DeKALB - The Northern Illinois University student organization Native Americans Together Insuring Our Nations' Sovereignty (NATIONS) will host “All My Relatives,” a conference on Native American history, values and issues, March 28-30, in the Holmes Student Center on campus. The conference s eeks to raise awareness of Native American beliefs and culture, with a special emphasis on improving how those topics are handled in the classroom – from grade school through graduate school. “We particularly want to attract teachers to this event,” said organizer Rita Reynolds. “Our goals are to raise awareness of Native American issues, erase stereotypes, and help all who attend to feel a greater sense of connectedness with the Native American community.” Panel discussions will cover sacred sites and objects; family dynamics within Native American communities; Native Americans and the educational system; and contemporary issues ranging from casinos to reparations. Speakers and panel members will include educators, tribal leaders, cultural experts and others who can speak from first hand experience on the issues they will address. The conference will feature break-out sessions on topics ranging from creation stories and art, to a session on woodland survival skills. There will also be several sessions aimed at issues affecting Native Americans today, including an examination of Native American portrayals in the media, activism and Native American rights in Illinois.

Foreword
For the past five years, funding from the Ford Foundation has allowed the National Conference of State Legislatures (NCSL) to research, analyze and compile information about state legislation that deals with state-tribal issues. This year's edition will be the last as the Ford-funded project will be completed on December 31, 1995. We hope to continue this effort in future years on a limited basis. For the past four years, NCSL has participated as a host company in the Council of Energy Resource Tribes' summer tribal intern program for Native American college and graduate students. This year we were privileged to employ Melinda K. Jacquez, who is finishing her final year of law school at the University of Colorado-Boulder. Melinda holds a B.S. degree from the University of Oregon-Eugene in general science. She plans to work for her tribe, the Navajo Nation, in a natural resources position after graduation. The main project for CERT interns at NCSL has been the compilation of state-tribal legislation. This year's edition, authored by Ms. Jacquez and supervised by Jim Reed, includes three new features. The first is a description of tribal sovereignty and its significance to state governments. The second is a listing of 1995 bills that appear to affect tribal sovereignty issues. The third is a summary of legislation enacted by topic for the period 1991-1995. The remainder of the report covers the 467 bills and resolutions introduced in the 1995 state legislative sessions.

The United States has a trust responsibility for American Indian and Alaskan Natives that is deeply rooted in American history and law. The Insular areas of the United States include the territories of American Samoa, Guam and the U.S. Virginia Islands as well as the Commonwealth of the Northern Mariana Islands and the Commonwealth of Puerto Rico. In addition, the Committee oversees matters regarding the Compact relationship between the United States and the "Freely Associated States" of Palau, the Marshall Islands and the Federated States of Micronesia.
