Benchmarks for the New Millennium Taos, New Mexico June 3-6, 1999 INTRODUCTION WHAT ARE THE BENCHMARKS FOR STUDENT SUCCESS IN THE TWENTY-FIRST CENTURY? Students
Children should enter school ready to learn. They should be mentally, physically and emotionally prepared for learning. Students must progress through the school system on the basis of achievement of certain benchmarks. We can no longer tolerate a state statute which allows social promotions. Holding back students must be accompanied, however, by prevention and intervention programs for students at risk of leaving the system. These expectations must be the same for every student. Emphasis will be on mastery and proficiency of the benchmarks, not social promotion. Students will demonstrate mastery and proficiency, appropriate for their age and grade, in the following basic skills and their practical application: reading spelling, mathematics, science, social studies, technology, verbal and non-verbal communication including writing and listening, and mastery and proficiency in a second language. Students should be well rounded, and therefore their education must include the arts, humanities, physical education, health education, library and research skills, and career readiness.

Michael Davis
assumed the role of State Superintendent of Public Instruction on August 1, 1997. He has been with the New Mexico State Department of Education since 1984 in various capacities including accreditation consultant and division superintendent. His areas of responsibility included school district accreditation, educator licensure, assessment and evaluation, management support and intervention, school transportation, data management, and school budget planning. Since 1991 Mr. Davis prepared the State Board of Education's annual funding request to the Legislature and served as Department liaison to the Professional Standards Commission, the Non-public Schools Commission, and the Public School Capital Outlay Council. He also served as Department liaison to the Board's standing committee on educational management. In addition, he mediated disagreements involving local boards of education, educators, and school patrons in numerous New Mexico communities, and coordinated the successful defense of a constitutional challenge to the school funding formula. Mr. Davis' experiences include service as a peace Corps volunteer and a Teacher Corps intern. He has traveled throughout Central and South America and worked as an educator and administrator in bilingual setting in the Las Cruces and Chama Valley School Districts.

    Arts Education Task Force NMA has completed an Arts Education Task Force to determine the Agency’s goals for Arts Education. The following are the recommendations made to New Mexico Arts: I. ADVOCATING FOR ARTS EDUCATION, TO DECISION MAKERS AND THE GENERAL PUBLIC Effective advocacy is needed to educate policy-makers and the public about the significant contribution that arts-based learning can be making in New Mexico's schools and communities. The arts are often considered to be an "extra" by administrators and school boards faced with an educational crisis. The critical message is that quality arts education, integrated into a student's learning program, is often the key which unlocks the opening toward the goals that educators are striving for: quality teaching, student and teacher retention, improved test scores, and enthusiastic learning. These benefits must be evidenced throughout the educational decision-making system, and the necessary resources for institutionalizing arts-based learning must be dedicated.     New Mexico Approves First Statewide Collective Bargaining Law for School Employees in U.S. in 10 Years
    Children benefit from partnership among teachers, administrators, school boards Santa Fe, New Mexico - Thanks to Gov. Bill Richardson and the New Mexico Legislature, and with the backing of the National Education Association (NEA), 30,000 school employees statewide can once again bargain collectively. The measure signed by the Governor today restores and extends statewide collective bargaining and is the first such law enacted over the past decade in the entire nation. The last law guaranteeing statewide collective bargaining for public employees was passed in 1992 - and also affected New Mexico. It expired after seven years, and attempts to renew the law were vetoed by the previous governor. This time NEA-New Mexico worked closely with Gov. Richardson, state legislators, educators across the state, and other groups to craft legislation that makes collective bargaining for all public employees permanent while ensuring greater cooperation among all stakeholders in the education system.
