the existence of the State of Israel and of the right of self-determination of the Palestinian people in the Palestinian Occupied Territories as a legal and political fact of life. For that very reason NOVIB was recommended the organization of a meeting of relevant, representative persons from the Israeli and the Palestinian side on neutral grounds and under the auspices of a scientific institution for studying ways and means for future coexistence and cooperation between Israel and Palestine.

International Criminal Police Review The International Criminal Police Review has been Interpol's official instrument for communication for over 50 years. It has published more than 2,000 articles on all subjects of interest to the police, including investigation techniques, law, criminology, psychology, forensic medicine, forensic science, international crime, police and judicial co-operation. Six issues were published every year. One of these was a special double issue dealing with Interpol's annual General Assembly session. Special double issues were published at regular intervals - devoted to exhaustive coverage of one particular theme. For example, we have published special issues on disaster victim identification, crimes against minors, theft of and traffic in works of art, environmental crime, and counterfeiting. Most of these articles were being published for the first time.
