North Carolina Regulatory Orders The North Carolina Utilities Commission issued an order The PUC reopened electric restructuring Docket concerning emerging issues in the electric industry. Legislation The legislation study panel has decided more study of restructuring issues is needed before recommending to the legislature to open the state to competition by 2005, as previously recommended. The studies will focus on consumer protections and ways to encourage power plant construction in the State. HB 1840 provides funding for the Study Commission on the Future of Electric Service in North Carolina until June 30, 2006.

    Background Information
      Mountain region
    • The mountain region in eastern North Carolina covers about 1/8 of the state’s area. It includes both the Blue Ridge and Great Smoky Mountains. The main resources are minerals, forests, and cattle. The forests are used for papermaking and the cattle are used for dairy and beef products. The mountain region is also known for its abundance of apples. The mountains’ main industries are forestry and tourism. Many people visit this region for skiing in the winter and hiking in the summer.
      • Piedmont region
      • The piedmont region has North Carolina’s five largest cities and is the industrial center of the state. One Natural Resource, the piedmont’s unique clay soil, is best for growing grains such as corn and wheat, and crops like tobacco and cotton. The abundance in cotton grown in North Carolina produced the growth of the textile industry, one of North Carolina’s leading industries. North Carolina’s rich forestry helped produce the growing furniture industry and the brick-making industries were produced from the red clay soil.

    The University of North Carolina at Chapel Hill has a long and distinguished tradition of scholarly interest in Latin America. Courses in the region's languages, history, politics, geography, and social life were offered by the beginning of the twentieth century. ILAS shares the Albert and Gladys Coates Building, 223 East Franklin Street, with offices of four other National Resource Centers: The Center for East European, Eurasian, and Slavic Studies; The Center for European Studies; The North Carolina Center for South Asia Studies; and The University Center for International Studies. In 1915 they were coordinated in a special curriculum. As a result of continued growth of interest in Latin America among faculty and students, the Institute of Latin American Studies (ILAS) was created in 1940 to coordinate campus activities. ILAS is thus one of the first educational centers in the United States specifically dedicated to the study of Latin America.
    Over the ensuing decades, ILAS has developed into a major center of scholarship and teaching on subjects related to Latin America. Today ILAS's major functions are:

    By: Julie Galle Between 1996 and 1999, North Carolina's southern coastline was impacted by more devastating hurricanes than any other state bordering the Atlantic or Gulf of Mexico. Bertha, Fran, Bonnie and Floyd all made landfall along the same stretch of coastline within approximately 45 miles of each other. "Much of this region... major portions of Topsail Beach haven't had the chance to recover because the storms occurred so frequently," said Dr. Bill Cleary, Professor of Geology at the University of North Carolina at Wilmington. Cleary has made a life long study of the beaches near Wilmington, parts of which have been swallowed up by the ocean. Beaches located on the state's barrier islands face particular destruction. Tropical cyclones, along with the regular, daily lapping of waves, carry away sand from the Atlantic side of the islands. It creates a challenge for anyone who wants to live along the islands' shores.

    Our twenty-seven permanent faculty members have achieved national and international reputations spanning all major political science and public administration subfields. Many are widely published and several have been honored among the most outstanding professors in the university. Faculty members are also active in the governance of the university as well as in extension and outreach to the surrounding community. Some have served as officers in national professional associations. In order to maintain our commitment to quality teaching and small class size, we supplement our permanent faculty with visiting part-time instructors each semester. We offer undergraduate degrees in Political Science and graduate degrees in both Public Administration and International Studies.

    Political Science
    One of the largest undergraduate departments at NCSU, Political Science offers our majors the opportunity to choose among seven different degree programs, many academic enrichment options, extra-curricular activities, and experiential learning opportunities. Our majors benefit from the proximity of the NCSU campus to the state general assembly, executive offices, government agencies, party headquarters, political consulting firms, political and public policy think tanks, and advocacy organizations. They develop skills in problem-solving, analytical thinking, oral and written communication, statistical analysis, and computer usage - skills essential to success both today and in the future.

    The Institute for State Studies The Institute for State Studies (ISS), is a non-profit foundation devoted to the development of strategies to resolve public policy dilemmas resulting from new technology. The Institute is located at Western Governors University in Salt Lake City, Utah and has three programmatic areas of focus.
    • New models of governance made necessary by information technology
    • Using technology to accelerate the velocity and flexibility of education
    • Increasing the speed and decreasing the cost of environmental progress
    Financial support for ISS is derived from an expanding endowment, contracts for project administration and ongoing development activities. The Institute funds scholarly research, educational initiatives and opinion leader gatherings as the primary means of meeting its mission. Scholarly Research
    The Institute for State Studies draws on academics and leaders from various economic and social disciplines to do policy research within the defined programmatic areas. Two examples of ISS research currently underway are: Barriers to Competency Measured Education Systems The level of education necessary for an information age workforce has dramatically increased. Most workers change jobs and even careers numerous times. This is changing the nature of the demands being placed on educational institutions. For centuries students have traveled to campus because knowledge was stored, enhanced and disseminated there. Consequently, institutional “credit” became the “currency” of academic accomplishment. Under a credit system, a student completing a set of courses prescribed by the school or college is awarded a degree. The student is presumed to have achieved sufficient mastery in the discipline of study based on the good standing of the institution. The greater the reputation of the school, the higher the student’s credential is valued in the marketplace.
