STATE MAJOR PROGRAM PLANS 1999-2004 New Mexico Cooperative Extension Service State Major Program Plans reflect areas of work in specific counties and regions of the state. County Extension agents write similar county major program plans that compliment state plans and comprise team efforts in over 100 topic areas. Formation Usage Sixth Grade Reading Assessment First Grade Emergent (no./%) Competent Fluent Second Grade Retention Report Number of students recommended for retention each year: 1991-92 - 2 (One was a parent requested retention, with staff not in agreement as the child was in Special Education. Parents have chosen to home school. The other child's parent signed refusing retention, thereby accepting responsibility. This child has been expelled from Middle School twice.) 1994-95 - 2 (one 1st, one Kdg) - plus one 2nd grader whose parents "demanded" that he be retained. Attendance Statistics Monterrey Elementary School has a student population of approximately 530 students in grades K-6, with about 50% Hispanic, 46% Anglo, and 4% Negro families, 58.08% of whom were considered low income in our 1993-94 count. We have a staff of 24 regular classroom teachers, 4 Resource teachers, 1 gifted education teacher, a P.E. Coach, a Counselor, a Library Associate, a Speech and Language Pathologist plus two days a week service from another, a full time secretary, a half-time secretary, five Chapter 1 Associates, 3 Special Education Associates, and associates for three sessions of Kindergarten. Our school nurse spends one day a week with us, and we are fortunate in having a nurse's aide another day each week. An orchestra teacher works with interested fifth and sixth graders during two weekly sessions, and a band teacher comes daily to work with sixth grade band students for 30 minutes. One custodian and one Principal round out our excellent staff.

Spokane, Washington, U.S.A., July 25 to July 28, 1999 http://comm-dev.org/ COMMUNITIES IN ECONOMIC TRANSITIONMULTI-STATE CAPACITY BUILDING PROGRAMS Six states were involved in the pilot: OK, NM, CO, TX, UT, and AZ. Communities from each state were selected to be part of a two to three year effort. Both state and federal resources have been utilized to assist the communities as they consider future options to improve the local economy and quality of life. Local development plans have been drafted with goals and objectives identified. The communities are addressing topics such as tourism development, value-added agriculture, and local health care. National experts have been utilized in local and regional training programs. CET Initiative and Pilot Effort The Extension Service-USDA has adopted a national rural partnership initiative called "Communities in Economic Transition" (CET). The initiative is designed to support community-based planning for economic diversification and local-area entrepreneurship targeted at jobs, income and public revenue enhancement. The CET initiative calls for working partnerships. Citizens from non-metropolitan communities and inter-disciplinary representatives of Cooperative Extension, land grant universities and other local, state and federal agencies are involved. The challenges of rural economic diversification require consideration of individual jurisdictions along with consideration of wider trade, agricultural, socio-cultural and ecological areas and systems. For this reason, a "pilot community" may include several towns in one county, a full county, or several towns in neighboring counties.
