North Central The Sangre de Cristo Mountains dominate the North Central region of New Mexico and their imposing presence is intertwined with the many diverse cultures that flourish here. Sangre de Cristo means "blood of Christ" in Spanish, and although the name's origin is unclear, historians believe that Spanish penitentes penitente brotherhoods are devout Christians, usually of rural communities, who secretly practice their faith and aid their fellow villagers away from the formalities of the local Roman Catholic diocese.

The American Southwest is a land of paradox and mystery. Nowhere else can you experience rain dance ceremonies beneath hot-air balloons, A-bomb sites trespassing on Anasazi ruins, and slot canyons hundreds of feet high and a handspan in width feeding one of the grandest canyons in the world.
You'll see artic mountains towering above barren deserts, and modest shrines dedicated to Our Lady of Guadalupe next to gaudy cities devoted to the gods of the One-Armed Bandit.
Where else will you find cuisine so unique that legislatures have debated the relative merits of red and green chiles? Where else can you find an "old man cactus" and the oldest pine in the world, ski resorts and dude ranches, sacred sites and metropolitan malls?

Water Line (the agency newsletter) Last Modified: 3/16/2000 New Mexico Regions Plan for Their Water I n New Mexico's sixteen water-planning regions ( see Map ), planners are working to answer the five questions posed by the Interstate Stream Commission:
  • What is the supply?
  • What is the demand?
  • What are the alternatives to balance demand and supply?
  • What are the advantages and disadvantages of each alternative?
  • Which one will you use? The legislature mandated a grass-roots regional-water-planning process, and the ISC encourages planners to air all five questions in public forums from the beginning of the process to the end.
    Legislative Support
    The legislature created New Mexico's regional-water-planning initiative in 1987. The 1998 legislature appropriated $1,750,000 of severance tax bond funds to the State Engineer for regional water planning, providing the program with substantial resources for the first time. A Memorandum of Understanding between the State Engineer and the Interstate Stream Commission divided the appropriation among regional water planning ($800,000), tribal participation ($100,000), a contingency fund ($100,000), and preparation of a framework state water plan ($750,000). The ISC then issued a request for proposals for regional water plans in 1998. Fourteen of the sixteen regions responded with requests for nearly $3 million; a total of $833,000 was awarded to seven regions (

Nobody knows for sure why the Anasazi disappeared in 1300 CE , leaving behind an architectural legacy of large communal dwellings erected on cliff ledges and atop mesas. Maybe it was crop-decimating climactic change that forced them from an stable agricultural existence into an uncertain nomadic lifestyle. Maybe it was conflict with outsiders such as the Navajo, or internal strife. Or maybe the Anasazi were snatched by space aliens. This is New Mexico, after all, where a flying saucer crash-landed in 1947 near Roswell , disgorging a fatally injured, bulb-headed greenie who was subsequently dissected by military coroners. Of course US government representatives now claim that the spaceship was a high-altitude weather balloon, but such propaganda has been discredited through the dogged investigative efforts of the state's mammoth alien-exploitation industry... New Mexico: it's a mysterious, disquieting place whether it is space invaders, rabid conspiracy theorists hocking glow-in-the-dark trinkets, or the fact that 25% of the population is employed by the government which unnerves you the most.
