State Action for Education Leadership Project
The State Action for Education Leadership Project is part of the Wallace-Reader's Digest Funds' larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state. Fifteen states have been awarded three-year implementation grants: Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia. To see a list of state contacts, please click here. Project management and support is provided through the Council of Chief State School Officers. The project is guided by a National Consortium comprised of the five state-based organizations whose members have primary responsibility for state education policy: the CCSSO, the National Conference of State Legislatures , the National Governors' Association , the National Association of State Boards of Education and the Education Commission of the States . In addition to enabling education leadership reforms in states receiving grants, the project benefits all states through research and findings produced and published by the National Consortium.

    IN BOSTON, DEMOCRATIC TUNNEL VISION
Boston Globe April 6, 2003 www.boston.com/dailyglobe2/096/oped/The_Democrats_tunnel_vision+.shtml Massachusetts has been known for more than 225 years as the "cradle of American liberty." Only for about 50 has it been regarded as the natural habitat of big-spending, high-taxing, Democratic pols-for-life like Tip O'Neill, the late speaker of the US House of Representatives. So when it came time to name the main underground stretch of the new I-93, which runs beneath downtown Boston and has been a dozen years and $15 billion in the constructing, Governor Mitt Romney's proposal the Liberty Tunnel was gracefully in keeping with Bay State history and tradition. But history, tradition, and grace count for little in the Massachusetts Democratic Party, where whiny voices are demanding that the tunnel be named for O'Neill, whom local Democrats revere for his many years of shoveling extra pork into barrels bound for Boston especially the one labeled "Big Dig." Romney isn't suggesting that O'Neill's name go unmentioned. He merely wants to put it on a smaller piece of the enormous highway project: the new connector linking the Ted Williams Tunnel with I-90, the Massachusetts Turnpike. When Romney first unveiled that idea 10 days ago, the Democratic leadership in the State House was all smiles. Senate President Robert Travaglini pronounced Romney's plan "truly fitting" a fine way to honor those who sacrificed for liberty while also paying homage to "our beloved House speaker."

    Fighting for High-Quality Mathematics Education
The release of NCTM's Principles and Standards for School Mathematics in April 2000 was a milestone for NCTM. Accordingly, NCTM has stepped up its efforts to speak out at all levels for a high-quality mathematics education for every child. Prior to the release of Principles and Standards Principles and Standards . These face-to-face meetings gave lawmakers an opportunity to hear about Principles and Standards and NCTM's vision from NCTM's own leaders. Later in the year, the Council launched the Academy for Professional Development to convey the Council's message to teachers and provide training to help them implement Principles and Standards. Throughout 2000, NCTM took an active role in state discussions of mathematics education. In both California and Massachusetts, NCTM issued forceful statements on behalf of teachers regarding mathematics standards and teacher testing, and NCTM's president appeared before state and local boards of education. California Mathematics Framework "Change does not happen overnight. It takes a concerted effort over a long time to effect real change. Trying to change systems by decree from the top disenfranchises teachers who have been working so hard over the past few years to reach more students in mathematics."
