The OESS is the primary State office involved in New Mexico’s Homeland Security efforts OESS carries out homeland security functions and requirements as outlined by the Governor’s Homeland Security Advisor. Secretary English created within DPS the Office of Emergency Services and Security (OESS) and provided concrete elements and a timeline for development of the state’s homeland security strategic plan. Recent Significant Accomplishments: q F unctionally reorganized previous Office of Emergency Management to include Homeland Security functions. q Established a full time EOC Section to ensure readiness of State EOC. q Established a Grants and finance section to consolidate grant management and OESS financial functions. q Conducted two emergency response exercises to meet requirements of legislative memorials.

New Mexico Receives $1.7 Million in Federal Aid for December Storm Denton, Texas April 22, 1998 The Federal Emergency Management Agency (FEMA) has sent more than $1,700,000 to New Mexico to help cover the December storm damage, according to R. L. "Buddy" Young, FEMA Region VI Director. "We know the storms were costly to the people of New Mexico and we are proud that we can be a part of this recovery," he added. "The citizens of our State, the cities and the counties, the emergency responders, the utility personnel, and the State agencies each did a good job battling this unusual storm. When we assessed the cost of our operations, we saw that it had overwhelmed our already over-stretched budgets," commented Ernesto Rodriguez, Director of the New Mexico Emergency Management Bureau. "We were glad FEMA came to help us." The counties of Chaves, De Baca, Eddy, Guadalupe, Lincoln, Mora, Quay, Roosevelt, Torrance, and Union were declared eligible for disaster assistance.

FEMA Awards $920,000 To New Mexico For State And Local Emergency Preparedness

Denton, TX Joe M. Allbaugh, Director of the Federal Emergency Management Agency (FEMA), today announced FEMA will grant $900,000 to New Mexico for state and local responders and emergency management to become better prepared to respond to acts of terrorism and other emergencies and disasters. The funds are being provided through the fiscal year 2002 supplemental appropriation as part of President Bush's First Responder Initiative. "This grant will give New Mexico and its local communities a down payment on plans to modernize and strengthen preparedness statewide," Allbaugh said. "This is critical to supporting first responders and preparing New Mexico for all kinds of disasters." Of the $920,000 awarded to New Mexico, $633,000 will be provided for updating state and local plans and procedures to respond to all hazards, with a focus on weapons of mass destruction. The updated plans will help address a common incident command system, mutual aid agreements, equipment and training standards, interoperability protocols, critical infrastructure protection, and continuity of operations for state and local governments. At least 75 percent of the grant amount is required to go to local governments. The funds will assist local governments develop comprehensive plans, linked through mutual aid agreements, outlining the specific roles for all first responders (fire service, law enforcement, emergency medical service, public works, etc.) in responding to terrorist incidents and other disasters.

Region Representatives are elected to the Board of Directors for a period of two years. With support from the Traffic Safety Bureau of the New Mexico State Highway and Transportation Department, JEC presented its Community Outreach Seminar in September of 2002 for eleven communities in New Mexico. The focus of this seminar was to encourage communities to develop and implement a program on the consequences of drinking and driving. Each team came up with an action plan to implement in their community. We are excited to give you the first report from a community that has been able to bring their plan to fruition.
