The Maryland Higher Education Commission is given the authority by law to create advisory councils to address specific needs. The Student Transfer Advisory Council was created by the Commission to review transfer issues and recommend policy changes as needed. The Council reports annually to the Secretary on the status of transfer and articulation in Maryland.
Membership includes thirteen members representing all segments of postsecondary education, the Faculty Advisory Council, and the Maryland State Department of Education. Ex-officio members include the Director of Articulation for the University System of Maryland and the Secretary of Higher Education or the Secretary's designated representative, who serves as Chair of the Council.

Boating Regulations This section contains information on Maryland Boating Regulations that are in addition to the Federal Requirements covered in the Basic Boating Course . If you have not reviewed the course material, please do so now. All Federal Requirements in the basic course apply to Maryland; this section lists Maryland-specific State Requirements that are above and beyond Federal Requirements. In order to receive the Maryland Boating Safety Certificate the student must complete a NASBLA approved boating safety course and take a proctored exam. The state of Maryland approves this course as study material for the equivilancy exam. Any one born after July 1, 1972 will be required to take a 50 question test at a Maryland testing facility and must score at least 88%. Maryland Residents and Boaters check here for details on receiving your certification in Maryland. Age Restrictions: Persons less than 16 years of age shall not operate a Personal Watercraft on waters within the State of Maryland. All boaters born on or after July 1, 1972 must complete an approved safe boating course and have in their possession proof of such completion while operating a numbered or documented vessel on Maryland waters.

Registration/Licensing/Accreditation: Education Programs in Nonpublic Schools and Child Care Centers and COMAR 13A.09.10, Educational Programs in Nonpublic Schools and Child Care and Treatment Facilities Institutions operated by bona fide church organizations are exempt from the requirement to hold a Certificate of Approval from the Maryland State Board of Education. The head of the bona fide church organization must, however, submit to the State Department of Education acceptable evidence of the bona fide church organization legal authority status and certification of the legal authority’s assumption of responsibility for governing and operating the nonpublic school. Requirements described below pertain to nonpublic general education programs that do not receive public funds and are approved under COMAR 13A.09.09. Recordkeeping/Reports: Approved nonpublic schools must maintain a cumulative record of each student enrolled including the following: approved nonpublic school name, school address, student’s first, middle, and last names; student’s birth date; student’s home address; month and year student entered; nursery school level or grade upon enrollment; month and year student withdrew; student’s performance information in each curricular area; code for the meaning of performance information; and number of days in attendance. Each school annually certifies its compliance with the approval regulations by completing and submitting an Annual Report form provided by the Maryland Department of Education. COMAR 13A.09.09.08.

  • Membership : MHEC staff will follow up on nominations for STAC vacancies for a student and a faculty member. Electronic Transcript Coding : MHEC staff will request a letter from Secretary Florestano to the campuses to complete the process of electronically coding general education designations. Those working directly with this process, registrars and IT personnel, must be informed of the regulatory expectation for general education indicators on electronic or hard copy transcripts. Members discussed the benefit of convening the registrar group for discussion and in getting support from the CAOs. USM is available to campuses for technical assistance.

Without the knowledge and skills acquired through postsecondary education, our citizens will be ill equipped not only to earn a living, but to deal with a society that demands a higher level of basic knowledge, greater skills in reasoning and communication, greater awareness and sensitivity in dealing with people different from themselves, and the resources to confront a host of problems previously unknown to humankind. Needs Statement Postsecondary Education in Maryland: Present and Future Capabilities. Higher Education Funding The State Plan recognizes the underlying imperative to secure a strong fiscal environment for the successful development and implementation of the goals listed herein. It also recognizes that certain goals and the objectives related to them will require substantial additional funding. Sustaining the proportional share of State financial support for postsecondary education in good as well as in difficult economic times and recognizing the need to support major new initiatives must be central components of effective State fiscal policy. Goals for Postsecondary Education Next Steps To ensure that the broad goals of postsecondary education are met, the goals and objectives outlined in this plan should be reflected as appropriate in institutional plans. Mission statements for all postsecondary public institutions as well as a strategic plan for the University System of Maryland will be required by June 30, 2000. In addition, major changes are being made to the Performance Accountability reports that the public institutions are required to submit annually to the Commission. Work groups will be appointed by the Secretary of Higher Education during the summer of 2000 to finalize the performance accountability reporting systems for the 2001 accountability report cycle for both the four-year and the two-year institutions.

