    Libya Abolishes Government (Again) Mu‘ammar al-Qadhafi has always shown a penchant for drama and the unexpected gesture. Though the onetime enfant terrible of the Arab world is now 58 and Libya is slowly resuming ties with the rest of the world after the long Lockerbie interlude, surprises can still come out of Libya. On March 1, Libya’s General People’s Congress — its highest governing authority — not only replaced Libya’s equivalents of Prime Minister and Foreign Minister, but proceeded to abolish 12 of the ministries outright, announcing that their duties would be taken over at the provincial level, rather than by the central government. While dramatic, the move is not entirely unprecedented. The General People’s Congress was meeting on the eve of the 23rd anniversary of the March 2, 1977 declaration of “rule by the people”, under which Qadhafi declared Libya to be a Jamahiriyya or state run by the masses. Over time, Libya claimed to have abolished traditional government; it did not have a “cabinet” with “ministers”, but rather Secretariats of the General People’s Committee; its provinces were not called muhafazat or wilayat as in most Arab states — words meaning basically “governorate” — but rather sha‘abiyyat

    Statement to the Press Following the Vote on Libya for Chair of the UN Commission on Human Rights
    Geneva, Switzerland
    January 20, 2003 Released by the U.S. Mission to the UN in Geneva The United States is deeply disappointed that the members of the United Nations Commission on Human Rights have elected Libya , a known human rights abuser and a country under UN sanctions, to chair its 59th session. We took the steps necessary to ensure that there would be a vote on this matter, so that we could leave no doubt about our objection to Libya. Calling for a vote was an unprecedented and historic action, breaking a half-century tradition of election by acclamation. But we cannot have business as usual in what should be the world's foremost international human rights body. Libya's Government continues to commit serious human rights violations. [Muammar] Qadhafi has detained political opponents for years without trial. Security forces torture and mistreat prisoners. The government restricts freedom of speech, press, assembly, association, and religion. Arbitrary arrests are used to suppress domestic opposition. A country with this record does not merit a leadership role in the UN system. It is time to begin rebuilding the UN Commission on Human Rights into a body that fulfills its original mandate to champion democracy, freedom, and the human rights of all people, bringing scrutiny to bear on the worst offenders. The United States will continue to make its position clear. We seek to actively engage and strengthen the moral authority of the Commission on Human Rights, so that it once again proves itself a forceful advocate for those in need of having their human rights protected. We are convinced that the best way for the Commission to ensure the ideals of the Universal Declaration of Human Rights over the long-term is to have a membership comprised of countries with strong human rights records at home.

    International Religious Freedom Report
    Released by the Bureau of Democracy, Human Rights, and Labor
    The Government restricts freedom of religion. There was no change in the status of respect for religious freedom during the period covered by this report. According to recent reports, persons rarely are harassed because of their religious practices unless such practices are perceived as having a political dimension or motivation. Information regarding relations among the country's different religious groups is limited. The U.S. Government has no official presence in the country and maintains no bilateral dialog with the Government. Section I. Religious Demography The country's total land area is approximately 679,362 square miles and its population is approximately 5,115,450. The country is overwhelmingly Sunni Muslim (97 to 98 percent). There are small Christian communities, composed almost exclusively of foreigners. There is a small Anglican community, made up mostly of African immigrant workers in Tripoli, that is part of the Egyptian Diocese; the Anglican Bishop of Libya is resident in Cairo. There are Union churches in Tripoli and Benghazi.
