in the Robert F. Wagner Graduate School of Public Service at New
York University, where he served as chair of the program in urban planning. Everyone now recognizes that New York City’s public schools, with too few exceptions, are not educating New York City’s children. Some argue that the problem is money, or more accurately, the lack of money. They contend that if only the Board of Education received considerably more money than it now gets, the system, as it is presently constituted, would be able to accomplish its mission. The resource issue has been highlighted by the recent court decision in the Fiscal Equity case.

Introduction
This page covers the basic requirements and procedures to follow in applying for a license as a pharmacist in New York State. Article 137 of the New York State Education Law is both a title and a practice law. This means that you must be licensed not only to use the title "Pharmacist" in New York but also to practice pharmacy.
General Requirements
To be licensed as a pharmacist in New York State you must:
  • be of good moral character be at least 21 years of age meet education, examination, and experience requirements be a United States citizen or alien lawfully admitted for permanent residence in the United States
You must file an application for licensure in addition to the other forms indicated. If you have been known by any other name(s), please include this information on the application. Submit all appropriate forms, along with the required fee, to the Division of Professional Licensing Services (DPLS) of the New York State Education Department. It is your responsibility to follow up with anyone you have asked to send us material. The specific requirements for licensure are contained in Article 137 opforms@mail.nysed.gov

Venture capitalists are still on the lookout for opportunities to invest in education. The good news for entrepreneurs trying to crack the education market emerged from a survey of more than 40 venture capital firms nationwide. "There are more targeted investment funds" for education, said Jeffrey A. Fromm, the president of KNOWLEDGEQUEST Ventures LLC, a New York City consulting firm that conducted the survey. Precollegiate education ranks low, however, among investors' specific areas of interest. The findings from the second annual survey were released here at the fourth annual Education Industry Finance and Investment Institute. The Sept. 16-17 meeting, organized by Fulcrum Information Services Inc., brought together entrepreneurs, investment analysts, venture capitalists, and others interested in education-related businesses. Venture capital firms provide crucial early funding to business start-ups, then take a profit when a company is sold or begins selling stock to the public. Among the education management organizations that have had significant venture capital investments are Edison Schools Inc. (formerly the Edison Project), a New York City company that manages charter schools and traditional public schools, and Advantage Schools Inc., a Boston company that manages charter schools.

STRUCTURE AND GOALS
HISTORY OF BUREAU
This year we celebrate the 42nd year of operation of the Mathematics Speakers Bureau. At its annual meeting in April, 1958, the Metropolitan New York Section of the Mathematical Association of America approved the formation of the Mathematics Speakers Bureau. The original charge of the bureau was to assist secondary school and college staffs in motivating able students towards careers in mathematics. In 1983 the Actuaries Club of New York and the New York Area Chapter of The American Statistical Association joined the Metro New York Section of the MAA as co-sponsors of the Bureau.
DIRECTOR
Currently the Bureau is directed by Dan King , Professor of Mathematics at Sarah Lawrence College and Secretary of the MetroNY Section of the MAA, who welcomes questions, comments and suggestions as to ways to make the Bureau a more valued resource for the greater metropolitan New York community.

Both general and specialized education have assumed greater importance for personal development; for the civic, social, and economic strength of the nation; and for the search for solutions to global problems facing humankind. The nation's future depends on the priority given to the development of new knowledge and to investments in human capital. For individuals, the benefits of education are increasingly positive, since opportunities to acquire satisfying jobs and a decent standard of living are requiring higher levels of formal education. Building on its history and past programs in the field, Carnegie Corporation will dedicate a major part of its grant funds over the next few years to education reform, specifically urban high school redesign, with an emphasis on adolescent literacy and the preparation of teachers who are on the front lines of that reform

Carnegie Corporation does not make grants for construction or maintenance of facilities or endowments. The Corporation does not generally make grants to individuals except through the Carnegie Scholars Program, that supports the work of select scholars and experts conducting research in the foundation's fields of interest.
In addition to these general restrictions, there are, other than those indicated in the program statement, specific criteria for the acceptance of proposals pertaining to three of the program areas. Education: The foundation does not review requests from individual preschools, elementary schools, middle schools or junior high schools or high schools.

Deadlines
NYSCA has one annual registration deadline, March 1 or the first business day in March. On or before that date, all applicants must register their grant requests. The annual registration period opens the first week in January of each year. March 3, 2003 is the registration deadline for submission of grant requests for support of projects that will take place during a 12-month period starting no earlier than July 1, 2003 and ending no later than December 31, 2004. March 21, May 1, July 1 and September 2, 2003 are application deadlines when project narratives, budgets and support materials are due. Certain categories are available for review only once a year, as noted in the individual Program guidelines. Many categories have multiple deadlines, offering a review schedule that aligns more closely with the applicant's 12-month activity period.
Funding Criteria
New York State statute outlines seven criteria which staff, panels and Council members use to consider grant applications. These agency-wide funding criteria appear in each Program section and have been expanded to reflect the distinct aspects of each artistic field. Applicants are encouraged to address the following evaluative criteria in their application narratives and budgets.
  • Artistic and programmatic quality of your program or activity
  • Relationship of proposed activities to your organization's mission
  • Managerial and fiscal competence, including the capability of your organization to carry out the proposed activities
