Community Development Finance Brownfields Redevelopment
The cleanup and redevelopment of Brownfields sites are key components of the revitalization of many low-income communities. ORCA is working with several partners, including LISC and New Partners for Community Revitalization, to develop the New York Metro Brownfields Development Fund. Once established, this fund will offer financial institutions a new mechanism through which to invest in Brownfields redevelopment.

Leveraging Tax Credits to Promote Community and Economic Development
Tax credits can be effective tools for promoting community and economic development. Since its enactment in 1986, the Low Income Housing Tax Credit has helped finance the development of 1.3 million affordable rental homes nationally. The New Markets Tax Credit, which is targeted at businesses, also has the potential to attract equity investments to help revitalize low-income communities. ORCA is exploring the use and impact of these housing and economic development tax credits in New York State and hosting informational workshop sessions on this topic.

National Organizations Program Overview With support from the Office of Juvenile Justice and Delinquency Prevention (OJJDP) of the U.S. Department of Justice , five national organizations and state programs offer an array of law-related education (LRE) programs and activities for young people in their schools and communities. Over 1 million students and 16,000 teachers participate in the Youth for Justice program. LRE helps young people avoid delinquent behavior and develop the knowledge, skills, and attitudes of effective citizens. LRE enlivens social studies, language arts, and science courses through interactive instructional strategies. LRE enhances learning by providing opportunities for young people to participate in and take responsibility for their communities. LRE equips young people to confront challenging issues such as substance abuse, crime, and violence. New Jersey Early Childhood Program Jersey City
Jersey City's school district based early childhood initiative has expanded from an initial state-funded program for 150 children to a program serving 400 children, with the majority of resources provided from local education agency funds. The program has thrived during a period of state imposed takeover of the school district operations and budget. Organization The school district uses resources from the state Goodstarts Program and local district resources to implement prekindergarten programs in elementary school buildings. All families in the community are eligible to enroll their children in the locally funded classrooms. Two administrators share responsibility for program management, staff development for prekindergarten and primary grade staff members, and teacher evaluations. Funding A total budget of approximately $2.75 million per year includes an estimated contribution of $1.8 million from local school district resources as well as funding from federal (Even Start, Chapter 1), and state department of education programs. Services for Children The faculty-student ratio is 2 to 15 in the 3- and 2 to 18 in the 4-year-old classes. The after-school program runs from 8:00 a.m. to 5:45 p.m. and emphasizes education activities such as music, dance and drama. Jersey City has adopted a developmentally appropriate framework for classroom practice and professional development from prekindergarten through second grade, an approach which enhances continuity for young children and their families. Most children move from prekindergarten classes into kindergarten classes in the same schools, thus easing the transition for both student and their families.

NJ ASK Testing Dates

New Jersey’s new state tests for third and fourth graders are known as the New Jersey Assessment of Skills and Knowledge, or NJ ASK3 and NJ ASK4.
Commissioner Librera said the new tests respond to a need on both the state and federal levels to assess knowledge and skills of elementary and middle school students. Through the Early Literacy Initiative, the state has set a goal to have every child reading at grade level by the end of the third grade. Disciplining a child isn't easy. All children misbehave. The challenge for parents is to approach discipline as a learning experience, not simply a punishment. Most parents realize that discipline in their homes is the daily practice of preset rules...rules they've agreed on with their children...rules that encourage the development of responsible behavior at home, in school, and elsewhere.     2003 New Jersey Animal Assistance Program In a continued effort to support the human animal bond and advance the humane treatment and protection of animals, the New Jersey Animal Assistance Program provides funds to organizations that work diligently to reduce euthanasia, supply a temporary and safe haven for unwanted animals, and teach children to be kind to all living beings. Guidelines for application begin on page three of this letter, but first we offer a few observations from the field:
    • For the last few years, humane agencies have been focusing their efforts on feral cat management.  About 70 million feral or free-roaming cats are estimated to be living in this country.  Many groups, constrained by limited resources, struggle to control cat numbers with spay/neuter programs and community educational campaigns.  In contrast, wildlife agencies and advocates want domestic cats out of the environment because of their potential impact on other native wildlife species.  Both sides may argue about how to control populations, but would agree that the only way to abate the problem is to foster the human-animal bond.  Caring about animals is different than taking care of animals.  This is accomplished by educating owners on cat behavior, the importance of using pet identification, and increasing the availability of low-cost veterinary care and early spay/neuter.
      While attempting to address feline overpopulation in New Jersey, shelters have also been witnessing a disturbing trend with canines.  Many facilities have found that there are a decreasing number of dogs available for adoption.  Many of the dogs they do see and house in their shelters have such behavioral problems that they could never be placed into a new home.  Hence euthanasia for dogs has been steadily increasing.
