Provided by the New York State Library, NOVEL Databases is an electronic database access project that enables libraries across New York State to give their communities online access to the full text of hundreds of journals, newspapers and other references. Launched as the EmpireLink Project in January 1999 with the goal of assuring that libraries throughout the State can provide electronic access to state-of-the-art data and research materials, the project has received enthusiastic endorsement across the State. The NOVEL Databases project provides a foundation for the New York Online Virtual Electronic Library (NOVEL), providing access to high-quality, reliable digital information. Currently, the project is funded through a Library Services and Technology Act (LSTA) grant to the New York State Library by the Federal Institute of Museum and Library Services (IMLS). Because Federal funding may not be available to continue funding the online databases offered through the project, $14 million is proposed as part of

FOR MORE INFORMATION ABOUT ERIC, CONTACT ACCESS ERIC 1-800-LET-ERIC Nearly one third of the total student population in New York City schools are immigrants, and the proportion is rising steadily. This digest presents an overview of all the factors that influence the education of immigrant children, concentrating on the students' needs, aspirations, and attainment, and on the public policies directed at them.
DEMOGRAPHICS
The number of immigrants recently flocking to New York City has been massive. Between 1980 and 1990 about one million people from over 160 countries moved to the City. Now, over one-third of the City's population is comprised of immigrants (New York City Department of Planning, 1992). For the purpose of securing aid, the City Board of Education takes an annual Federal Emergency Immigrant Education Census, counting children attending a school for three years or less whose total immigrant enrollment is at least three percent of its total enrollment. In the 1995-96 school year, the Census identified nearly 135,000 students-almost four times the number counted only five years before (Board of Education of the City of New York, 1996). These students represent only a portion of the total number of immigrants in New York City schools. In fact, using statistics from the 1990 U.S. Census of the Population, it is estimated that about 320,000 immigrant children attended City schools in 1995-96.

Field Office Highlights - New York The New York Field Office Community Outreach Program (NYO COP) was involved in several community programs during 1999 including appearances at Community and Senior Citizen Centers throughout New York's five boroughs, Long Island, and Westchester. Career seminars, health and safety events, street and community fairs, and individual precinct Community Councils were also visited. In addition, the NYO COP was represented at each of New York's five boroughs during National Night Out on August 3, 1999. This year's event will be held on August 1, 2000, and the New York Office will be fully represented.
Youth Programs
Once again this past year, tours of the New York Office were conducted for various youth groups including Boy Scouts, Explorers, and high school classes. The demonstration of how the New York Office Operations Center works during emergencies (such as the TWA Flight 800 crash and the terrorist bombing of the World Trade Center) proved to be the highlight of the tours.
FBI programs were presented to youngsters through liaison with organizations such as Big Brothers and Big Sisters and Walks of Life. Walks of Life, which is run by the Greater New York Hospital Foundation, places an emphasis on introducing youngsters to the workplace early in their lives. This program has been proven to have a great impact on children who, at this point in their lives, are wavering between a productive lifestyle and that which is dangerous and unproductive.
