History of Private Higher Education
History
Private higher education in North Carolina has a long history and traces its beginnings to 1772 and the founding of Salem College , one of the earliest colleges for women in the United States. Louisburg College , which was chartered in 1787, is our second oldest institution of private higher education. The decade of the 1830s witnessed a flourishing of private colleges in North Carolina Wake Forest in 1834 and Davidson College and Guilford College in 1837, while both Duke University and Greensboro College trace their beginnings to 1838. These schools were founded by private citizens determined to spread the benefits of higher education to North Carolina. Twenty of our current private colleges or their predecessors were operating in the state by 1877. GO to top
Today North Carolina has the following 36 independently controlled colleges and universities accredited by the Southern Association of Colleges and Schools. These institutions are affiliated with 14 different religious denominations and enroll over 60,000 students. They confer nearly one-third of the bachelor's degrees awarded in the state each year and over half of the state's degrees in law and medicine.

Board of Directors Services The North Carolina School Boards Association (NCSBA) was founded in 1937 by Dr. Guy B. Phillips, Dean of the School of Education at the University of North Carolina at Chapel Hill. Initially, the Association was housed in Peabody Hall on the UNC campus. The Association offices were moved to Raleigh in 1971 to be closer to the legislature. Currently, the NCSBA is located at 7208 Falls of Neuse Road in North Raleigh. NCSBA Philosophy
  • The best way to educate the populace is through public schools. The most effective way to govern public schools is through local boards of education which are representative of the community. Members of the local boards of education make better decisions when they are educated about their roles and the issues in public education. School board members must recognize and accept the importance of their roles as educational leaders. Local boards of education are responsible for the education of all public school children. School board members must make the best decisions for the children and the community.

To lead and support local boards of health in fulfilling their responsibilities outlined in North Carolina's General statutes "to be the policy-making, rule-making and adjudicatory for local public health" and "to protect and promote the public's health." What is Our Mission?

, 2003 Alabama Teacher of the Year, a first and second grade educator at Leeds Elementary School in Leeds, Alabama. A desire to raise her children in an environment with a diverse population led Ms. Rogers to Leeds, an experience that has heightened her awareness about the needs of and perceptions about schools in less-affluent neighborhoods.
Many in our country would prefer that low-performing schools be closed and students in these neighborhoods shipped off to other schools," she says. "Others feel students should have a choice in where they attend school rather than address the educational problems of their local communities. It is my belief that all children deserve a quality school in their neighborhood that will not only serve as a place of learning, but a haven of safety. I believe that educators, along with the other citizens of our country, can make this happen when they support the reality that low-performing schools must have strong, proven principals and an adequate number of master teachers with a heart for at-risk children who want to make a difference."
Lorraine Johnson , 2003 Georgia Teacher of the Year, a seventh-grade language arts educator at Arnall Middle School in Newnan, Georgia. While she believes there is no greater honor than being a teacher, Mrs. Johnson wants the public to understand that it comes with an enormous responsibility that is becoming more challenging.

Attracting and keeping quality teachers is a high priority for North Carolina. The Excellent Schools Act, signed into law in 1997, addresses the need for higher teacher salaries, standards and support. It includes a new teacher salary schedule, increased accountability, and paid incentives when the school meets its state-set ABCs performance goals to raise student achievement. North Carolina issues and requires professional certification for individuals who teach or work in other professional capacities in its public schools. Routes to certification include traditional college or university work in an accredited teacher education program and lateral entry for college graduates in other professional fields. Teachers certified in another state may be eligible for certification in North Carolina if there is a reciprocal agreement between North Carolina and that state. Today, more than 33 percent of North Carolina’s teachers hold master’s degrees. Additionally, North Carolina leads the nation in the number of teachers with National Board Certification.

The North Carolina Community College System
The North Carolina Community College System is the third largest in the nation. Each year the system's 59 institutions enroll more than three-quarters of a million students on campuses that are within 30 miles of 100 percent of the state's population. The system's mission from its beginning has been to provide opportunities for the citizens of North Carolina to further their education and to obtain training in order to successfully compete in an expanding job market. The Beginnings
In 1952 Dr. Allan S. Hurlburt conducted a study concerning the need for community colleges in North Carolina but it was not until 1957, during the administration of Governor Luther H. Hodges, that the Community College Act was passed. The legislation authorized the establishment of community colleges and placed the general administration of the colleges under what was known then as the State Board of Higher Education (now the Board of Governors of the University of North Carolina). By 1961 five community junior colleges had been established under the jurisdiction of local boards of trustees and the State Board of Higher Education. These first five community colleges were College of the Albemarle in Elizabeth City, Wilmington College in Wilmington, Mecklenburg College and Charlotte College in Charlotte, and Asheville-Biltmore College in Asheville. In 1963 Gaston College in Dallas became the sixth community college approved under the 1957 act.

Comments made during review stress safety, longevity, durability, flexibility, economy, and efficiency of building construction systems. Comments take into account local program flexibility while providing accountability in regard to the State Boards of Education's North Carolina Public Schools Facilities Guidelines Usually, design review conferences are held at each design phase involving the designers, local unit facilities staff and the school planning staff of professional architects, engineers and educators. The Poe Center is excited about our "Message Board" - a forum for students and teachers who attended Puzzled By Puberty. The Message Board will allow you to anonymously post questions to our health educators. Students/teachers will never be identified by name or school in our answers. Please know that THIS IS NOT A CHAT ROOM! Poe Center health educators will respond to questions, usually within one - three school days. We have the right to determine if questions are age appropriate and meet the content of the program that was taught. Questions may be modified or not answered if no real question was intended. Answers will be age appropriate. Each school will receive its own password, specific to the program the students attended. The passwords are good for 14 days. This should give the teacher and the students enough time to ask any questions our presentation(s) may have prompted. Teachers should avoid sharing passwords for these sex differentiated programs as this practice may make for inappropriate questions. We do not want the boys entering the girls' program and vice versa.
