California on Front Lines Concerning Charter School Bargaining
New legislation approved in October by Governor Gray Davis threatens the way charter schools have been conducting business in California. After their legislative proposal to require collective bargaining in charter schools failed, California teacher unions successfully lobbied for Assembly Bill 631, a compromise almost as egregious. A.B. 631 affects new and existing charter schools. Before new applications to operate as a charter school will be approved, the charter board must decide whether 1) to be an independent public employer, or 2) to be subject to the district's collective bargaining negotiations with the incumbent employee unions. With well over 250,000 members, the teacher union likely to capture the most additional members will be the California Teachers Association the NEA affiliate.

    Deadline: June 28, 2002 President Bush announced the Presidential Freedom Scholarships on April 25, 2002. The program updates the President's Student Service Scholarships, which have been awarded to more than 20,000 high school students over the last five years. The Freedom Scholarships will award $1,000 to high school juniors and seniors who demonstrate commitment to responsible citizenship through service. Students must have served at least 100 hours over the past 12 months and must also submit a brief essay on the meaning and significance of their service in light of the events of September 11, 2001. The President said the Scholarships "help us recognize the deep commitment of our young people and encourage them to sustain that passion and dedication through their lifetimes."     As a member of the U.S. Department of Education's Partnership for Family Involvement in Education , McDonald's restaurants in the New York tri-state area support the initiative's mission to increase opportunities for families to be more involved in their children's learning at school and at home and to use family, school, and community partnerships to strengthen schools and improve student achievement. Through the McDonald's Together In Education grant program, McDonald's restaurant owners in the tri-state region are making $50,000 in grants available to fund programs or activities such as Family Science Nights and Family Book Sharing Clubs that "tie" parents back to the schools and help increase family participation in education. Teachers throughout the New York tri-state area (New York, New Jersey, and Connecticut) are eligible to apply. Expanding on the success of last year's program, members of Parent Teacher Associations (PTAs) or Parent Teacher Organizations (PTOs) are also eligible to apply for matching grants to fund their own parent involvement activities. The project must be designed to include the families/parents of one class, grade, or school. Grant request amounts can range from $500 to $2,500.     PTA's role for all children
    In your June 4 editorial "Rethinking Parent-Teacher Ties," you questioned the relevance of PTA to parents and children, suggested that the National PTA's request for a $1 dues increase was too much, and reported that many parents and PTAs are considering converting to PTOs (parent-teacher-organizations). National PTA has been advocating for the health, welfare, and education of all of America's children for more than 100 years. PTA lobbyists in our nation's capital work closely with elected officials to develop and support legislation to improve the lives of children. My state PTA organization is also a major force in passing effective legislation. Recent laws include a graduated drivers license for teens, stricter traffic penalties in school zones, and pesticide-use notification to schools and communities. Our full-time lobbyist is currently working very hard to help us pass anti-bullying legislation. People looking toward PTOs and away from PTA often do not understand the global need to advocatefor children beyond their communities, or realize that for a small fee ($7 to $10 in our state) each year, they can help affect positive change for children through PTA's parent-involvement and legislative programs. That's not too much to ask, when you consider that the future of our nation will soon be in their hands.

    Rush-Henrietta Supports Partnership Policy With Leadership and Action In 1997, the Rush-Henrietta Central School District in New York issued a policy statement supporting school, family, and community partnerships: The Board of Education believes that positive parental involvement is essential to student achievement, and . . . directs the Superintendent of Schools to develop a home-school communications program in an effort to encourage all forms of parental involvement. . . To help enact the policy, Rush-Henrietta joined the National Network of Partnership Schools. Starting with three schools this year, the district will continue to add schools over the next two years until all nine schools in the district are members of the Network. Part-time District Facilitator for School, Family, and Community Partnerships, Kay Lyons, works with participating schools’ Action Teams to develop quality programs of partnership that focus on student success. Jacob McLain, a private in the Confederate Army, has come to Gettysburg "all fired up" for the showdown that would become the defining moment of the Civil War. It is Jacob's unlikely friendship with Lemuel that puts both boys in harm's way. Along with exposing conflicts between patriotism and pacifism, the play reveals to audiences the burden of families torn apart by differing beliefs.
