BOARD OF GOVERNORS
The regional governing board oversees the activities of the LAB and is involved in program planning, priority setting, and evaluation. The board's diligence and engagement have enabled the LAB to pursue a mission consistent with regional needs and our commitment to educational excellence and equity. The board's membership represents all nine states and territories in the region and includes all the chief state school officials in the region. The board represents a cross-section of education interests, including economically disadvantaged urban and rural areas. The board membership includes teachers, school administrators, parents, faculty and staff from institutions of higher education, educational researchers, and members of state and local boards of education.

    Background on the Development of the Code
  • Statement of Purpose The Code of Ethics is a public statement by educators that sets clear expectations and principles to guide practice and inspire professional excellence. Educators believe a commonly held set of principles can assist in the individual exercise of professional judgment. This Code speaks to the core values of the profession. "Educator" as used throughout means all educators serving New York schools in positions requiring a certificate, including classroom teachers, school leaders and pupil personnel service providers. Principle 1: Educators nurture the intellectual, physical, emotional, social, and civic potential of each student. Educators promote growth in all students through the integration of intellectual, physical, emotional, social and civic learning. They respect the inherent dignity and worth of each individual. Educators help students to value their own identity, learn more about their cultural heritage, and practice social and civic responsibilities. They help students to reflect on their own learning and connect it to their life experience. I want to congratulate the New York Urban League and its president, Darwin Davis.  For over a year now, I’ve proudly worn the Urban League pin on my lapel every day.  The pin’s message about marrying equality and the Big Apple is I think what New York is all about—and what I was elected to enhance.  The League has a long and proud tradition of service, especially in the area of education.  And I look forward to continuing to work with the League on behalf of New York City’s children, and our children’s’ parents. And you should know, at a national level, last night I had dinner with U.S. Education Secretary Rod Paige. I thanked him for President Bush’s recent proposal to increase Federal investment to help schools serving our neediest children and meet high academic standards. I also had dinner last night, and I wanted to welcome here this morning, State Education Commissioner Rick Mills to our city, welcome Rick. I know you all share with me our appreciation to him for his leadership in this State.

His Eminence, Edward Cardinal Egan was born on April 2, 1932, in Oak Park, Illinois, the son of Thomas J. and Genevieve Costello Egan.
Having earned a Bachelor’s degree in Philosophy from Saint Mary of the Lake Seminary in Mundelein, Illinois, he was sent to Rome to complete his seminary studies at the Pontifical North American College in Vatican City where he was ordained on December 15, 1957. In 1958, he received a Licentiate in Sacred Theology from the Pontifical Gregorian University. After ordination, he returned to the United States in 1958, where he served briefly as a curate at Holy Name Cathedral Parish and later as assistant chancellor for the Archdiocese of Chicago and secretary to His Eminence, Albert Cardinal Meyer.
In 1971 Cardinal Egan returned to Rome as a judge of the Tribunal of the Sacred Roman Rota, a position he held until his episcopal consecration in May of 1985. While in Rome, he was as well a professor of Canon Law at the Pontifical Gregorian University; a professor of Civil and Criminal Procedure at the Studium Rotale, the law school of the Rota; a commissioner of the Congregation for the Sacraments and Divine Worship; a consultor of the Congregation for the Clergy; and in 1982 one of six canonists who reviewed the new Code of Canon Law with His Holiness, Pope John Paul II, before its promulgation in 1983.
Cardinal Egan was consecrated a bishop on May 22, 1985, in the Basilica of Saints John and Paul in Rome by His Eminence, Bernadin Cardinal Gantin, Prefect of the Sacred Congregation for Bishops, with His Eminence, John Cardinal O’Connor, Archbishop of New York, and His Excellency, the Most Reverend John R. Keating, Bishop of Arlington, as co-consecrators.

For over 21 years the Federation has represented the recreational fishing community and continues to be actively involved with the issues that face you, the recreational angler, here in New York. We stand in the forefront and our involvement in fisheries management is second to none, but it doesn’t stop there. Fishing access, habitat enhancement, education, protection of our marine environment are dealt with every day through the dedication of our Directors and Executive Director. We do not hold fancy banquets or fund raisers to get your support, our track record does that for us. Our support comes from people, like you, who see the efforts and accomplishments the Federation produces, convincing them to become members. The Federation is well represented on many levels of the process. We currently sit on fourteen fisheries management boards at ASMFC, are members of MAFMC Advisory panels, South Shore Estuary Reserve Council, LI Sound Estuary Program CAC, Marine Resources Advisory Council, State and County Parks advisory panels. The list keeps going, but you get the idea. With each day another issue surfaces and the Federation is there. Our voice stands loud and clear and we will continue to be heard.

