James A. Kocsi
District Director
New Jersey District Office

U.S. Small Business Administration
As the district director of the New Jersey SBA district office located in Newark, New Jersey, Mr. Kocsi is responsible for the delivery of SBA programs throughout the State of New Jersey. Under his direction, the New Jersey district office reached record levels in small business lending. During Fiscal Year 2002, the New Jersey district office approved 2,441 loans for $566 million to New Jersey’s small business owners. In addition, his office also achieved new records in lending to small businesses owned by minorities, women and veterans. In November 2002, the New Jersey district office received the “Administrator’s Award for Excellence” for the greatest increase in lending to emerging markets. Over the past two years, the New Jersey district office ranked 3rd of 70 district offices nationwide for loan approvals. Mr. Kocsi is responsible for directing the activities of 26 SBA employees and coordinating the efforts of SBA’s resource partners to insure that New Jersey’s small business owners grow and prosper. His duties include the administration of a business loan portfolio of $978 million, oversight of the New Jersey Small Business Development Center with eleven regional centers and the coordination of eight chapters of the Service Corps of Retired Executives, a volunteer organization that provides free business counseling. Jim joined the SBA’s New Jersey district office in 1976 as a loan officer. In 1983, he was selected for a government contracting specialist position with SBA’s New York regional office in New York City. After several promotions in the government contracting group, Jim became the Assistant Regional Administrator for Procurement Assistance in 1991. From 1993 to 1995, he served as the Area Director for SBA’s government contracting programs for the Northeastern United States. In 1995, Jim returned to the New Jersey district office as the deputy district director and served in that position until 2001 when he was named as the acting district director. In January 2003, he was appointed as the district director.

The degrees of Master of Engineering and Doctor of Philosophy are offered with concentrations in Structures, Geotechnical Engineering, and Construction Management. An undergraduate degree in engineering or related disciplines from a recognized school is a prerequisite for graduate study in civil engineering. Applicants must also have superior undergraduate scholastic records. It is required that any applicants requesting financial aid, and applicants to the Ph.D. program, provide Graduate Record Examination (GRE) scores as well as evidence of ability to carry out independent work. Examples of such evidence include a description of masters degree thesis work and/or completed work-related projects. The Civil Engineering Graduate Program is divided into three areas of concentration and one separate program:
    • Structures
    • Geotechnical/Geoenvironmental Engineering
    • Construction
Master of Science in Construction Management offers an opportunity for the technical professional and the manager to direct construction firms and projects in an effective and professional manner yet still dealing with the delicate environmental issues of today's complex market place. The program consists of nine core and three elective courses of a practical nature, including those dealing with financial, legal, and administrative aspects relevant to the construction process. Theory is integrated into realistic problems that arise within today's construction arena. The program has been designed with flexibility so that the student's interest in a special area can be satisfied.

    A Million Acres
In the center of America's most populous region lies over a million acres of forests, farms, and scenic towns the New Jersey Pinelands. The Pinelands is a patchwork of pine oak forests, tea-colored streams and rivers, spacious farms, crossroad hamlets, and small towns stretched across southern New Jersey. In the country's early years it had been a place where fortunes were made from lumber, iron and glass. But the early industries died out, and as the state's major roads bypassed the area, the "Pine Barrens" gradually became known as a remote part of New Jersey abounding in local legends like the "Jersey Devil". About 25 years ago, as the full weight of postwar urban sprawl came to bear on other parts of New Jersey, the path of Pinelands history forked again. Would the Pinelands become the locale of grandiose development projects, such as a jetport and a city of a quarter million, or would the region's value come to be based on its open spaces, natural features, and traditional lifestyles, which uncontrolled development would damage or obliterate? It took years of study and debate before the choice was made. But gradually the realization set in that the Pinelands was an environmental asset of national and international importance, deserving safeguards to divert the flow of growth from metropolitan Philadelphia, northern New Jersey, and New York. Nearby Atlantic City's casino gambling boom crystallized awareness of the need for Pinelands development controls.
