These are just a few issues, among many others, that affect the Innu people. Gilbert Pilot, from Mani-Utenam will be present at the Euromeeting and will be able to tell us more about the situation of the Innuat. He has been fighting for his rights and to preserve his culture for a long time. He was the spokesperson of the Coalition for Nitassinan for several years and has himself been incarcerated for having tried to stop the SM3 project. Today, he still faces a 3 years prison suspended sentence.

by Caroline Grenot Reader Due to serious health problems, the Innu delegate, Gilbert Pilot from Mani-Utenam could not come to Berlin and participate in the Innu workshop. Nevertheless, we kept to the work we had intended to do in accordance with him. Because of the absence of Gilbert Pilot in Berlin, the participants to the Innu workshop have agreed to propose their ideas and projects to Innu Nation and Innu Council of Nitassinan before making any decision. Projects and strategies should be discussed directly with these organizations and could be realized differently in each European countries, according to the action possibilities of each support group.

Understanding ecosystems: a key to managing fisheries?

Stuart Hanchet By increasing our knowledge of food webs we are learning more about the resilience of marine and freshwater ecosystems and the effects of fishing on the relationships between species. Ocean colour from the satellite-borne SeaWiFS sensor can be used to estimate the biomass of phytoplankton near the sea surface. Anyone involved in fisheries is required by the 1996 Fisheries Act to maintain the number of associated or dependent species above a level that ensures their long-term viability, and to maintain the biodiversity of the aquatic environment. In addition, it is becoming clear that the effects of fishing on ecosystems can have significant impacts on fisheries themselves. For example, over-fishing might remove too many carnivores from the top of the food chain, which can change the whole structure of the ecosystem, leading to an increase in phytoplankton and plankton-eating fish, and a decline in zooplankton. Thus, maintaining a balance between fish and mammalian predators is very important for sustaining viable marine ecosystems. As an example, disturbance of the food web is a likely cause of the non-recovery of cod stocks in eastern Canada. The fishery collapsed because of over-fishing, but predation by harp seals may be preventing the cod population from recovering. In other cases, fishing may have lead to an increase in non-commercial fish populations and this has possibly occurred on the Chatham Rise.

    • In the past, ambiguity was the name of the game for Canadian compromise. This proposal calls for a clarification of the terms (nation, province, country, state, republic, commonwealth, kingdom, etc.) to recognise nations within Canada to achieve maximum flexibility to accommodate diversity in values held by its citizens.
    • Today, Canada is supposed to be a nation with 10 provinces. However, at least 1 provincial legislature is called the national assembly, creating confusions as to whether there are nations within a nation competing with one another. If this proposal is adopted, "Canada" will cease to exist as a nation, but will be defined as an entity (country) which consists of 2 nations, 9 provinces and 2 territories as its integral elements.
    • The term "aboriginal" should be used instead of "native" to describe indigenous peoples of Canada in order to avoid conflict with native-born people of Canada. For the aboriginals, a nation within Canada having a status equivalent to other provinces will be the basis of their self-government.
    • Thus, the 1st line of the Constitution of Canada shall read the following.

Pacific News Member of Canada Geographically the island of Newfoundland is as close to the British Isles as it is to British Columbia. But, emotionally, it often feels closer to Britain. Becoming part of Canada only in 1949, the province comprises the island of Newfoundland and mainland Labrador. What the province lacks in arable land, it more than compensates for in proximity to some of the world's greatest fishing waters. The celebrated Grand Banks lie just off the coast here, providing a rich bounty both for market and table. Overfishing has recently caused some concern, but the sea continues to provide. Today, however, the bounty is just as likely to be crude oil as fish. Provincial coffers continue to fill as oil is recovered from waters known as "iceberg alley." Minerals, forest products, and hydroelectric power are mainstays in Labrador, a vast area which beckons sportsmen and tourists for a glimpse of North American wilderness unchanged from centuries ago. History Archeological finds at L'Anse-aux-Meadows show that Norsemen established a colony here about 1000 A.D., the only known Viking settlement in North America. Fishing expeditions in the waters off Newfoundland began as early as 1500 and involved the English, French, Spanish, and Portuguese. The rich fishing grounds have beenand continue to bethe single most important factor in shaping the history of the land and its people.
