The National Board Certification process is voluntary and is open to public and private school teachers from prekindergarten through grade 12. The Early and Middle Childhood/World Languages Other than English (EMC/WLOE) certificate is designed for teachers of students ages 3-12. The Early Adolescence through Young Adulthood/World Languages Other than English (EAYA/WLOE) certificate is designed for teachers of students ages 11-18+. Status of This Certificate The National Board has developed standards for what World Languages Other than English teachers should know and be able to do. The National Board offered the World Languages Other than English certificate for the first time during the 2001-2002 school year. During the introductory year, the assessments were limited to teachers of French, German and Spanish. The National Board is committed to offering the assessment to teachers of additional languages in subsequent years. The Assessment Process The assessment is performance-based and designed to evaluate the complex knowledge and skills of teaching described in the NBPTS standards. The assessment process consists of two components: the portfolio entries and the half-day assessment center exercises. The certification decision will be based on teacher performance as judged against the NBPTS standards for accomplished practice.

  • Kentucky is implementing skills standards assessment for career/technical education. The state administered 12,000 assessments in 17 occupational areas based on industry standards. New Jersey has network meetings with schools, including day-long or half-day sessions on topics of interest to each individual school. Massachusetts implemented a 10 th grade assessment. Career/technical students showed the greatest gain from 2000-2002. The state is two years behind Kentucky in developing certificates of occupational proficiency, but they have established eight sets of competencies. New York's Board of Regents has phased out the general diploma option and implemented technical endorsement instead. Schools have to meet stringent criteria to earn the right to award technical endorsements. Mississippi is tracking and retaining quality teachers with the strong support of the legislature. An additional 28 career/technical teachers were certified this year. Maryland has implemented a quality index for career/technical education. Schools are required to eliminate 20 percent of their lowest programs.

(Note: Communications Impaired Teachers, School Nurses, School Psychologists, School Social Workers, JROTC Instructors, and non-certified Training Instructors are excluded from the minimum academic preparation requirement.)

The programs range in length from two weeks to two years and cost anywhere from hundred to thousand of dollars. Which one is right for you? It depends on your experience, knowledge and your objective. It pays to talk to people who have taken a particular program or ask local yoga teachers where they got their training and what they recommend. A good program should cover yoga philosophy and history; postures (alignment, benefits and contraindications); breathing and pranayama; meditation; anatomy and physiology; and practice teaching.     Introduction
    The issue of teacher quality has reached the forefront of the education policy debate in America. It seems that everyone has come to realize that U.S. schools cannot improve unless they attract and retain top-notch teachers, and that we will not accomplish that until teacher recruitment, training, certification, compensation, and evaluation systems are completely overhauled. Our teacher certification system in most places reflects the worst of both worlds: allowing poorly-qualified people through while keeping highly-qualified people out. On the one hand, we set low entrance standards into colleges of education and later into the teaching profession. On the other hand, we set numerous bureaucratic hurdles that discourage many of the "best and brightest" from even bothering. Gladly, reformers are awakening to the need to redesign this system. They might look to the charter school model for some instruction. There, school principals enjoy wide latitude in deciding whom to hire, retain, promote and let go, and how much to pay them. In return for this autonomy, the principal is held accountable for the school's performance. The principal has an incentive to select the best teachers he or she can find. Not surprisingly, many charter schools go beyond the pool of "certified" teachers and seek qualified candidates from outside the system.

Rubenstein, Ecology and Evolutionary Biology The Program in Teacher Preparation is an interdepartmental course of study for undergraduates composed of a unique mix of course work, seminars, colloquia, fieldwork, and practice teaching. The program, approved by the New Jersey State Department of Education, allows students to explore teaching as a career option and to become fully prepared and certified to teach successfully at the elementary or the secondary level within the regular framework of a Princeton A.B. or B.S.E. degree. Participants can earn certification in art, English, social studies, mathematics, sciences, world languages, and elementary education. The certificate that students earn upon completion of the entire program is a legal document granted by the State of New Jersey for teaching in public schools. That certificate is valid in most other states through reciprocity agreements. Independent schools, as a rule, do not require certification in order to secure a teaching position. Students may take part of the programPractice Teaching and the Senior Seminar on Educationas preparation for teaching in an independent school.     Recruiting teachers In 1985, New Jersey became the first state to create an alternative route to teacher certification for people with a bachelor’s degree but no education courses. Since then, 8,347 career-changers have received teaching certificates this way, all but eliminating teacher vacancies and out-of-field teaching in the state. "We don’t have unstaffed classrooms," observes Edward Richardson, spokesman for the New Jersey Education Association. "We have very few people teaching outside their content area expertise, which is unusual among the states. ... The provisional teacher program and some of the other certificate reforms have helped that."

    The Cook College Office of Teacher Education serves science students from all undergraduate New Brunswick Colleges majoring in biology, chemistry, physics and earth sciences...wishing to earn science and/or agriculture teaching credentials. In addition to all of the wonderful individual qualities and experiences that our leaders bring to our programs, all Global Routes leaders are at least 24 years of age, are certified in CPR and First Aid, and have extensive experience working with youth and with the relevant host culture.     Quick fix Margaret Raymond and Stephen Fletcher’s findings (“ Teach for America Research , Spring 2002) from their initial evaluation of Teach for America (TFA) are not too surprising, given the makeup of TFA recruits and the teachers with whom they are being compared. They find that TFA recruits in Houston are “at least as effective as other teachers in the district.” However, the researchers readily admit to the limits of their research, in that many of the other teachers in the Houston district have gone through quick-fix alternative certification programs. TFA recruits “are a select group of college graduates, culled from the finest universities and often performing near the top of their class,” write Raymond and Fletcher. Individuals with these qualifications are not the norm in alternative-certification recruitment. In Prince George’s County, Maryland, hairdressers and cabdrivers answered ads for teachers in 2000 and 2001. Usually, alternative routes attract those who have not thought about their career choices and are looking for something to do or are unemployed. In fact, during the recession after September 11, 2001, applications for teaching shot up in various locations across the country. Most alternative-certification applicants usually end up in the classroom because something better has not turned up. This is a far cry from the TFA recruits, with their Ivy League degrees and 3.4 GPAs. During the past decade, TFA has placed 7,000 recruits in classrooms—but only 2,000 to 3,000 of those are still in the classroom. Retention is lower than among regularly trained teachers, creating constant turnover in those schools that choose TFA recruits. This may give TFA graduates a realistic picture of the problems in education (indeed, they’re contributing to some of them, like teacher turnover in urban schools), and they may advocate for solutions as they move on to their “real” careers.

    Validation of College Degrees and Professional Preparation
    Rules of the New Jersey State Board of Education require teacher candidates to present college study completed at accredited or approved institutions. Except as indicated below, college degrees will be recognized for purposes of teacher certification in New Jersey only from colleges accredited or approved by the State Board or Department of Education or Higher Education of the state in which the college exists, and for foreign institutions of higher education which are recognized by international accreditation agencies.
    Professional preparation required for New Jersey certificates will be accepted from:
  • New Jersey colleges approved for the preparation of teachers by the New Jersey State Board of Education; and
    Out-of-state colleges approved by the state board or department of education or higher education in the state in which the college is established and approved by the New Jersey Department of Education on the basis of reciprocal agreements or individual reviews.
    Accredited two-year colleges provided:
    • i. The courses are accepted toward meeting the requirements for certification by a college approved for the preparation of teachers by the State Department of Education and such courses do appear on the official transcript of approved colleges.
