Taxes and Spending in Nebraska Users and Uses of Major State and Local Taxes DESCRIPTION OF THE FUNCTIONAL ALLOCATION
METHOD AND ASSUMPTIONS
For purposes of showing the reader how tax dollars are used, certain decisions were made about how state and local agencies and governments should be classified by function. Other researchers might disagree with the decisions made. The functions chosen for allocating tax dollars are based upon functions the U.S. Census Bureau uses for their survey of governments. Using these categories allows state to state comparisons of spending priorities. These comparisons are also linked to this section of the presentation. Education includes the tax dollars spent by local school districts, educational service units (ESUs) and community college areas, and direct appropriations by the state to the state Department of Education, Commission on Educational Lands and Funds, as well as to the University of Nebraska system and state colleges. Only tax dollars are included in the education total. University tuition, activities fees, concessions and dorm rentals are excluded from the analysis. State aid to local governments like schools and community colleges are counted as local spending, not state spending.

System of Education in Nebraska: A General Perspective

Presently, discussion about education is focused on the relationship between cost-efficiency and scale of school districts. The predominant ideological belief is that larger scale systems produce greater efficiency in operation and management. Recent changes to the state aid formula for school districts and property tax lids have been driven by this belief system. This turn-of-the-century business model seems out-of-step with how people (young and old) construct a sense of "Self" and express that "Self" through a system of education (formal and informal) to inhabit their place in the larger human and natural community. The rhetoric that supports using industrial efficiency and scale criteria points our the deficiencies in small scale operations. Yet, research literature from 1965 to present in the areas of urban development, organizational management, school organization, farm operations, and electric utilities suggests that "efficiency" can be found in small-scale. This literature also points to the importance of economies of scope that tend to advantage small-scale. The large-scale rhetoric suggests that many deficiencies exist in small schools and communities. these deficiencies include: (1) lower income levels and an associated higher level of underemployment; (2) more difficult access to basic needs goods and services; (3) sparse resource base for public revenue to support basic infrastructure; (4) relative inequity in spending per student among districts; and (5) lack of cultural amenities.

Coleridge, Nebraska, is a modern farming community of 541 people located in the southern heart of Cedar County. Coleridge was the first depot located in the county in 1883 on the Chicago, St. Paul, Minneapolis and Omaha Railroad and was where building materials were stockpiled for the eventual construction push to Hartington. The community was named after Lord John Coleridge of England who was visiting in the United States at that time. Coleridge is located in a rich farming community and serves the basic economic and agricultural needs of area farmers and ranchers as well as for its residents. GENERAL SURGERY RESIDENCY PROGRAM

  • Department of Surgery The General Surgery Residency at the University of Nebraska is a comprehensive, five-year surgical training program leading to Board eligibility. Emphasis is placed on developing excellence in clinical surgery in an environment which also allows involvement in research and academic activities. During the five years, the resident develops expertise in continuity of care preoperatively, postoperatively, and operative techniques through a program of graduated responsibilities. Experience is gained in general, transplantation, vascular, surgical oncology, cardiothoracic, plastic and reconstructive surgery, head and neck, endocrine, traumatology, and, to a lesser degree, the other surgical subspecialties. We currently offer three positions for the complete five-year general surgery program. In addition, eight positions are available in a one- to two-year preliminary program in preparation for further training in one of the surgical subspecialties. Surgical rotations and electives in the preliminary program can be modified to provide the resident with early exposure to his or her career goal. The only postgraduate fellowship program offered is in transplantation surgery. As a result, the residents' operative experience is not eroded by competition with fellows.
