Mission and Activities
The Indian Arts and Crafts Board, a separate agency located in the U.S. Department of the Interior, was created by Congress to promote the economic development of American Indians and Alaska Natives through the expansion of the Indian arts and crafts market. A top priority of the Board is the implementation and enforcement of the Indian Arts and Crafts Act of 1990, a truth-in-advertising law that provides criminal and civil penalties for marketing products as "Indian-made" when such products are not made by Indians, as defined by the Act.
The Board's other activities include providing professional business advice, information on the Act and related marketing issues, fundraising assistance, and promotional opportunities to Native American artists, craftspeople, and cultural organizations. As an integral part of its mission to promote contemporary Indian arts and crafts, the Board operates three regional museums, the Sioux Indian Museum, the Museum of the Plains Indian, and the Southern Plains Indian Museum. The Board also produces a consumer directory of approximately 190 Native American owned and operated arts and crafts businesses.
These activities are not duplicated in either the federal or private sector. The Indian Arts and Crafts Board is the only federal agency that is consistently and exclusively concerned with the economic benefits of Native American cultural development. The Board's policies are determined by five commissioners who are appointed by the Secretary of the Interior, and serve without compensation. The Board's activities and programs are carried out by a professional, experienced staff.

Native Americans
Western New Mexico has a history rich with Native American culture. During the 12th century, the Anasazi Indians (or "Ancient Ones") established an advanced civilization near Chaco Canyon. With more than 5,000 inhabitants, this site included 40 underground ceremonial kivas and communal living quarters with more than 600 rooms. Then, the Anasazi suddenly disappeared. The mystery has never been solved, but scientists trace the roots of today's pueblo Indians to these ancient Anasazi people. Pueblos
The word "pueblo" refers to an Indian culture that is unique to the Southwest, and not to a particular tribe. New Mexico is home to 19 pueblos, two of which are located near Grants. Though they share many common elements, each pueblo has an independent government, and its own social order and religious practices. The pueblos are further distinguished by their art, jewelry, pottery, drums, carvings and weavings. Indian Tourism
Regional trade fairs, all-Indian rodeos, public dances and feast day celebrations provide perfect opportunities to visit pueblos. Some of western New Mexico's most beautiful landscape is found on Indian lands, and opportunities for unique outdoor recreational experiences abound.

This series will enrich the themes of the exhibit through public presentations by leading scholars and Native artists who have been personally involved in and influenced by that history. The series will engage a variety of voices in examinations of ethical, historical, personal, and cultural issues that have arisen over the last decades and that are important today. Selected Tuesdays

15. NAGPRA
The first is the native american Graves Protection and having its greastest effectupon museums and collectors legislation is called the Indian arts crafts
http://www.artslaw.org/NAGPRA.HTM
The Native American Graves Protection and Repatreation Act, or NAGPRA, requires those museums that have native american human remains or objects in their collections to catolog them and publish that catolog for the various tribes to review. If a tribe believes that the items are from their tribe, and the itmes are human remains or artifacts that meet certain statutory guidelines, then they must be returned to that tribe. No compensation is paid by the tribe in return. In some situations, a museum need not comply with the law, but this law is making American Indian artifacts harder to procure. That is the major effect it is having on the private collector. Also, musuems will tend not to be in the market for artifacts as they may just have to return them to the tribes for free. In other words, be wary when, and if, you are collecting Indian artifacts and expect fluctuating prices. may have a greater effect on the artist and craftmaker community than NAGPRA. Under this Act, it is illegal to offer or display for sale or sell any product that falsely suggests it is Indian-produced, an Indian product, or a product of a particular Indian or Indian tribe or Indian arts and crafts organization. The punishment for violation can be a fine of up to $250,000 or more and imprisonment of up to 5 years or more. In order to be an "Indian" under this Act, you must be registered on the tribal rolls of a state or federally recognized tribe or be certified by a tribe or band as an Indian Artisan. Even someone who is 100% native American cannot make "Indian Art" or "Indian Products" if they are not on the rolls of a recognized tribe.
