Board of Directors Services The North Carolina School Boards Association (NCSBA) was founded in 1937 by Dr. Guy B. Phillips, Dean of the School of Education at the University of North Carolina at Chapel Hill. Initially, the Association was housed in Peabody Hall on the UNC campus. The Association offices were moved to Raleigh in 1971 to be closer to the legislature. Currently, the NCSBA is located at 7208 Falls of Neuse Road in North Raleigh.
