Program Profile Legislation: Section 1563 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended (20 U.S.C. 2963) (expires September 30, 1999). Purpose: To support and promote the establishment of reading motivation programs, including the distribution of inexpensive books to students in order to encourage students to learn to read. Funding History Fiscal Year Appropriation Fiscal Year Appropriation II. Program Information and Analysis Population Targeting The Inexpensive Book Distribution Program is directed at preschool, elementary, and secondary students. As a result of the National Literacy Act Amendment of 1991, the program places a selection priority, for new grantees, on children with special needssuch as low-income children, children at risk for school failure, children with disabilities, emotionally disturbed children, foster children, homeless children, migrant children, children without access to libraries, institutionalized children, incarcerated children, and children whose parents are institutionalized or incarcerated. Since the Literacy Act passed, 35 new projectsthat serve over 20,000 childrenhave been added to the 3,000 previously funded projects. The Administration's proposal for reauthorizing the Inexpensive Book Distribution Program would encourage local capacity building by limiting the number of years projects can receive funding, and give priority to new projects serving children with special needs.

A list of applicants was included in the mailing to Council members. The grant amounts requested ranged from $1,776 to $20,981. The total project costs ranged from $2,368 to $41,453. A 25% cash match is required. The projects are primarily technology related and include: Internet access, CD-ROM capabilities, fax machines, and T-1 lines. The Library Commission also received several planning grant requests. One application is for reference collection development. There is $250,000 available for this grant program. It is roughly divided as follows: $100,000 for mini grants and $150,000 for major grants. The Commission received 25 applications for mini grants and 19 applications for major grants. The total requested was $315,899.

The current outcomes for these students as a direct result of these new requirements are extremely disturbing; more ELL children are now dropping out than are graduating high school. Under the new graduation standards, ELLs are required to pass the English Language Arts (ELA) Regents an exam designed for native-born English speaking children who have been learning English language arts since elementary school. Advocates, parents and students, and teachers and school administrators raised concerns that the new policy, without major improvements in the education provided to ELLs, would result in higher dropout rates. The note was on a plain white piece of paper, with no graphic appeal. It included misspelled words and typographical errors, and got lost in the paper shuffle at home. She wasn't impressed. By the time she read it thoroughly, the deadline was past. "Notes from our PTO make it look like they don't care," she says, pointing out perhaps the most challenging aspect of PTO communication - how can you translate your PTO's enthusiasm to paper? The best PTO messages inform, persuade and inspire parents to support your goals. The worst ones will convince them not to take you seriously. Three simple rules can help your organization's messages hit home: 1 Careful Copy Counts The advice you received in English 101 is still true. Proof, proof and proof again to make sure the language of your message is technically correct. Nothing will compromise your credibility more than careless errors. Typographical errors and misspelled names make your message look sloppy. If you give the impression that you don't care, your readers will get the message loud and clear. Eliminating simple mistakes is the first step to making your messages effective.