Painting Contest Award Ceremony On February 3, the Taipei Theater hosted students, parents, teachers, and Education Department and School Board officials who came from all parts of New York for the Eighth Annual Statewide Chinese New Year Painting Contest.
Co-sponsored by the Chinese Information and Culture Center (CICC), the Asian Languages Bilingual Education Technical Assistance Center (ALBETAC), and the Boards of Education of the City and State of New York, this event celebrates art and bilingual education, and fosters cross-cultural exchange. The ceremony featured a wide range of speeches, interactive demonstrations, music and dance performances, and, of course, awards presentations to the students whose work was most emblematic of the Year of the Dragon, this year's theme.
After opening remarks by Dr. Pu-Folkes, director of ALBETAC, who praised the event as being an exemplary collaboration of private sector organizations and public agencies, Dr. Yu Yuh-chao, director of the CICC, shared his personal vision of the symbolic meanings of the dragon. He singled out several of the dragon's qualities that could be particularly inspiration to the young students in the audience: power, perseverance, peace, progress, and prosperity-all defining attributes of the most auspicious animal of the zodiac. Dr. Sharon Dunn, senior assistant for the arts of the Board of Education of the City of New York, also praised the value of imagination, creativity, and the arts. An important proponent of arts education in New York City, she helped conceive Project ARTS, a multifaceted program dedicated to promoting artistic creativity, that will feature the winning paintings in this year's contest on its Web site, www.nycenet.edu/projectarts.

Under pressure by then-Gov. Ronald Reagan, the UC Board of Regents fired Kerr in 1967. He went on to lead the influential Carnegie Commission on Higher Education from 1967-1973, and then its successor the Carnegie Council on Policy Issues in Higher Education until 1979. Combined, the Commission and the Council produced over 150 seminal reports and books on the condition and future of higher education. Kerr remains the most internationally renowned observer on the role of higher education in society. See below for a selected list of his publications.

AAAS' Project 2061 Receives Grant from Carnegie Corporation of New York to Rate Science and Math Textbooks

Benchmarks for Science Literacy National Science Education Standards, Curriculum and Evaluation Standards for School Mathematics . The Carnegie Corporation of New York , a champion of education and peace initiatives, is providing start-up funding for the database with a one-year grant of nearly $600,000. The database, created to be used by teachers, curriculum supervisors, school boards, state education administrators, text selection committees, university faculty, and parents, will be available in print form and through the Internet in late 1998. "There is ample evidence that too few young people emerge from the school systems of this country well educated in science, mathematics, and technology," stated Project 2061 director Dr. George Nelson. "While there are many reasons for this, the instructional materials used in the schools are a substantial part of the problem. Publishers and curriculum materials developers are eager to claim that their materials meet benchmarks and standards, but we are finding that few such claims stand up to careful scrutiny."

National Coalition on Asia and International Studies in the Schools
The National Coalition on Asia and International Education in the schools is a broad-based, informal coalition of leadership groups that share a deep interest in promoting the close ties between international affairs, cross-cultural understanding, economic development and education reform. The coalition, which is co-chaired by former governors James B. Hunt Jr. of North Carolina and John Engler of Michigan, includes executives of national education associations, business leaders, policymakers, scholars, and heads of media organizations. The goals of the coalition are to:
  • raise awareness, stimulate new and supportive policies, build stronger networks of educators, and increase the supply of effective and sustainable educational programs about Asia and other world regions.
The States Institute on International Education in the Schools is the first major project of the National Coalition.

Includes research, examples, and other resources for students, educators, administrators, and concerned community members who support validating student voice in school decision-making by including students on school boards. Introduction STUDENT participation on boards of education is a small part of a much larger movement towards meaningful student involvement throughout education. Since the 1960s this effort has waxed and waned, according to the will of school officials and the sincere interest of students involved. Today that tide is turning, and students across the US are calling for deepened engagement in the decision-making that affects them on all levels - in the classroom, in the auditorium, and in the boardroom. In Washington state the Seattle Young People's Project is calling for two students - one male, one female - to be elected to the school board through popular vote among students. These students would ideally represent the diversity and power of young people throughout the district. The Washington State Resource Guide is being created to support the work of these young people in their struggle, as well as the adults who ultimately choose the fate of student voice on the school board.

The Great Lakes Collaborative
What is the Great Lakes Collaborative?
The Great Lakes Collaborative is part of a national effort to improve student achievement in mathematics and science instruction in grades pre-K through 9 utilizing multiple telecommunications technologies. It provides an instructional support system for teachers making it easy for them to gain access to a full spectrum of world-wide innovative classroom resources. Additionally, educators gain access to an interactive network to exchange ideas and to maximize effective uses of the resources. Funded as one of six national Star Schools projects by the U.S. Department of Education, three states - Michigan, New York and Pennsylvania - are participating in the Great Lakes Collaborative through their State Boards of Education. There are also nine partners from state and national telecommunication and education organizations adding their expertise and experience to the Collaborative.
Mission
The Great Lakes St. Lawrence Seaway Telecommunications Collaborative is an instructional support system designed to help teachers and students improve learning and meet future challenges by providing access to a full spectrum of innovative world-wide resources through the use of multiple telecommunication technologies.
