March 20, 1998 HOUSING PROGRAMS RECEIVE TRUST FUND ALLOCATION [Kansas City] The Missouri Housing Development Commission (MHDC) approved more than $4 million in funding for 55 projects through the Missouri Housing Trust Fund (MHTF). The Commission approved the funding during their monthly meeting March 20 in Jefferson City, Missouri. Last fall MHDC issued a Notice of Funding Availability of MHTF funds and requested proposals for housing programs and services. Ninety-four proposals were submitted for MHTF funding requesting almost $11.5 million. Eligible MHTF activities range from homeless programs to homeownership assistance, including homeless shelters, rental assistance programs, development of new or rehabilitated rental and single family housing that are funded through grants or loans. MHTF is designed to increase affordable housing opportunities for low-income families. The process of granting or loaning funds to housing providers across the state is accomplished by the comparison of competing applications and selection is based on need, location, targeted population served, funds leveraged, coordination with the community, and experience of the providers. All of the funds must be used for families with income levels at, or below, 50 percent of the area median income, adjusted for family size, and 50 percent of the funds must be set aside for families with income levels at, or below, 25 percent of the area median income, adjusted for family size.

State Curriculum/Program: "My Home" an Affordable Housing Educational Program
Program Relevance : Decent, affordable housing is essential to healthy communities. Building new homes, renovating existing homes and converting single family rental housing to home ownership attracts much needed private and public capital. It also generates physical improvements, increases safety and security of communities, stimulates new jobs and business opportunities, develops a stronger citizen base to bring back schools, stores, and services and most importantly, is a source of renewed dignity and pride for families and communities. Owning a home symbolizes the realization of the American Dream for millions of America's working families. Home ownership is one of the best ways to empower local residents, to give them a stake in the community, and to increase the bonds that tie people together. It means commitment. Bringing success back to cities takes people who care and who are committed. Home ownership can help further this goal and Florida Cooperative Extension Service (CES) is supporting this effort through its educational programs. In Florida the current affordable housing crisis is addressed by the Sadowski Affordable Housing Act. Funds available to Florida counties range from $250,000/yr. to over $1,000,000/yr. The use of the funds are determined by "partnerships" in each county which includes people from the building community, bankers, social workers and the like. The program is designed to help low-income families to buy or remodel a home. They frequently have credit problems, a poor understanding of money management, have little knowledge of working with lending agencies, real estate companies, attorneys and others who are involved in the home buying process or know how to qualify and apply for a loan. Regardless of the county, the bottom line is CES educational programs help communities to identify qualified buyers and help prepare them for the responsibilities of home ownership.

Low-Income Housing Adequate Housing For Missourians
In May, 1987, a conference entitled "Low Income Housing in St. Louis: ITS TIME TO ACT!" was the birthplace of a coalition of organizations and individuals determined to achieve Adequate Housing For Missourians (AHM). Our mission is to meet the needs of the St. Louis areas lowest income families for adequate, safe, affordable and accessible housing. (Lowest income is defined at 0-50% of the area median income which is currently $47,100 for a family of four. At least half of governmental assistance should benefit those in the 0-25% range). MHDC has encouraged and assisted in the production of affordable rental housing and provided homeownership opportunities for thousands of families. The Mission of MHDC remains to provide quality, safe, affordable housing for low and moderate income citizens of Missouri. Family Intake, Assessment and Referral STEP, Inc. operates a Family, Intake, Assessment and Referral program whereby all persons seeking assistance are screened to determine eligibility and appropriate needs. The role of the Case Manager is to be a motivational and supportive role model and an advocate as needed.
Areas that the Case Manager will explore with the participant include budgeting, nutrition, household management, parenting, personal growth and development, literacy guidance, and referrals to other community resources as needed in order to move the client towards self-sufficiency. In order that the client continue to focus on employment and/or educational goals, crisis intervention assistance is provided as needed which may include energy, food, housing, or family counseling assistance.

The Department of the Army's Wherry and Capehart Military Family Housing Historic Context Wherry and Capehart housing was constructed by and for DoD under two separate programs. The housing dates from 1949 through 1962. Its purpose was to provide military housing equal to housing in the private sector. Fort Leonard Wood, Missouri Recent Congressional hearings have addressed the issue of Wherry and Capehart housing as substandard and not acceptable for DoD housing. The housing stock thus is subject to major renovation and/or demolition. Housing budgets will also dictate actions regarding Wherry and Capehart housing. The Army has recognized the need to study Cold War era historic resources, such as Wherry and Capehart housing in order to evaluate its historic significance. As a result, an Army-wide historic context has been developed for use by installations as guidance in the analysis of the significance of Wherry and Capehart housing. This context details the status of military family housing during the 1940's, prior to the introduction of Wherry housing, it details how regulations and legislation enacted during the periods of each housing program influenced the design of the housing and the neighborhoods, and it provides examples of Wherry and Capehart plans, accompanied by an analysis of the successes and failures of the programs and the housing.     The Central Missouri Counties ’ Human Development Corporation (CMCHDC) is a private, non-profit corporation. Incorporated over thirty years ago, on December 6, 1965, CMCHDC is the designated Community Action Agency (CAA) for the eight counties of Audrain, Boone, Callaway, Cole Cooper Howard Moniteau and Osage In 1994, the agency was recognized as a Community Housing Development Organization (CHDO) by the Missouri Housing Development Commission.
