The following information explains how Lions Clubs contribute to the well-being of their communities and how you can become a part of this world-wide organization. It is relatively simple to form a Lions Club. When a group of twenty or more concerned men and women have each paid a $30.00 new member fee and come together for the purpose of providing services to fulfill the needs of their community, they may apply to Lions Clubs International for a charter. The members meet in an organizational meeting to elect their officers, set the times and days for their regular meetings, establish their dues structure, and plan a charter night celebration where their charter will be presented. When the organizational meeting is completed, the newly chartered club joins the more than 44,500 Lions Clubs worldwide which make up Lions Clubs International, the world's largest service organization. Lions Clubs make their club operating decisions at the local level, and members are expected to develop ideas for service, to organize fund raising projects to meet the needs, and to work to bring the service projects to completion, and, most importantly, have fun doing it. All funds raised are returned in the form of service and charitable contributions and none can be used for personal gain or to offset Club operational costs. The Lions' motto is

who should pay? Why should anyone pay?
Mainstreaming is a fairly new term. It is the concept of integrating Physically and/or Mentally Challenged individuals into Regular Public Schools. This then is thought to benefit the education of the Handicapped Children as well as the Normal Students. The Physical or Mental Challenges could range from Wheel Chair bound youngsters in essentially vegetative states all the way to mildly hyperactive kids. In our America, we hold a very high opinion of ourselves, our children and our Nation. This is rightfully so, I would say. As Parents, should we be faced with the catastrophic ordeal of a Disabled Child, we lean heavily on Love of Freedom, Liberty and the Pursuit of Happiness for all. That is, our Child's Illness causes our entire World to be turned upside down and inside out , and we begin to repair our sanity with reliance on the Principles of our Great Nation. What else could we do? We might also ask God, "Why Me?".

CURRICULAR CONGRUENCE
At-risk learners benefit from instructional activities that are carefully planned and mutually supported by classroom teachers and learning center staff (Nelson, 1994). Unfortunately, many schools provide separate instruction in both settings. For example, in the English classroom, students may explore the theme of good and evil by reading and discussing William Golding's "Lord of the Flies," whereas in the learning center, at-risk students may complete workbook exercises and other fragmented activities unrelated to the instructional theme. Clearly, at-risk learners are more likely to be successful when classroom and learning center teachers provide them with congruent goals, resources, strategies, and skills. An important part of this classroom/learning center connection is cooperative planning time that is built into the teaching assignments of the English staff (Raywid, 1993). These professionals are scheduled weekly for 20-minute periods of teaching and for one period of mutual planning with the learning center staff. During the planning session, the key players discuss their community of learners and organize congruent activities that support effective learning.

The forgotten children
Disabled children are at the centre of a movement to improve primary education in Asia which aims to see all children going to school by the year 2000. According to this World Bank Report, the development of inclusive primary education is the best option for achieving education for all in the Asian region where school enrolment rates are still lower than 70 per cent in some countries and where most disabled children receive no schooling at all. An estimated 130 million 'forgotten' children in developing countries, the majority girls, are without any kind of basic or primary education. This 1994 report, which is based on 15 country case studies, argues that universal primary education (UPE) cannot be achieved without the inclusion of children with special educational needs in the system, and that they can be successfully and much less expensively accommodated in integrated rather than fully segregated settings. Educational be nefits for all children may also be associated with quality improvements which are inherent in providing inclusive primary education, through major changes in the way schooling is planned, implemented and evaluated.

Is There An Adequate Definition of An Adequate Education?

One of the most bizarre features of the Claremont episode has been the Supreme Court's direction to the Legislature and the Governor to come up with a definition of an "adequate" education and the responses of those two branches to the Court's directive. To begin with, the entire exercise is a sham. In Claremont II , the Court provided its own definition of an adequate education, as follows: (i) Sufficient oral and written communication skills to enable students to function in a complex and rapidly changing civilization; (ii) sufficient knowledge of economic, social, and political systems to enable the student to make informed choices; (iii) sufficient understanding of governmental processes to enable the student to understand the issues that affect his or her community, state, and nation; (iv) sufficient self knowledge and knowledge of his or her mental and physical wellness; (v) sufficient grounding in the arts to enable each student to appreciate his or her cultural and historical heritage; (vi) sufficient training or preparation for advanced training in either academic or vocational fields so as to enable each child to choose and pursue lifework intelligently; and (vii) sufficient levels of academic or vocational skills to enable public school students to compete favorably with their counterparts in surrounding states, in academics or in the job market. Despite the fact that the Court labels its definition as merely a "guideline" of as only a "benchmark", it is obvious that the legislative and executive branches may not adopt something which conflicts with the Court's definitions.

The Crotched Mountain Foster Grandparent Program provides people 60 or better with the opportunity to volunteer in their communities' schools, day cares, or rehabilitation center with children with special needs. The role of the Foster Grandparent is to be a role model providing individual attention, unhurried help and encouragement to children, one-on-one or in a group setting and at the direction of a teacher. Volunteers receive tax-free stipend, transportation, meals, insurance, monthly social interactions through in-services, trips, holiday parties. After determining the best match for the volunteer (in terms of age group and location) a successful, positive experience is also enhanced after the volunteer is placed through ongoing support by Program staff. Volunteers can help process doctor and hospital bills, prepare Medicare insurance claims, file Medicare appeals, review Medicare supplemental insurance and explore Medicaid eligibility. This is a free service and is co-sponsored by the Elliot Hospital and Catholic Medical Center. Appointments can be made with volunteers by calling the numbers above.

(Sept. 24, 2002)-A recent study cites Kentucky as a national leader in the financial support it provides families who adopt children with special needs from state foster care. The study of adoption subsidy programs by the North American Council on Adoptable Children shows that, in 2001, Kentucky paid the nation’s fourth highest basic monthly adoption subsidy. Only Connecticut, the District of Columbia, and New Hampshire paid higher basic rates for the support of adopted children. The study, entitled “Forever Families: Supports for Families of Children with Special Needs,” also shows that Kentucky ranked behind only Connecticut and Ohio in the basic subsidy amount it paid families who care for foster children. The researchers listed the adoption subsidy rates states paid for an 8-year-old child with special needs, deeming those rates to be typical. In 2001, Kentucky paid a basic adoption subsidy of $600 a month for a child that age-the same amount it would pay to support the child in foster care.