    13A.10.01 General Regulations
    Authority: Education Article, s7-301, Annotated Code of Maryland .01 Home Instruction Program. A. Purpose. The purpose of this regulation is to establish a procedure to be used by the superintendent of each local school system to determine if a child participating in a home instruction program is receiving regular, thorough instruction during the school year in the studies usually taught in the public schools to children of the same age. B. Written Agreement. A parent or guardian who chooses to teach a child at home shall sign a statement on a form prescribed by the State Department of Education which: Indicates consent to the requirements set forth in ssC, D, and E; and Shall be submitted to the local superintendent at least 15 days before the beginning of a home instruction program.

Contact Information A Brief History of Homeschooling in Maryland Though home education may seem like a new idea to many, it has been the primary means of learning since the dawn of time. Even as little as a century ago, most children did most of their learning at home including famous Americans like Abraham Lincoln, the Wright Brothers, and Thomas Edison. Although the State eventually forced most children out of the home and into schools through the enactment of compulsory attendance laws, home education has made a strong resurgence within the past decade to include over 1,000,000 families nationally. Home education as a movement began in 1977 when education critic John Holt published a newsletter he called, "Growing Without Schooling". Discouraged with the school reform efforts he had been part of, he decided to encourage parents who were dissatisfied with public or private education to teach their children at home. The movement gathered momentum when John appeared on the Phil Donahue show in the early '80's and hundreds of families wrote in to learn more. His publication still serves as a national clearinghouse for the movement.

    T he Department of Education and representatives of the higher education community are engaged in negotiated rulemaking to implement Title IV of the Higher Education Act of 1965, as amended by the Higher Education Amendments of 1998 . Information about the negotiated rulemaking process will be posted periodically on this page. BACKGROUND: Section 492 of the Higher Education Act, as amended, requires that the Secretary obtain public involvement in the development of proposed regulations for Title IV of that Act and, generally, that all Title IV regulations promulgated after the enactment of the Higher Education Amendments of 1998 be subject to a negotiated rulemaking process. Accordingly, in a Federal Register notice of November 6, 1998 the Secretary published a request for advice and recommendations on regulatory issues and announced three regional hearings for the purpose of receiving such advice and recommendations. After those hearings were concluded, the Secretary published a Federal Register notice of December 23, 1998

    IMPORTANT NOTICE A copy of NCBTMB or NCCAOM test confirmation letter and passing test scores is required to be received by the Board before granting a certificate or registration. Any violation of this statute is a misdemeanor punishable by a fine of $5,000 and up to one-year imprisonment. Also, applicants have one year from the date their application is received by the Board to pass the national certification exam. After the one-year deadline, applications will be closed. Applicants may re-apply; however another application, including the non-refundable $100 application fee is required. Massage Therapy Continuing Education Requirement- Regulation 10.43.20 Effective June 24, 2002 Massage Therapy Continuing Education are required. Certificate and registration holders shall satisfactorily complete a minimum of 24 hours within the previous 24 months as follows: 3 hours in professional ethics or jurisprudence 3 hours in communicable disease education which includes AIDS/HIV; and 18 hours in massage-related courses a approved by the Board Additionally, at the time of renewal, a certificate or registration holder shall possess a certificate of qualification in cardiopulmonary resuscitation (CPR).

    CERTIFICATION AND REGISTRATION AS A MASSAGE PRACTITIONER IN MARYLAND
    Background: For nearly 10 years, the massage professionals in Maryland attempted to enact legislation that would officially elevate their profession to that of bona fide health care practitioners. Their perseverance and efforts finally came to fruition in 1996 when the state legislature passed the initial Massage Practice Act. That Act was subsequently bolstered/amended in subsequent sessions. In 1999, it was reshaped to its present form to create a two-tiered program establishing the practice of massage as a bona fide health care practice and allowing Certified Massage Therapists to practice in hospitals, clinics and in the offices of other health care practitioners. Under the Act, the first group of practitioners received their Certificates in November 1999. Also, regulations have been implemented to include advertising, ethics and continuing education guidelines. Under the law and existing regulations, any individual seeking to practice massage therapy in the State must be certified or registered under the Board’s auspicious. Commencing on January 1, 2002 Maryland has a two –tiered qualification system.
