Skills for the
new librarian
Introduction
A comprehensive training initiative in information and communication technology (ICT) for the public library sector will be seen as an important component of the government's plan to foster a learning society. There will be a considerable impact as a result of reskilling a large group of people who come into contact with over half the population, including all ages and social classes. By building on the skills and commitment of public library staff, the government has the chance to develop a high-quality training initiative that will enable the public to understand and exploit the potential of ICT in daily life. Public library services across the UK have a strong tradition of accessibility, combined with helpful and proactive service delivery. The 60 per cent growth in the number and complexity of enquiries made to the public library over the last ten years (CIPFA, 1986-) illustrates the public's growing expectation and confidence that library staff are able to help them to access and interpret information from a variety of sources. Public library staff already have many of the communication and customer- care skills which underpin high-quality public service delivery. These skills, and librarians' status as 'honest brokers', clearly make a strong base from which to build the skills for working with a growing diversity of material - including both print and electronic formats, from both global and local sources - that the information society will bring. The additional skills which staff will need in order to offer services using the UK Public Library Network can be integrated into a sound model of education and public service. This makes a UK-wide training and development initiative for this sector a sound investment.

Library
E manuel School has a compact and bustling library for all the pupils and staff to enjoy. It is a place of study and research, of leisure reading and relaxation. It is always busy, be it during lesson times or at lunch. During lunch-time the library doubles up at the focus of Emanuel's blossoming Chess Club
T he library has been based in this particular building for almost 100 years and still boasts much of the original wooden furniture. There is accommodation for up to 60 pupils, either at the 8 seater library tables, or smaller tables more appropriate for private study. The entrance to the library is also the librarian's work space and book issue desk. The adjoining room is one of the school's main three computer rooms and can be used for cross-curricular activities independently or in conjunction with library activities. T he library has a stock of over 13,000 items, including books, periodicals, newspapers, careers materials, maps, videos, cassettes and CD-ROMs, most of which are available for loan. There are three networked computers for staff and pupil use. The computerised library catalogue can be accessed from these machines. There are also many relevant encyclopedias and CD-ROMs networked and available for pupils' research purposes. Similarly, sixth formers have access to careers software.

Study Skills Across the Curriculum
Study Skills Across the Curriculum. An interdisciplinary program with the goal of improving students' study skills, thereby enabling them to be more successful in their middle and junior high content subjects, to be active and organized learners, and to be better prepared for the learning independence expected in high school. Audience Approved by PEP for students in grades 5-8. Description The curriculum is an interdisciplinary program consisting of a series of units, each with objectives and activities. Target skills include textbook format, time management and goal setting, learning from textbook materials, note taking from lectures and reading, test preparation, test taking, underlining/highlighting, listening, and library skills. A summary unit, "Becoming a Selective Viewer of TV," provides a model for the integration of the skills. Math activities have been added to each of the units in the notebook. These activities model for teachers lessons which require students to read, write, and speak mathematics. All the activities require students' active involvement, considerable modeling from teachers, homework, and writing assignments. Materials are not workbook, fill-in-the-blank style; they are integrated into content area objectives and require the students to apply the target skills to their actual content course work. The materials can be used across disciplines in a particular grade or across several different grade levels within one building. The learning materials use sample lessons from social studies, science, and math textbooks to serve as models. The curricular materials include a pre- and postassessment for each skill, discussion questions, sample writing assignments, and transparency masters.

International Bibliographic Activities in the 20th Century: A Literature Review
Michael Lorenzen, Library Instruction Coordinator, Michigan State University
Introduction
Librarians are teaching in classrooms all over the world. A search of library literature reveals articles on academic library instruction programs in Asia, Oceania, South America, Africa, and Europe. This paper will examine the 20th Century literature that explores academic library instruction programs around the world with the exception of those in North America. Only those articles that are written in English from 1901-2000 indexed in ERIC or Library Literature are considered. As such, many relevant articles written in other languages have likely been excluded. This may also explain why some countries that use English as a primary language (Nigeria, New Zealand) are well represented while other non-English speaking countries (France) and regions (South America) are sparsely covered in this literature review.
Asia
Academic library instruction programs in China have been written about on several different occasions. Morgan (1980) described the program of library instruction for education students at the University of Hong Kong. It was concluded that both the instructional librarians and the students found the program to be effective. The University of Hong Kong is based on the western model of higher education. Fang and Callison (1989) described the Chinese higher education system and how library instruction programs are developed. Examples of faculty-librarian cooperation and curriculum development from several institutions were included.

However, while districts are spending a great deal of money on technology, there seems to be only a vague notion of what computer literacy really means. - Can the student who operates a computer well enough to play "Doom" be considered computer literate? - Will a student who has used computers in school only for running tutorials or an integrated learning system have the skills necessary to survive in our society? - Will the ability to do basic word processing be sufficient for students entering the workplace or post-secondary education?
