Services to Targeted Populations With Special Needs
Goal:
To provide improved library services to targeted populations of New Jersey residents with special needs to assure that these residents have equity in access to library resources, programs and services.
Priorities for Development of Grant Programs and Statewide Services:
Priority will be given for developing grant programs and statewide services for the following targeted populations, of all ages, who are having difficulty using a library and/or who are unserved or underserved in urban and rural communities:
  • persons with disabilities (visual, physical, hearing, learning, etc.)
  • persons for whom English is not their native language
  • persons lacking literacy skills
  • persons who are unemployed
  • persons who are economically disadvantaged
Preference will be given to programs serving targeted populations who are economically disadvantaged, with the exception of programs for persons with disabilities for whom economic disadvantage will not be a criteria.
Eligible projects:
Eligible projects will promote targeted library services to people of diverse geographic, cultural and socioeconomic backgrounds, to people with disabilities, to people who are economically disadvantaged and to people with limited functional literacy or information skills.

Child Find Milltown Public Schools Seeks to Identify Potentially Disabled Preschool and School Age Students
Consistent with the New Jersey Administrative Code, Title 6A: Chapter 14, the Child Study Team for the Milltown School District (Milltown, N.J.) is seeking to identify preschool age or school age students who are in need of special education and related services, including students with disabilities attending nonpublic schools, regardless of the severity of their disabilities. In addition, the district is interested in identifying the needs of migrant and homeless children.
Any parent/ guardian or agency believing that a child may be in need of special education and related services should contact the Office of Student Support Services located at Joyce Kilmer School in the Milltown School District (Milltown, N.J.) at (732-828-4224).

To these children, seeing and relating to disabled people is an everyday norm - in fact, half of them have special needs. But when the small man with cerebral palsy standing before them turned on a video that showed him skydiving - well, that silenced the room. "Look at what I can do, and I'm handicapped. Now imagine what you can do, and how much better many of you would be at it," Paul Wichansky told about 70 students at The Park School in Prospect Park. "People will tell you all the time that you can't do something, so you have to prove them wrong." The preschoolers and kindergartners were awed at the sight of Wichansky, 31, waving to the camera at 10,000 feet. The part-time meteorologist and doctoral student paints when he's not indulging his passion for parachuting, and his oil rendition of a cherry-red sports car drew "wows" from the youngsters. "That movie was so cool. I want to jump out of an airplane when I grow up," Tyrus Lopez, 7, said of the video. Wichansky, from Freehold, also has a hearing impairment. He was told he would never walk, and he didn't until he was 7 years old. He says his mission is to take the "dis" out of "disability."

NEW JERSEY -IMMEDIATE ACTION NEEDED ON ANTI - AVERSIVE/RESTRAINT BILLS!
Help stop the abusive treatment of special needs children in NJ. - Assembly Bill #A134 - Senate Bill #S1134 (formerly A2540) gives professionals and parents the option of any teaching method without using punishment through aversives. -What are aversives? Aversives include any of the following: spraying mists in the face, ammonia inhalants, pinching, hitting, restraint for non-emergencies, corporal punishment, seclusion in spaces which are not easily accessible, withholding meals, deprivation of any of the senses, ignoring a child while they hurt themselves, verbal or mental abuse or pushing a child to the point of "severe emotional or physical distress." Examples: 1. A child has been continually "acting out" during work sessions and it has been determined that they are trying to escape working. The child is forced to continue working and a punishment is implemented for time out with arms and feet restrained for 5 minutes each time they "act out." 2. A non-verbal child is screaming when trying to communicate. Spray mists are used on their face each time they scream to let them know it is inappropriate.

  • The New Jersey Task Force on Child Abuse and Neglect serves as the statewide network and is comprised of representatives from state agencies, businesses, parent groups and community organizations. The Task Force partners with the Child Life Protection Commission to coordinate CBFRS activities including the grant award process, providing training and technical assistance to grantees and facilitating collaboration among grantees. - Since 1965, CPC Behavioral Healthcare has operated award-winning special education schools designed to meet the unique needs of emotionally disturbed and multiply disabled students. Our Elementary and Adolescent Schools are located on a beautiful, private campus in Morganville, NJ. Our accredited, private school programs offer a full-day program for students ages 5-21 who have difficulties with learning, speech and language, emotions and behavior. The High Point Elementary and Adolescent Schools serve a diverse population of students from approximately 70 different school districts in six counties of New Jersey. A team of specialists work with each student and his/her family to improve skills, set educational, pre-vocational, speech and language and clinical goals for the student. These goals may include possible full or shared-time participation in community schools or vocational programs. Admission - Local school districts refer students to High Point Schools under N.J.A.C. 6:28 - Special Education. Our schools are approved by the New Jersey Department of Education to serve students classified Emotionally or Multiply Disabled.
