Speech to the New York State Board of Regents, February 2000 Good morning - Chancellor Hayden, honorable members of the Board Regents, Commissioner Mills and guests. Thank you for the opportunity to discuss a few of the recommendations that the Governor's Task Force on School Violence has suggested for implementation. Before I begin, I would like to applaud all of you for your commitment to the youth of our state. This past year has been a challenge for all those involved in the education of our most precious resource, our children. New York's students are faced with an even greater challenge. Their challenge is twofold. First, they must work hard to meet the standards. Second, they must learn in an atmosphere that has been clouded by fear. This is unacceptable, but together we can make a difference. Over the last several years, we have seen horrific acts of violence occurring in schools across our country. Fortunately, New York's schools have not had an incident that mirrors Columbine High. By and large our schools are safe. However, we must take steps today to ensure a safer tomorrow for our students. Indeed, we can take steps to reduce the potential for violence in our schools and ensure that members of our school community are prepared to address problems before they result in a tragedy.

Master's Degree Programs- Starting Summer 2003!!

The Department of Teaching and Learning announces 10 new 14-month full-time master's degree programs in teacher education to accelerate your preparation as a certified teacher. Especially designed for recent college graduates and career changers, we now offer our top-ranked master's degree programs leading to initial teacher certification in a new accelerated format that allows you to complete your degree in four consecutive semesters, including summers, of full-time study.
The programs that are currently offering a FAST TRACK option are:

Division of Education
The Division of Education focuses on the post-baccalaureate preparation of pre-service and in-service teachers. Along with other graduate education programs in New York state, it was required to apply for recertification from the New York State Education Department (NYSED) by April 2001. Binghamton University offers only graduate degrees in education. Pre-service programs (for students who do not have an undergraduate degree in education or initial certification to teach) are offered in Childhood Education, Inclusive Childhood Education and Adolescence Education in biology, chemistry, earth science, English, mathematics, physics and social studies. In-service programs (for students who already have an undergraduate degree in education and provisional certification or a certificate of qualification to teach) are also offered in Adolescence Education and Childhood Education

Each year, the NYC Teaching Fellows looks for talented individuals who have excelled in their previous endeavors and are dedicated to raising student achievement in high-need communities. However, in order to comply with regulations set forth by the New York State Education Department and our participating colleges and universities, prospective Teaching Fellows must also meet the following eligibility requirements. (Please note that neither previous coursework in education nor prior teaching experience is required.) In order to be eligible for the program, applicants must:
  • Have a Bachelor's degree by June 2003 (International degrees must be conferred by a country whose accreditation is recognized by the U.S. Also see Note 1
  • Have a minimum overall GPA of 3.00 (see Note 1)
  • Be a U.S. citizen, or a permanent resident with a valid Green Card
  • Speak English fluently
Additionally, applicants must NOT:
  • Have completed an undergraduate- or graduate-level teacher education program (see Note 2)
  • Hold a current or expired New York State teaching certificate (see Note 2)
  • Hold other permanent or provisional teacher certification or a New York State temporary license (including a current teaching certificate or a PPT, although occasional per-diem certificates are allowed). Applicants are not eligible if they were issued a PPT temporary license after August 31, 2000. If you have a current PPT license, but have not worked under it for the 2000-2001 or 2001-2002 school years, you are still eligible to apply.

    Timothy Glander, Director The Center for Teacher Education coordinates the teacher preparation programs at the College and is the central source of information related to the preparation of teachers and the various state requirements for certification. The center promotes faculty development by holding seminars, workshops, and conferences for current teachers, acts as the fulcrum for new program initiatives in teacher preparation, administers externally funded grant programs, and provides instruction in education courses required of students in teacher education programs, as well as elective courses in education.
    Certification Programs
    Ithaca College provides programs that lead to provisional or initial and permanent or professional New York State teaching certification in a variety of disciplines. All teacher education programs are registered with the New York State Education Department. Information about certification requirements in other states is available in the Center for Teacher Education and in the Office of Career Services. New York State has reciprocal teaching certification agreements with numerous other states. Information about reciprocity is on file in the Center for Teacher Education. We encourage students interested in pursuing teaching as a profession to discuss options with the director of the Center for Teacher Education or with the appropriate department chair or teaching option coordinator in their school.

    If interested in teaching in another state, please stop by the Center for Teacher Education for information. Procedures vary, but each state has an application process. Fingerprinting Information
    Effective immediately, it is no longer necessary to submit a green DCJS card with the fingerprint application. Instead, applicants should be submitting two (2) blue FBI cards with each application. The FBI cards must be completely filled out in accordance with the sample FBI card included in each fingerprint packet. In order to submit the scanned fingerprints electronically, OSPRA is required to enter data on all of the fields identified on the sample card. Failure to properly complete the card will result in a rejection of the application. New fingerprint packets are available in the Center for Teacher Education and the Office of Public Safety. If you have an older fingerprint packet (with one blue card and one green card), please pick up a new packet.

    Program Summary
    I. Program in Spanish, Mathematics and Science.
    Scholars participate in an intensive full-time 7-week summer program for TOP Scholars in their subject area that begins in June 2003 and ends in early August 2003. During the summer program, scholars participate in specially-designed courses on CUNY campuses and also get practical experience in New York City schools, working with students. Scholars get advisement and assistance in finding teaching positions with the New York City Public Schools beginning in September 2003. Scholars who successfully complete the summer program receive a stipend of $3,000 and earn between six and twelve credits toward their master's degree. Tuition is waived. In order to remain in the program, Scholars must pass two New York State Teacher Certification Examinations before September 2003: the Liberal Arts and Science Test (LAST) and the appropriate Content Specialty Test (CST) in the subject they will be teaching. The college where they are enrolled will then recommend them to New York State for alternative certification. During the 2003-2004 school year, Scholars teach full time in New York City schools and take courses at CUNY after school toward their master's degree. Scholars are paid the appropriate teacher salary by the New York City Department of Education. Scholars also receive mentoring from an experienced teacher at their school. At the end of the school year, Scholars earn an AmeriCorps Education Award worth $4,725 that can be used to pay their CUNY tuition and fees. Unused parts of the award can be used to pay off student loans or saved for future education expenses.
