Major accomplishments on the teaching quality agenda:
  • In 1998, Senate Bill 609 established provisional certification for out-of-state teachers. This action reduces barriers to hiring fully certified teachers who have not yet achieved Missouri credentials.
  • The state is also promoting National Board Certification by providing a $1500 subsidy for fees and encouraging local agencies to make up the balance. The Missouri Career Ladder program adds a $5,000 annual supplement to National Board Certified teachers' salaries. Due to these efforts, Missouri now has 37 new National Board Certified teachers.
  • The Missouri Association of School Administrators and the University of Missouri-Columbia have collaborated to create the Missouri Superintendents Institute to prepare leaders to be knowledgeable change agents.
  • The Kauffman Foundation has contributed funding to increase public awareness of and engagement in teacher quality issues.

Teaching Jobs Overseas Topics: international teaching, teaching overseas, teaching abroad, American and international schools, overseas jobs, international employment, etc.
Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

PROGRAM DESCRIPTION
The Missouri Western Alternative Certification Program is a response to the current crisis of teacher shortages in Missouri. The ACP is designed to recognize life experiences that are highly correlated to successful teaching in the secondary or middle school classroom. For example, many engineers not only understand mathematics but also apply math on a daily basis. They not only possess the content knowledge necessary to teach math, but also can bring a wealth of real life applications to secondary students, precisely the kinds of authentic learning experiences that have proven to be especially effective in helping students learn and retain critical math knowledge and skills. THE WESTERN ADVANTAGE Delivery of courses The education courses required to complete the ACP are essentially the same as those required of all teacher candidates seeking initial certification at Missouri Western. They are, however, different in the following unique ways: 1. courses are offered at times that allow ACP teacher candidates to actively teach and work under a provisional teaching certificate. Thus, ACP students are able to earn an income while completing the certification requirements.

Holden proposes education initiatives in State of State address
January 30, 2001
By: Jennifer Ginsberg
State Capital Bureau
JEFFERSON CITY - As he had throughout his campaign, Gov. Bob Holden made education the focus of his State of the State address to a joint session of Missouri's legislature Tuesday. His package of proposals included pay raises for teachers who gain national certification, courses in teaching character and public report cards on school performance. "The cornerstones of my plan to improve education include: adequate resources, quality teachers, parental involvement, accountability, technology and a safe environment where students are ready to learn," Holden said to the standing room-only audience that filled the chamber of the House of Representatives. Holden stated that his top priority this year will be to fully fund the school foundation formula. This formula distributes state money to the more than 540 school districts in Missouri in a way that will equalize the money behind each students' education, said the chair of the House Education-Elementary and Secondary committee, Rep. Richard Franklin, D-Independence. The way this formula works is to allot more money to poorer school districts that do not have the tax base to support their schools and less to schools in more wealthier districts that have a stronger tax base to draw from in an effort to equalize education funding.
